04/04/2019 Regular MeetingKODIAK ISLAND BOROUGH Assembly Regular Meeting April 4, 2019 A regular meeting of the Kodiak Island Borough Assembly was held on April 4, 2019, in the Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road. The meeting was called to order at 6:30 p.m. The invocation was given by Major David Davis of the Salvation Army. Mayor Rohrer led the Pledge of Allegiance. Present were Mayor Dan Rohrer, Assembly members Scott Arndt, Julie Kavanaugh, Andrew Schroeder, Scott Smiley, Dennis Symmons, and James Turner. Also present were Borough Manager Michael Powers, Borough Clerk Tara Welinsky, and Deputy Clerk Alise Rice. SMILEY moved to excuse Assembly member Skinner who was absent due to personal leave. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. APPROVAL OF AGENDA ARNDT moved to approve the agenda. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY. APPROVAL OF MINUTES None. CITIZENS' COMMENTS The following spoke under citizens' comments: Jeff Stewart AWARDS AND PRESENTATIONS Mayor Rohrer proclaimed April 8-12, 2019 as Week of the Young Child and encouraged all citizens to work to make a good investment in early childhood in Kodiak, Alaska. Program Coordinator, Cassie Keplinger, accepted on behalf of Early Childhood Coalition. COMMITTEE REPORTS Assembly member Arndt gave a brief report regarding the April 1, 2019 Architectural / Engineering Review Board meeting. PUBLIC HEARING 1. Ordinance No. FY2019-06 To Rezone Lots 1 Through 3,4A, 6 Through 11, Tract B, And Tract C, Cliff Point Estates Oceanfront Addition No.1 Subdivision and Lots 12 Through Kodiak Island Borough Assembly Regular Meeting Minutes April 4, 2019 Page 1 of 4 34, Cliff Point Estates, Oceanfront Addition No. 2 Subdivision from C -Conservation District to RR2-Rural Residential Two District (P&Z Case No. 19-017). ARNDT moved to adopt Ordinance No. FY2019-06. The Clerk's Office mailed out 5 public hearing notices on March 22, 2019. This was a request to rezone a large area of land within the Cliff Point Estates Subdivision. The applicant wished to rezone the land from C -Conservation, which required lot sizes of five acres or more to RR2-Rural Residential Two, which requires relatively smaller lot sizes of two acres or more. Mayor Rohrer closed the regular meeting and opened the public hearing. ROLL CALL VOTE ON MOTION TO RECESS CARRIED FIVE TO ONE: Kavanaugh, Schroeder, Smiley, Symmons and Turner (AYES); Arndt (NO) Mayor Rohrer recessed the regular meeting at 7:15 p.m. Mayor Rohrer reconvened the regular meeting at 7:23 p.m. SCHROEDER moved to amend Ordinance No. FY2019-06 by adding a new Section 3, making the current Section 3 to Section 4. ROLL CALL VOTE ON MOTION TO AMEND CARRIED UNANIMOUSLY: Kavanaugh, Schroeder, Smiley, Symmons, Turner, and Arndt. ROLL CALL VOTE ON MAIN MOTION AS AMENDED CARRIED UNANIMOUSLY: Schroeder, Smiley, Symmons, Turner, Arndt, and Kavanaugh. Clerks Note: Assembly member Symmons was excused by Mayor Rohrer due to personal leave. BOROUGH MANAGER'S REPORT Manager Powers reported on the following: Kodiak Island Borough Assembly Regular Meeting Minutes April 4, 2019 Page 2 of 4 • Discussed the upcoming 2020 Census with Tom Panamaroff. • Met with staff regarding adult dwelling units, Research Court Apartments, and new fire engine "Miss Linda". • Gave an update regarding KIB FY2020 budget. • Reviewed legislative updates and emails regarding the governor's budget for the state. • Sun'aq has expressed their interest in leasing the Research Court Apartments. • Reviewed investment opportunities for Kodiak Island Borough funds. • Toured our facilities with Tara Welinsky and discussed local and state government. • Attended the Assembly/School Board joint work session on April 2, 2019. • Ms. Sara Fraser will be resigning from her position with the Kodiak Island Borough Community Development Department. MESSAGES FROM THE BOROUGH MAYOR Borough Mayor Rohrer reported on the following: • Attended the Town Hall meeting on Saturday, March 30, 2019 regarding the Governor's budget. Thanked everyone who attended the meeting. • Reminded the public that the 17B Easements and the Memorandum of Agreement on Otmeloi Way Project will be discussed at the next work session. • Gave comments to KMXT and KTUU on how bond debt reimbursement affects small municipalities. CITIZENS' COMMENTS The following spoke under citizen's comments: • Mel Stevens ASSEMBLY MEMBERS' COMMENTS Kodiak Island Borough Assembly Regular Meeting Minutes April 4, 2019 Page 3 of 4 Assembly member Arndt expressed concern that debt reimbursement was cut from the state budget. Assembly member Smiley shared concerns regarding cuts to the debt reimbursement, the Fish Tax and the Alaska Marine Highway System. Assembly member Schroeder concurred with Assembly members Arndt and Smiley on their comments about the Governor's budget cuts. He was pleased with how the Assembly was able to discuss and debate things in an enlightening way and get things done. Assembly member Kavanaugh also remarked about debt reimbursement. She expressed concerned about the conversation happening in Juneau and its effect on certain small communities. She is grateful that the Assembly members are willing to agree to disagree and come to a solution and is very appreciative of them. Assembly member Turner concurred we are facing big issues in this borough based on the Governor Dunleavy. Saint Jude's radio-a-thon is happening. It raised $16,000 dollars more on its first day than last year's first day, all of which came from local monies. Announcements The next Assembly work session is scheduled for Thursday, April 11, 2019, at 6:30 p.m. in the School District Conference Room. The next regular meeting is scheduled on Thursday, April 18, 2019, at 6:30 p.m. in the Borough Assembly Chambers. The Kodiak Island Colleges Student Government will be holding their 50th Anniversary celebration on Saturday, April 30, 2019. ADJOURNMENT ARNDT moved to adjourn the meeting.
