05/16/2019 Regular MeetingKODIAK ISLAND BOROUGH Assembly Regular Meeting May 16, 2019 A regular meeting of the Kodiak Island Borough Assembly was held on May 16, 2019, in the Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 6:30 p.m. The invocation was given by Major David Davis of the Salvation Army. Mayor Rohrer led the Pledge of Allegiance. Present were Mayor Dan Rohrer, Assembly members Scott Arndt, Julie Kavanaugh, Andy Schroeder, Rebecca Skinner, Scott Smiley, Dennis Symmons, and James Turner. Also present were Borough Manager Michael Powers, Borough Clerk Tara Welinsky, and Deputy Clerk Alise Rice. APPROVAL OF AGENDA AND CONSENT AGENDA KAVANAUGH moved to approve the agenda and the consent agenda. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. APPROVAL OF MINUTES Regular meeting minutes of May 2, 2019, and Special Meeting Minutes of May 9, 2019, were approved under consent agenda. CITIZENS' COMMENTS The following spoke under citizens' comments: • David Blacketer, President of Kodiak Seniors Citizens Center • Angie Chernack • Jeff Smith AWARDS AND PRESENTATIONS Mayor Rohrer declared May 2019 as National Safety Boating Week and urged all those who boat to "wear it" and practice safe boating habits. The proclamation was accepted by Nicole Clark, USCG Auxiliary Flotilla Commander. Mayor Rohrer declared May 2019 as National Salvation Army Week and urged all to express their appreciation for The Salvation army's good works and to follow their example of serving a cause greater than themselves. The proclamation was accepted by Major David Davis of Salvation Army. COMMITTEE REPORTS None. PUBLIC HEARING Resolution No. FY2020-01 Establishing The Amount Of Funds To Be Made Available From Local Sources For The Kodiak Island Borough School District For The Fiscal Year Beginning July 1, 2019 And Ending June 30, 2020. ROLL CALL VOTE ON MAIN MOTION CARRIED FOUR TO THREE: Arndt, Schroeder, Smiley, and Turner (AYES); Kavanaugh, Skinner, and Symmons (NOES). 2. Ordinance No. FY2020-01 Kodiak Island Borough Fiscal Year 2020 Budget Appropriations From All Funds. ARNDT moved to adopt Ordinance No. FY2020-01. Mayor Rohrer opened the public hearing. Seeing and hearing none, Mayor Rohrer closed the public hearing and reconvened the regular meeting. ARNDT moved to amend Fund 277. KAVANAUGH moved to amend the amendment to reduce the accounts 448.309, 448.332, and 448.406 to $2,000 each, account 448.364 to $5,500 and use of fund balance to $400. SKINNER moved to, increase property tax funding in the general fund back to $1,575,579, reduce the amount that we are guaranteeing to the school district to $10,030,250. Appropriate $998,805 for renewal and replacement, and $4,873,017 for debt service. KAVANAUGH moved to amend the following accounts: 110 -Borough Clerk Telephone from $2,200 to $1,200, 110 -Borough Clerk Information Technology Telephone from $5,200 to $3,700, 130 - Accessing Telephone from $3,000 to $1,000, 140 -Community Development Telephone from $5,000 to $1,700 and move these monies to the Local Emergency Preparedness Committee Fund (234). ARNDT moved to amend the amendment to add an expense line item to the Local Emergency Preparedness Committee Fund (234) in the amount of $1,300. ARNDT moved to postpone this item and advance to second public hearing on May 23, 2019. ARNDT moved to adopt Ordinance No. FY2019-14. Mayor Rohrer opened the public hearing. ROLL CALL VOTE ON MAIN MOTION FAILED SIX TO ONE: Schroeder, Skinner, Smiley, Symmons, Turner, and Kavanaugh (NOES); Arndt (AYE) BOROUGH MANAGER'S REPORT Manager Michael Powers reported on the following: • Met with the hospital regarding several topics including completion of LTCC lease. • Attended Chamber Board meeting to discuss the departure of the Executive Director. • Followed up on Bayside Dumpsters including review of available documents. • The Governor has called for a special session on May 16, 2019. • Reviewed classification of the Revenue Accountant. • Met with the City to discuss their corrective measures. • Met with the Borough Attorney to discuss various issues included the BOE. • Update on staff promotions and new employees. MESSAGES FROM THE BOROUGH MAYOR Borough Mayor Rohrer reported on the following: • Met with the rocket launch facilities to discuss their master planning process for the next years. UNFINISHED BUSINESS None. NEW BUSINESS Contracts 1. Contract No. FY2019-26 Borough Building Exterior Painting Project. SMILEY moved to authorize the Manager to execute Contract No. FY2019-26, with C&M Enterprises Kodiak LLC, for the borough building exterior painting project in an amount not to exceed $94,350. Declaring A Seat Vacant On The Solid Waste Advisory Board (Ms. Stephanie Mason). ARNDT moved to accept with regret, the resignation of Ms. Stephanie Mason effective May 15, 2019, for a term to expire December 2020, and direct the Borough Clerk to advertise the vacancy per Borough code. ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Symmons, Turner, Arndt, Kavanaugh, Schroeder, Skinner, and Smiley. CITIZENS' COMMENTS The following spoke under citizens' comments: • Danielle Specht ASSEMBLY MEMBERS' COMMENTS Assembly member Arndt had no comments. Assembly member Symmons respects and appreciates the diversity of the Assembly's strength. Assembly member Smiley had no comments. Assembly member Skinner suggested a letter to Alaska Aero Space about their committee meetings. Assembly member Schroeder had no comments. Assembly member Kavanaugh had no comments. Assembly member Turner commented on school teacher's jobs. Announcements There will be an Assembly special meeting on Thursday, May 23, 2019, in the Borough Conference Room. The next Assembly work session is scheduled for Thursday, May 30, 2019, at 6:30 p.m. in the School District Conference Room. The Assembly regular meeting of June 6, 2019 has been canceled due to lack of quorum. The next regular meeting is scheduled on Thursday, June 20, 2019, at 6:30 p.m. in the Borough Assembly Chambers. Absentee -By -Mail ballot applications are now available in the Borough Clerk's Office and on the Borough's website. This year's municipal election will be held on Tuesday, October 1, 2019. EXECUTIVE SESSION 1. Borough Manager's Performance Evaluation SKINNER moved to convene into executive session to discuss Borough Manager's Performance Evaluation, a subject that qualifies for executive session as a matter that may tend to prejudice a character or reputation of a person. ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Turner, Arndt, Kavanaugh, Schroeder, Skinner, Smiley, and Symmons. SKINNER moved to invite the Mayor, Assembly, and Borough Manager into executive session. VOICE VOTE ON THE MOTION CARRIED UNANIMOUSLY. After the vote, Mayor Rohrer recessed the regular meeting at 10:23 p.m. and convened the executive session. Upon returning from the executive session, Mayor Rohrer reconvened the regular meeting at 10:59 p.m. and announced that no action was taken as result of the executive session.
