Assembly Special Meeting
February 12, 2019
A special meeting of the Kodiak Island Borough Assembly was held on February 12,
2019, in the Borough Conference Room in the Kodiak Island Borough Building, 710 Mill
Bay Road. The meeting was called to order at 12:03 p.m.
Present were Mayor Dan Rohrer, Assembly members Scott Arndt, Julie Kavanaugh,
Rebecca Skinner, Scott Smiley, Dennis Symmons, and James Turner. Also present
were Borough Manager Michael Powers, and Borough Clerk Nova Javier.
ARNDT moved to excuse Assembly member Schroeder who were absent due to
personal leave.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
CITIZENS COMMENTS
None.
CONSIDERATION OF MATTERS IN THE CALL FOR THE SPECIAL MEETING
1. CONSIDERATION OF MATTER IN THE FOR THE SPECIAL MEETING.
SKINNER moved to convene into an executive session to discuss evaluation of the
Borough Clerk applicants, a matter which might include a discussion that could potentially
prejudice the reputation and character of the applicants.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Arndt, Kavanaguh, Skinner,
Smiley, Symmons, and Turner
SKINNER moved to invited the Borough Mayor and Assembly into executive session.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY
Mayor Rohrer recessed the special meeting 12:08 p.m. and convened the executive
session. Upon returning from the executive session, Mayor Rohrer reconvened the
special meeting at 1:13 p.m. and announced that the Assembly will be continuing on with
the hiring process with a set of Skype Interviews which will be scheduled on February 15,
2019.

TURNER moved to adjourn the meeting.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
The meeting was adjourned at 1:16 p.m.
