Generating an additional $5.2 million in property taxes will require an increase of approximately 3.7 mills in the borough's areawide tax levy. This is an increase of over 34%.1 The Kodiak Island Borough is already the fastest shrinking borough in the state. With a total population of 13,652 in 2010, it experienced a net out migration of 1,388 and an absolute population loss of 1.5`70 between 2010 and 2017.2 Imposing a 35% property tax increase will undoubtedly accelerate this already serious problem, and once people leave, they will not move back. Lest any of you respond that "we have no choice" but to raise taxes to the extent proposed by the manager's budget, let it be noted that that demonstrably is not the case. It is probably inevitable that the borough raise its areawide mill rate for the coming fiscal year, but raising taxes is not the only way it can respond to the likelihood that we will receive far less in the way of school debt service reimbursement from the state in FY 20 than we did in FY 19. Any such shortfall can and should be made up by both raising taxes and cutting the borough's contribution toward's the school district's operating budget. Equal contributions from both sources would appear appropriate. By proposing to fund the school district at the same figure as last year (while ignoring its For FY 19 the borough's net taxable assessed value was $1,388,985,425 and it's areawide mill rate was 10.75. If net taxable assessed value rises to $1.4 billion for FY 20, then 1.0 mill will generate $1.4 million in property taxes and it will require 3.7 mills to generate $5.2 million. 3.7 is 34.4% of 10.75. For taxpayers faced with an increase in the assessed value of their property, the percentage increase in their actual property tax bill will be even larger. 2 See Fastest Shrinking County in Every State at https://247wallst.com/special- report/2018/07/ 10/fastest-shrinking-county-in-every-state-2/ continuing loss of enrollment), the manager eliminates to begin any possibility of responding to the present fiscal crisis but cutting the budget. The manager's proposed budget totals over $37 million, but over $12 million of that total is attributable to service districts and enterprise funds like the hospital and the landfill. The remaining $25 includes almost $8 million for debt service, which can't be cut, so the $17 million or so which is split primarily between the General Fund, the Education Support Fund, and Building and Grounds Fund constitutes the only place in the borough budget where cuts can be made. By focusing almost exclusively on the General Fund, the manager's budget refuses to address in a meaningful manner the very difficult fiscal issues facing this community and, instead, takes the lazy way out: let's just raise taxes! Furthermore, because we must "plan for the worst" let's raise them by the full $5.2 million! Given the fact that the budget passed by the Alaska House restored half of the school debt reimbursement funds cut by Governor Dunleavy, it is most unlikely that the borough will be facing a $5.2 million budget shortfall in FY 20. True enough, the state budget has yet to be passed, and the Governor has the ability to veto line items within it after the legislature has acted, but there is every chance that the borough will be looking at a cut of around $2.6 million in school debt reimbursement instead of $5.2 million. The manager reasons that the borough has to pass a budget which levies the entire $5.2 million which would be needed in a worst case scenario because it can't levy taxes after lune 30th. This, however, once again assumes that the education support fund must never be cut. In point of fact, there are at least two budget scenarios which would provide for the possibility of a $5.2 million reduction in state reimbursement for school debt service even though a $2.6 million reduction is likely the most we will have to face. Scenario Nl — the manager's proposal — is to raise the areawide mill rate by 34%, thereby assuring the collection of a full $5.2 million in extra taxes even though $2.6 million of them may not be needed. Under this scenario, what happens to the "extra" $2.6 million if the fiscal storm is not as bad as we had feared? You guessed it; the borough keeps it! No part of it will be returned to the taxpayers. Scenario N2 — the borough passes a budget which generates an "extra" $5.2 million by cutting the education support fund by $2.6 million and levying an additional $2.6 million in property taxes through a mill rate increase. Under this scenario, if our reasonable expectations are realized, as opposed to our worst fears, the "extra" $2.6 million which, under Scenario Al would remain with the borough, could be used to fund a supplemental appropriation to the school district.
