Assembly Special Meeting
February 15, 2019
A special meeting of the Kodiak Island Borough Assembly was held on February 15, 2019, in
the Borough Conference Room of the Kodiak Island Borough Building, 710 Mill Bay Road. The
meeting was called to order at 12:35 p.m.
Present were Mayor Dan Rohrer, Assembly members Scott Arndt, Julie Kavanaugh, Rebecca
Skinner, and James Turner. Also present were Borough Manager Michael Powers and Borough
Clerk Nova Javier.
KAVANAUGH moved to excuse Assembly members Smiley, Schroeder, and Symmons who
were absent due to personal leave.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
CITIZENS COMMENTS
None.
CONSIDERATION OF MATTERS IN THE CALL FOR THE SPECIAL MEETING
1. EXECUTIVE SESSION - Discuss The Result Of The Clerk Applicants Skype Interview
And Discuss Those Who Should Move Forward For Final Review.
KAVANAUGH moved to convene into executive session to discuss the result of the Borough Clerk
Applicants Skype Interviews and discuss those who should move forward for final review. This
subject qualified for executive session as a matter that may tend to prejudice the applicants'
reputation or character.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Arndt, Kavanaugh, Skinner, and
Turner.
ARDNT moved to invite the Borough Mayor, Assembly members, Borough Manager, Human
Resource Officer and Borough Clerk for a short period of time into executive session.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
Mayor Rohrer recessed the special meeting and convened into executive session at 12:43 p.m.
Mayor Rohrer recessed the executive session and reconvened the special meeting at 2:05 p.m.
and announced that the Mayor and Human Resource Officer will be contacting three candidates
to arrange to bring them forward to Kodiak for in-person interviews on the 2"d, 3`d, 41h, or 5'h of
March at some place in that window and will report back to the Assembly at the next meeting in
regards to the actual scheduling.

ADJOURNMENT
ARNDT moved to adjourn the meeting.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
The meeting was adjourned at 2:06 p.m.
