Michael Powers June 20, 2019 Activities and Issues Met with trail proponents for a project from Lake Louise to the Coast Guard Main Gate. The will need an encroachment permit from ADOT and have requested the Borough apply and hold the encroachment on their behalf. The request will come to the Assembly in the next meeting cycle. Met with and accompanied ADEC staff on an inspection of the Landfill and Leachate Treatment Plant. In addition to completing the inspection, staff discussed various issues with ADEC and then attended a special meeting of SWAB for a presentation regarding the ADEC website and information thereon and a question and answer period. Met with E&F staff regarding issues with Baler building improvements and timetable for completion as well as additional maintenance and replacement of equipment. Met with Finance/IT staff to discuss issues related to remote access to work stations for employees who work in multiple locations. Will be conducting a follow up meeting to better define the operational needs and then decide upon the appropriate solution. Out ill due to a bad encounter with Mother Nature. Spot checked spruce plantings at Chiniak. Trees are abundant and appear healthy. Unsure as to total number of die-offs, however in the three areas I walked, trees were abundant and healthy. Worked on agenda items for the upcoming meeting cycle. Meeting with ADF&G and KISA regarding culverts to be replaced on the Salonie Creek Range access road. The Borough will be involved in the permit process to help ensure compliance with applicable laws and requirements. Upcoming rd I will be out of the office July 3 and returning to work on July 8. NOTES: * Governmental customers may be served by a private company by direct negotiation for service. Fees will be set, billed and collected by that company. * Commercial and residential solid waste materials collected by the United States Coast Guard, or its representative, for disposal at the Kodiak Island Borough landfill will be charged at the time of disposal at the rate established in this fee schedule. The Kodiak Island Borough will invoice the United States Coast Guard for all or any portion of those fees charged, as agreed upon by the parties. Fees associated with other waste disposal options will be charged based on the applicable fee represented in this schedule. * Companies conducting commercial, industrial and institutional demolition projects need to separate their waste into metal and non-metal loads. Mixed loads will not be accepted at the landfill. * Metals received at the landfill in the form of tanks or cables must be prepared in an acceptable manner. Tanks must be drained of all fluids and wiped clean. Tanks under 500 gallons must have an 18" square hole cut into it and wiped clean. Tanks over 500 gallons must have one end cut off and wiped clean. Tanks 1,000 gallons and greater must contact Engineering/Facility staff to discuss acceptable criteria. Fishing cable must be cut into 3' lengths. Other metal items must be cut into pieces no greater than 17' long, 7' wide and 5' high. They must be separated from non-metal material (e.g., machinery with hoses or electrical components). * Approved Thrift Stores will be allowed free disposal of self-hauled household residential waste of up to 2,000 lbs/week. Disposal of large items (e.g., boats, trailers, construction/demolition debris and metals) will be charged at the same rate as shown in this fee schedule. * Approved non-profit entities may be granted an exemption from solid waste disposal fees for pre-approved cleanup events. * Commercial establishments, and/or small quantity generators, who generate hazardous waste must contact an environmental company to properly dispose of their waste. * All mobile homes or debris from mobile homes shall be cleared for asbestos and Lead based paint before acceptance. All materials must be separated into C&D, metal and recyclables prior to delivery. Definitions: Residential Waste - Waste generated from your home (for example, household garbage, bulky items such as furnishings and grass/lawn clippings). It includes homeowner construction/demolition waste but does not include metals. Commercial Waste - Institutional and industrial organizations or contractors and businesses conducting work for compensation and/or barter. Kodiak, AK 99615 RE: Funding Request Dear Mayor Rohrer and Manager Powers, The Kodiak Salmon Workgroup greatly appreciates the assistance we have received from the Kodiak Island Borough to protect Kodiak’s historical salmon fishery. We are now, once again, faced with several adverse proposals that will be considered by the Alaska Board of Fisheries during their Kodiak meeting in January 2020. In addition, we expect an attempt to have the Fisheries Board move their Kodiak Management Area meeting to Anchorage. Moreover, there are three new Board members that will need to be educated regarding Kodiak’s fishery. We cannot stress enough the long term harm that could come to Kodiak from Board of Fisheries decisions to restrict Kodiak’s salmon fleet. Loss in salmon revenue will impact both the Borough’s severance tax and your fisheries business tax revenue. Fishing families may leave. We need your help. You will see from the attached budget that Kodiak’s salmon stakeholders have raised about $65,000 and we are planning to raise an additional $35,000. We are asking Kodiak Island Borough for a Workgroup contribution of $20,000 in the 2019 fiscal year and $20,000 in the 2020 fiscal year. The Workgroup’s strategic plan is multi-faceted. (see attached budget) First, we will update and expand the scientific information we compiled in 2017 regarding “the blob” and it’s impacts on Kodiak area fisheries. Next, we will build on the Borough’s 2016 economic analysis by McDowell to assess economic harm if various proposals are adopted. We need to contrast the harm in Kodiak with limited gain elsewhere and will contract expert analysis regarding invasive species and related mortality. The group will work to bring Board of Fisheries members to Kodiak and shoot video footage of Kodiak’s salmon fishery. Finally, the group will focus on Kodiak’s historical mixed stock salmon fishery and develop persuasive graphics, maps and technical information to support the fishery. In addition to our proposed budget we have attached our funds policy. As part of that policy, per the City and Borough’s request, funds donated to the Workgroup from government entities will be accounted for separately and will only be used for research, information accumulation (economic and scientific), and defense preparation. These funds will NOT be used for salaries. Kodiak Regional Aquaculture Association manages our financials as an in-kind contribution to the Workgroup.
