FY2019-23 A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY AUTHORIZING THE MANAGER TO SUBMIT AN APPLICATION TO THE ALASKA DEPARTMENT OF TRANSPORTATION AND PUBLIC FACILITIES FOR USE OF COMMUNITY TRANSPORTATION PROGRAM FUNDS FOR THE OTMELOI WAY RECONSTRUCTION PROJECT AND AUTHORIZING THE MANAGER TO SIGN ASSOCIATED PROJECT AGREEMENTS WHEREAS, federal monies are available under a Community Transportation Program, administered by the Alaska Department of Transportation & Public Facilities (ADOT&PF), for the purpose of creating and promoting the planning and development of transportation facilities and programs in Alaska; and WHEREAS, the Kodiak Island Borough has received a request from ADOT&PF to nominate projects for inclusion in the Community Transportation Program, as outlined in ADOT&PF's application packet for 2020-2023; and WHEREAS, the Kodiak Island Borough is participating as an eligible project sponsor in the ADOT&PF Community Transportation Program; and WHEREAS, the Kodiak Island Borough acknowledges availability of the required local match of no less than 9.03% via an Otmeloi Way Rehabilitation allocation in the State of Alaska's FY 2006 Capital Budget Bill (SB 64); and WHEREAS, upgrades to Otmeloi Way, including appurtenances, will enhance the health and safety of the community; and WHEREAS, the Kodiak Island Borough submitted to the qualified voters the question of altering the boundary to Service Area No. 1, resulting in the ownership and maintenance of Otmeloi Way, on the October 4, 2016 municipal ballot as Ballot Proposition No. 1; and WHEREAS, Ballot Proposition No. 1 was passed by the qualified voters. NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH that: Kodiak Island Borough, Alaska Resolution No. FY2019-23 Page 1 of 2 45 46 47 48 49 50 51 52 53 54 55 56 57 58 59 60 61 62 63 64 65 66 67 68 69 70 Section 1: The Borough Manager is authorized to submit and sign an application to ADOT&PF for Community Transportation Program funds on behalf of the Kodiak Island Borough for the Otmeloi Way Reconstruction Project. Section 2: The Kodiak Island Borough hereby recognizes that sufficient funding for the local government agency matching contribution for the project is available through a $3.3 million capital allocation in Capital Budget Bill SB 46 (FY 2006). Section 3: Subject to prior review and approval of the Assembly, the Borough Manager is authorized to execute a memorandum of agreement with ADOT&PF, in accordance with 17 AAC 05.175(I), for the design, construction, and transfer of ownership and maintenance of Otmeloi Way.
