Office of the Mayor Kodiak Island Borough, Alaska DECLARING APRIL 2019 CHILD ABUSE PREVENTION MONTH WHEREAS, Kodiak children deserve to grow up in a safe and nurturing environment to assure they reach their full potential; and WHEREAS, Alaska has one of the highest child abuse rates in the nation; and WHEREAS, the effects of child abuse and neglect are realized throughout the community. Addressing child abuse challenges us to work together and involve the entire community in preventing child abuse and strengthening families; and WHEREAS, all citizens have a responsibility to help families nurture, support, and protect their children to ensure that all Kodiak children are safe from abuse and neglect; and WHEREAS, all citizens should be aware of the impact of child abuse and its prevention within the community, and be involved in supporting parents to raise their children in a safe, nurturing environment; and WHEREAS, effective child abuse prevention programs succeed because of partnerships created among social service agencies, schools, religious and civic organizations, law enforcement agencies, and the business community. NOW, THEREFORE, I, Daniel Rohrer, Mayor of the Kodiak Island Borough do hereby proclaim April 2019 as: Child Abuse Prevention Month and call upon all citizens to increase their participation in our efforts to prevent child abuse, thereby strengthening the communities in which we live. Office of the Mayor Kodiak Island Borough, Alaska DECLARING APRIL 2019 SEXUAL ASSAULT AWARENESS MONTH WHEREAS, sexual violence is primarily a crime of power and control, regardless of age, ethnicity, race, gender, or economic status; and WHEREAS, sexual assault is one of the most horrific and widespread crimes in our society today; and WHEREAS, for young people who are victimized, these criminal acts can be cruelly traumatic, and force them to forgo the most special times in their lives - their childhood. One in four females and one in six males will be sexually assaulted before the age of 18; and WHEREAS, eight of ten women may experience sexual violence by an intimate partner in their lifetime; and WHEREAS, one in five women will be sexually assaulted in her lifetime and, each year, it is estimated 25,000 American women will become pregnant following an act of sexual violence; and WHEREAS, sexual violence is an even bigger issue in Alaska, where the rate of reported rape is 2.5 times greater than the national average; and WHEREAS, we must work together to educate our entire population about the causes and what can be done to prevent sexual assault. Perpetrators must be held accountable for their actions. As a society, we must fight sexual assault by striving to increase public awareness of the devastating pain and suffering caused by these crimes. NOW, THEREFORE, I, Daniel Rohrer, Mayor of the Kodiak Island Borough do hereby proclaim April 2019 as: Sexual Assault Awareness Month and encourage all residents to support local activities and programs, which assist victims, and to learn more about the pervasiveness to sexual assault in Alaska so we may eliminate this heinous crime. AGENDA ITEM #10.A. Managers Report Michael Powers ICMA CM April 18, 2019 Activities and Issues Attended the LEPC Meeting. Chief Mullican presented the informational presentation from National Weather Service regarding the Emergency Alert System and notifications. There was a significant discussion about the problems with the overlapping of the notification areas as well as pertinent information related to the November 2018 earthquake. We will likely have the NWS presentation at the next joint work session with the City. Met with staff and our architect regarding the previous studies of the Borough building and discussed functional difficulties with the current configuration such as lack of security for the building, ADA issues and people having to go to multiple offices in order to conduct business. Staff will be presenting information to the Assembly in upcoming meeting Budgets-had conversations and emails with our lobbyist and staff of our representatives regarding the Governors Budget and constitutional amendments, the House budget and potential actions by the Senate. The Governor has indicated that the constitutional changes are leverage as part of the budget negotiations. Staffing-discussed various staffing issues with Department Heads and HR, turnover issues and causes as well as status of recruitments. Solid Waste Collection Contract-Pursuant to the RFP issued, staff has been meeting to review the proposal, language and rate issues to present a contract to the Assembly. The timetable contained in the RFP sets that date as May 2, 2019, however, we may need to postpone that for two weeks to complete final language in a contract. Met with Kodiak Baptist Mission regarding an athletic event on Woody Island (Land use and crossing Borough property). Stop the Bleed Training-Borough staff will be participating in Stop the Bleed training sponsored by the City of Kodiak. The goal of the training is to provide the knowledge to be able to render useful first aid to injured people suffering from significant injuries involving blood loss. KANA-Met with their representative regarding a tree clearing project on their land adjacent to Borough land near Sharatin and Rezanoff proximate to the Christian School (Perenosa Drive). It appears that there are several large spruce trees on Borough land that would be orphaned. There are numerous trees down in the area as well as a number that are leaning as well as others with significant damage. I have approved them removing the trees on Borough land. AGENDA ITEM #10.A. Kodiak Island Borough Engineering & Facilities Department Projects Office 710 Mill Bay Road• Kodiak, Alaska 99615 Phone (907) 486-9210 • Fax (907) 486-9347 TO: Mayor and Assembly FROM: Matt Gandel, Project Manager/Inspector CC: Michael Powers, Borough Manager Dave Conrad, Acting E/F Director RE: Monthly Projects Report for Period Ending March 31, 2019 BAYSIDE FIRE DEPARTMENT EXHAUST SYSTEM Project Description: Projects Office staff is assisting Bayside Fire Department with procurement and installation of a vehicle exhaust system for both garages. Currently exhaust fans activate for 15 minutes when any garage door is opened, but this is inefficient and costly. The new system will connect to the exhaust pipe of each vehicle and activate when the vehicle is turned on, then automatically disconnect when the vehicle exits the garage. Current Status: Projects Office staff worked through the design process with Bayside staff and Jernstrom Engineering from Anchorage, and the Architectural/Engineering Review Board (ARB) approved the design documents on February 5, 2019. The project was issued for bid on February 8, 2019, and bids were opened on March 19, 2019. Three bids were received, and staff will be requesting approval of a contract for the low bidder at an upcoming Assembly meeting. Change Orders this Period: None. BOROUGH BUILDING EXTERIOR PAINTING Project Description: This project is for painting the exterior siding, doors, and window frames of the Borough Building, with an alternate bid to paint the exterior of the Maintenance Building (old Learning Center). Current Status: The ARB reviewed the design documents on February 5, 2019, and questioned the lack of siding repair or replacement. After length staff discussions the current approach is to bid the painting portion of the work, and solicit quotes from local contractors for a limited scope of siding replacement and repair. The painting portion is scheduled to be issued for bid April 3, 2019, with bids due April 23, 2019. During the bid period staff will work to solicit quotes for the siding replacement so the siding portion can be complete by the time a painting contract is awarded. Change Orders this Period: None. CHINIAK TSUNAMI SHELTER AND LIBRARY Project Description: The original Chiniak Tsunami Shelter and Library was destroyed in the 2015 Twin Creeks fire. The design process for a replacement facility began in 2017. The design is for a single-story building with a kitchen area, restroom, shower room, and a large open space for community meetings or providing shelter. Projects Report – March 2019 Page 1 AGENDA ITEM #18.B.1. Current Status: Friend Contractors LLC began work at the end of July 2018. Work on the building and new well house are now complete, with only final punch list items and cleanup remaining. The only major incomplete item is installation of the treatment system for the new water well. Water samples were taken and the recharge rate tested by PND Engineers (PND) in January 2019, and a report summarizing the results was received in late February 2019. It doesn’t appear that the well will be able to serve both the tsunami shelter/library and the Chiniak School as originally planned. PND is now working on design for water storage and treatment system. Since the well will not be providing water for the school the requirements for treatment will likely be decreased. Change Orders this Period: None. KIBSD PRE-K RENOVATION Project Description: KIB is assisting the Kodiak Island Borough School District with a project to renovate existing office space to space suitable for two pre-school classrooms. KIBSD secured the funding for the project, and KIB’s role is in administering the design contract and assisting with the bidding and construction process. KIBSD will be reimbursing KIB for all costs related to this project. Current Status: JYL provided 95% documents on March 25, 2019, and the ARB is scheduled to review them on April 1, 2019. KIBSD will put them out to bid soon after that, with construction scheduled to be complete by the end of June 2019. Change Orders this Period: Jensen Yorba Lott - Contract 2019-10 Change Order 1 - $60,185.00 Provide design, bidding, and construction administration services for the KIBSD Pre-K Classroom Renovation project. All services to be on a time and materials basis, not to exceed $60,185.00. All costs for these services to be reimbursed by KIBSD. KODIAK FISHERIES RESEARCH CENTER & KODIAK HIGH SCHOOL ELECTRIC BOILERS Project Description: In 2018 KIB entered into joint agreements with Kodiak Electric Association (KEA) and Kodiak Island Borough School District for interruptible electric service at Kodiak Fisheries Research Center and Kodiak High School. As part of the agreements KEA will reimburse KIB for the costs to install electric boilers at both buildings, and offer a reduced rate for the power to operate the boilers at 90% the cost of fuel oil. KIB has contracted with RSA Engineers to provide design and bid documents for both new boilers. Current Status: The ARB reviewed and approved the 95% documents on February 5, 2019. The project was issued for bid on March 26, 2019, and bids are due April 18, 2019. Construction is scheduled for late summer or early fall 2019. Change Orders this Period: None. KODIAK MIDDLE SCHOOL BOILER ROOM REMODEL Project Description: This project is for the replacement of the remaining fuel oil boiler at Kodiak Middle School and related equipment (pumps, domestic water supply, hot water heater, etc.). Jensen Yorba Lott (JYL) and RSA provided design documents which were reviewed and approved by the ARB. Projects Report – March 2019 Page 2 AGENDA ITEM #18.B.1. Current Status: Bering Industrial Contractors is the contractor, and is currently working on submittals and ordering long lead items. Construction is scheduled to start at the end of May 2019. Change Orders this Period: Jensen Yorba Lott - Contract 2014-13 Change Order 50 - $18,906.00 Provide construction administration services for the Kodiak Middle School Boiler Room project on a time and materials basis, including submittal review, RFI response, review of O&M manuals, and site inspections for mechanical and electrical engineer. LAKE ORBIN CULVERT REPLACEMENT – MIDDLE BAY DRIVE AND CHINIAK DRIVE Project Description: Projects Office staff has been working with Kodiak Soil and Water Conservation District and the United States Fish and Wildlife Service to replace several culverts leading to and from Lake Orbin, in order to aid fish passage. This project is the third phase, replacing culverts at Middle Bay Drive and Chiniak Drive. Current Status: The ARB reviewed the design documents on February 5, 2019, and the Assembly approved staff to proceed with the project at the regular meeting on March 7, 2019. The project was issued for bid on March 12, 2019, and bids are due April 9, 2019. Construction is scheduled for spring/summer 2019. Change Orders this Period: None. LANDFILL BALER BUILDING ROOF AND SIDING REPLACEMENT Project Description: This project includes replacement of the metal roof and siding at the Landfill Baler Building with a new insulated panel system as well as other exterior improvements (doors, windows, canopies, etc.) Current Status: Friend Contractors LLC started construction in July 2018. Most of the wall panels have been installed, and majority of the roof was completed in March 2019, in conjunction with a maintenance shutdown of the baler. The remaining wall panels will be installed in conjunction with replacement of the three large garage doors at the entrance to the building in April 2019.
