Week of the Young Child
WHEREAS, Kodiak Early Childhood Coalition and other local organizations, in conjunction with
the National Association for the Education of Young Children, are celebrating the Week of the Young
WHEREAS, these organizations are working to improve early learning opportunities, including
early literacy programs, that can provide a foundation of learning for children in Kodiak, Alaska; and
WHEREAS, teachers and others who make a difference in the lives of young children in Kodiak,
Alaska deserve thanks and recognition; and
WHEREAS, public policies that support early learning for all young children are crucial to young
NOW, THEREFORE, I, Daniel Rohrer, Mayor of the Borough of Kodiak do hereby proclaim April 8
work to make a good investment in early childhood in Kodiak, Alaska.

COMPREHENSIVE PLAN CONSISTENCY
Land Use Goal:Regulate and manage land uses to balance the rights of private property
owners with community values and objectives.
Policy:Zone lands to meet future housing, commercial, industrial, and other land needs.
o Implementation Action:Identify an adequate supply of land in each community to
meet future residential and other land development needs based on future
population and employment growth projections, assumptions about the type and land
requirements for the projected uses, and conditions or constraints that may affect
development. Consider the use of public or private Native-owned lands to help meet
these needs.
Housing Goal:Help ensure thatan adequate supply of land for housing and a sufficient
stock of housing, including affordable housing, are available for Borough residents.
Policy:In partnership with local communities, Tribal councils, Native Corporations, the
Kodiak Island Housing Authority and others, help ensure that there is an adequate
supply of developable residential land to meet long-term housing needs throughout the
Borough, including housing for seniors.
High Priority Issue: Desire to maintain large lot sizes.
Medium and Lower Priority Issue:Ensure zoning of areas for natural use, industrial,
watershed, park, residential, or other uses is compatible with surrounding uses.
Medium and Lower Priority Issue: Ability to allow for community growth.
Medium and Lower Priority Issue: Housing affordability issues.
Land Use Goal: Maintain the rural residential setting of the community.
Policy:Increase the supply of private land for community growth.

other types of housing including those allowed in the R1, R2, R3, and SRO zones.

make big cuts, other than the School Bond Reimbursement but a smaller PFD appears to be the plan. It
will be interesting to see what the Governor does. He indicated this morning he had no aversion to using
the line item veto.

Discussed Alaska and local government with the new Clerk. Took a tour around Kodiak.
Attended the Joint Work Session with the School District.

The Alaska Department of Fish and Game, Division of Habitat (ADF&G) has reviewed the proposal to Rezone
Lots 1 thru 3, 4A, 6 thru 11, Tract B, and Tract C, Cliff Point Estates Oceanfront Addition No. 1 Subdivision
and Lots 12 thru 34, Cliff Point Estates, Oceanfront Addition No. 2 Subdivision from C -Conservation District
to RR2-Rural Residential Two District.
Lots, 1, 4A and Cliff Point EST Oceanfront Addition No.I TR B are located adjacent to Cliff Point Creek
(Stream No. 259-22-10047). Cliff Point Creek is cataloged by ADF&G as being important spawning and
rearing habitat for pink and coho salmon, as well as Dolly Vanden.
The ADF&G request Lots 1, 4A and Cliff Point EST Oceanfront Addition No.I TR B remain in the
Conservation District to protect the 50 foot riparian retention zone as required by Kodiak Island Borough Code
17.50.080 for anadromous water bodies.
Riparian habitat provides streambank stability, filters pollutants, and maintains water quality for fish and
wildlife habitat. To function properly, buffers must have an effective vegetative cover and sufficient width and
continuity along the stream. Vegetative cover filters sediment and pollutants, reducing the amount of materials
that may enter a stream. The rate of surface erosion is closely correlated with vegetative cover on the soil
surface, such as plant litter. Litter and the stems of vegetation reduce the downslope movement of surface soils.
Accelerated surface erosion occurs when these barriers are removed.
