Assembly Special Meeting
May 9, 2019
A special meeting of the Kodiak Island Borough Assembly was held on May 9, 2019, in the
Assembly Chambers Conference Room of the Kodiak Island Borough Building, 710 Mill Bay
Road. The meeting was called to order at 9:45 p.m.
Present were Mayor Dan Rohrer, Assembly members Scott Arndt, Julie Kavanaugh, Andrew
Schroeder, Rebecca Skinner, Scott Smiley, and James Turner. Also present were Borough
Manager Michael Powers and Borough Clerk Tara Welinsky.
ARNDT moved to excuse Assembly member Symmons who was absent due to personal leave.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
CITIZENS COMMENTS
None.
CONSIDERATION OF MATTERS IN THE CALL FOR THE SPECIAL MEETING
1. Confirm the Assembly Appointment of Bryan Ferris for the Alternate Seat to the Citizens
Board of Equalization for Term Expiring December 31, 2020.
ARNDT moved to confirm the Assembly Appointment of Bryan Ferris for the Alternate Seat to
the Citizens Board of Equalization for Term Expiring December 31, 2020.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY.
2. EXECUTIVE SESSION — Borough Manager's Performance Evaluation.
SKINNER moved to convene into executive session to discuss the Borough Manager's
Performance Evaluation, a subject that qualifies for executive session as a matter that may tend
to prejudice a character or reputation of a person.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY.
SKINNER moved to invite the Assembly members into executive session.
VOICE VOTE ON MOTION CARRIED.
After the vote, Mayor Rohrer recessed the special meeting and convened the executive session.
Upon returning from the executive session, Mayor Rohrer reconvened the special meeting and
announced that no action was taken as the result of the executive session.
ADJOURNMENT
ARNDT moved to adjourn the meeting
