Assembly Special Meeting
March 4, 2019
A special meeting of the Kodiak Island Borough Assembly was held on March 4, 2019, in the
Borough Conference Room of the Kodiak Island Borough Building, 710 Mill Bay Road. The
meeting was called to order at 10:30 a.m.
Present were Mayor Dan Rohrer, Assembly members Scott Arndt, Julie Kavanaugh, Rebecca
Skinner, Scott Smiley, and James Turner. Also present were Borough Manager Michael
Powers, HR Officer Lauri Whiddon, Finance Director Dora Cross, Grant Writer/Special Projects
Support Meagan Christiansen, and Borough Clerk Nova Javier.
SKINNER moved to excuse Assembly members Schroeder and Symmons who were absent
due to personal leave.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
CITIZENS COMMENTS
None.
CONSIDERATION OF MATTERS IN THE CALL FOR THE SPECIAL MEETING
1. In -Person Interviews - Applicants for the Borough Clerk Position
2. EXECUTIVE SESSION - Discuss The Result Of The Clerk Applicants In -Person
Interview
ARNDT moved to convene into executive session to discuss the result of the Borough Clerk
Applicants In -Person Interview. This subject qualifies for executive session as a matter that may
tend to prejudice the applicants' reputation or character.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Arndt, Kavanaugh, Skinner, Smiley,
and Turner.
ARNDT moved to invite the Borough Mayor, Assembly, Borough Manager, Human Resource
Officer, Finance Director, Grants Writer/ Special Projects Support, and Borough Clerk into
executive session.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
After the vote, Mayor Rohrer recessed the special meeting and convened the executive session
at 2:18 p.m. Upon returning from the executive session, Mayor Rohrer reconvened the special

meeting at 3:55 p.m. and announced that no action was taken as the result of the executive
session.
ADJOURNMENT
ARDNT moved to adjourn the meeting.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
The meeting was adjourned at 3:56 p.m.
