Office of the Mayor Kodiak Island Borough, Alaska DECLARING MAY 5 THROUGH MAY 11, 2019 MUNICIPAL CLERKS WEEK WHEREAS, the Office of the Municipal Clerk, a time honored and vital part of local government exists throughout the world and the Office of the Municipal Clerk is the oldest among public servants; and WHEREAS, the Office of the Municipal Clerk provides the professional link between the citizens, the local governing bodies, and agencies of government at other levels; and WHEREAS, Municipal Clerks have pledged to be ever mindful of their neutrality and impartiality, rendering equal service to all; and WHEREAS, the Municipal Clerk serves as the information center on functions of local government and community; and their duties have expanded over the years. Because some elements of government are constantly changing, Clerks must stay current of changes so they can advise the governing body and inform their community. As the focus of each level of government changes, Clerks must also adapt. WHEREAS, Municipal Clerks continually strive to improve the administration of the affairs of the Office of the Municipal Clerk through participation in education programs, seminars, workshops, and the annual meetings of their state, and international professional organizations; and WHEREAS, it is most appropriate that we recognize the accomplishments of the Office of the Municipal Clerk. Michael Powers ICMA CM May 2 2019 Issues Solid Waste RFP-Met with vendor and staff to finish negotiations. Teleconferences with legal counsel to finish contract language. Reviewed documents and presentation to the Assembly. Budgets-Met with staff to discuss various aspects of the budget as well as the impacts of the Tax Revenue Limitation Initiative (it changes the emphasis from setting a mill rate to setting the needed revenue). Continuing to discuss the state budget with our lobbyists and legislative staff members as well as review news accounts. Discussed the budget approval and Governors options and timetable for submittal of the state budget to the Governor. The training focused on active shooter scenarios as well as hands on training to render aid to those with significant hemorrhages. Discussed various mass casualty scenarios with the Kodiak Fire Chief. Held debrief with staff to gather input on the training as well as future training. Met with new Providence staff regarding improvements at the hospital (R&R projects and Tenant Improvements). Reiterated the required processes for both. We have set up recurring meetings for the construction issues as well as to finish negotiations regarding the Long Term Care Center. Met with property owners regarding a boundary line dispute. Provided maps to each and arranged for City follow up on a retaining wall and utility issues. Met with ADOT regarding the dumpsters at Bayside being in the Right of Way. ADOT has potential upcoming jobs that may be a problem for a number of violations in right of ways as well as the concern that ADOT has that the dumpsters are in the right of way in their opinion. We have been informed a survey was completed showing the opposite and we are tracking it down. Received several calls concerning bears and ADF&G refusal to eliminate the threat the bears pose. I discussed the same with the Mayor and the need to revisit the issue. This item was put on the schedule for a work session during Agenda Setting. Interviewed an applicant for the Assessor position and will be following up on that interview. Reviewed a recently submitted application and working to schedule an interview. Upcoming Settlement Conference-A1 Timber-Set for June 10 (Anchorage). I will be out of the office June 9 and returning on June 11. AGENDA ITEM #13.A.1. Provided, however, that upon receipt of written notice from the Contractor of the existence of causes over which the Contractor has no control and which must delay furnishing of materials or the completion of the work, the Contracting Officer may, at his or her discretion, extend the period specified for the furnishing of materials or the completion of the work, and in such case the Contractor shall become liable for liquidated damages for delays commencing from the date on which the extended period expires. The Bayside Volunteer Firefighters Association would staff the "Miss Linda" at no cost to the City or Discover Kodiak. I would like to ask for a Community Permit for the use of Public Property for a Festivity / Event to be able to offer Cancer Awareness items for sale during this time. We would also explain the importance of Cancer Consciousness to the public — Awareness, Detection and Prevention. The money raised from the sales of items will be distributed as follows - 50% to the purchase of shirts, 25% to the American Cancer Society and 25% to the Bayside Volunteer Firefighters Association for training opportunities off island. I have also spoken to Harbor Master Derrick Magnuson at the Harbor Masters office and he had no problem with the "Miss Linda" at the ferry dock. It was explained that Bayside Volunteer Firefighters Association would be helping Discover Kodiak and the Chamber of Commerce and be offering Cancer Awareness items for sale. KODIAK ISLAND BOROUGH STAFF REPORT MAY 2. 2019 ASSEMBLY REGULAR MEETING SUBJECT: Ordinance No. FY2019-01C Amending Ordinance No. FY2019-01, Fiscal Year 2019 Budget, By Amending Budgets To Account For Various Revenues That Are Over Budget, Providing For Additional Expenditures And Moving Funds Between Projects ORIGINATOR: Dora Cross RECOMMENDATION: Move to adopt Ordinance No. FY2019-01 C. DISCUSSION: This ordinance details changes and accounts for additional funding requests that have occurred during the current fiscal year for items or circumstances that were not known or expected during the initial creation of the fiscal year 2019 budget. Funds: Funds are accounts established to collect money that must be used for a specific purpose. The following funds are being changed with this budget amendment. • Fund 277 - Tourism and Development (decrease budgeted revenues by $30,000 - budgeted revenues moved to new fund). • Fund 278 - Commercial Passenger Vessel (Increase budgeted revenues by $42,783 and increase budgeted Contingencies by $42,783; $30,000 from Fund 277 and $12,753 of additional funds received in excess of budget). • Fund 100 - 125 Finance/MIS (transfer $200,000 to Capital Project fund for the upgrade of the Borough's CAMA (Computer Assisted and Mass Appraisal)/Collection software). • Fund 250 - Fire Protection Area #1 (transfer $40,000 to Capital Project fund for the Diesel Exhaust Venting System project). • Fund 250 - Fire Protection Area #1 (transfer $60,000 to Capital Project fund for the Paving project). • Fund 250 - Fire Protection Area #1 (transfer $25,000 to Capital Project fund for the Exterior Facility Improvement project). • Fund 252 - Womens Bay Fire Department (transfer $25,000 to Capital Project Fund for the Kitchen Remodel project). • Fund 530 - Solid Waste Collection & Disposal (transfer $28,000 to Capital Project Fund for the Leachate Aeration project).
