Records Technician d. (Note: the disposition forward these to the Paralegal) 2.Filing Citation into Official Borough Document a.Records Technician will create one Official Borough Document each calendar year for the citations to be filed b.Upon receipt of a citation from Paralegal, Records Technician will scan the citation into the electronic file in Laserfiche, and file the hard copy in the original file. c.At the end of each calendar year, and after all of the citations have been thoroughly processed and their final disposition has been met, the Official Borough Document file for citations of that calendar year will be transferred to the records storage center 3.Notice of Default a.Thirty (30) days after the date of citation, if payment has not been made by the defendant, the Records Technician will send a Notice of Default by first class mail to the defendant at the mailing address listed in the Log. b.Notice of Default shall follow the format provided by the Alaska Court System c.Records Tech will enter the date of Notice of Default in the Log d.Records Tech to send email to Paralegal, Accounting Tech, and Borough Clerk when Notice of Default is issued 4.Affidavit of Notice a.Fifteen (15) days after the date of Notice of Default, if payment has not been made by the defendant, the Records Technician will send an Affidavit of Notice to the Law Office, detailing the date that the Notice of D(ii)efault was issued. b.The Records Tech will enter the date of Affidavit into the Log c.Records Tech to send email to Paralegal, Accounting Tech, and Borough Clerk when Affidavit of Notice is issued 5.Payment of Fines a.When a defendant arrives at the Finance Counter to pay a citation fine, the Tax Accounting Tech will verify the status of the citation in the Log. b.Tax Accounting Tech may accept the payment of fine if: i.the Affidavit of Notice has not yet been issued, OR AGENDA ITEM #2.a. Page | 2 ii.the court has issued a judgment and a court judgment fine has been entered into the Log in this case, the Accounting Tech will verify status with Accounting Supervisor c.Tax Accounting Tech may NOT accept payment of fine if: i.The Affidavit of Notice has been issued, AND ii. this means the case is currently pending in court. (This will more than likely never occur, because if Defendant requests a Trial they will not be coming in to pay a fine.) d.Accounting Tech will enter date of fines paid in Log AGENDA ITEM #2.b. AGENDA ITEM #2.c. Kodiak Island Borough Talking Points for Alaska State Budget Priority Items of Concern The mismatch between finalization of the Alaska state budget and the Kodiak Island Borough budget creates uncertainty and challenges. The KIB budget must be approved by June 10, 2019. The State of Alaska budget must be approved by June 30, 2019, and the Governor has th veto power up to June 30. This means the KIB is developing a budget and setting tax rates for FY20 without all of the necessary information regarding revenue and services from the state. In some areas this creates a direct financial burden to the Borough (school bond debt reimbursement), while other areas have a significant but indirect impact (uncertainty with continued operation of the ferry to Kodiak Island). The following list identifies the Borough’s priorities for the Alaska budget (in bold), with bullets below each priority to further describe the importance and impacts to Kodiak if these items are not funded in FY20. 1.School Bond Debt Reimbursement from the State a.Eliminating school bond debt reimbursement will have a significant negative impact on the Kodiak Island Borough finances b.With bond debt reimbursement KIB will pay $2.3M for debt service in FY2020 c.Without bond debt reimbursement KIB will pay $7.7M for debt service in FY2020 d.Eliminating reimbursements more than triples KIB’s debt service, increasing cost by $5.4M e.KIB is obligated to pay debt service regardless of reimbursement, however, the bonds were passed by the community assuming a 70% reimbursement by the state f.KIB budget must be passed by June 10, 2019, which includes setting FY2020 Mill Rate g.Extending state budget discussions into June creates significant uncertainty for KIB h.Additional uncertainty of potential Governor veto, which could occur up to June 30, 2019 i.KIB FY2019 General Fund revenue budgeted at $6,614,768. 2.Shared Fisheries Tax a.Proposed legislation to eliminate shared fishery taxes would be effective as of January 2019, wiping out over $1.9M of FY2019 revenue b.Additionally, KIB would lose FY2020 projected share of fisheries tax revenue of $1.2M c.Shared fisheries taxes average about 23% of KIB General Fund revenues (FY08-FY18 average) d.City municipalities on Kodiak Island would also lose their share of this revenue 3.Power Cost Equalization / Community Assistance Kodiak Island Borough – Alaska State Budget Talking Points Page 1 of 3 AGENDA ITEM #2.c. a.Eliminating Community Assistance (derived from the Power Cost Equalization fund) would cost KIB about $450,000 in FY2020 revenue b.KIB received $443,211 in FY2019, $465,942 in FY2018 and $461,512 in FY2017 in Community Assistance payments from the State c.City municipalities on Kodiak Island would also lose their share of this revenue d.The Power Cost Equalization Fund also helps offset the high cost of energy in remote communities, including the villages located throughout the Kodiak Archipelago. (The Kodiak Electric Association operates hydroelectric and wind turbines which lowers the cost of electricity for the Kodiak road system and Port Lions.) 4.M/V Tustumena Replacement Funding and AMHS Operations a.The M/V Tustumena was built in 1964, experiences significant downtime for repairs (sometimes unexpected) and needs to be replaced b.The Tustumena is one of only two ocean class vessels available to make the cross- gulf trip to Kodiak, and when the Tustumena is out of commission there is only one other vessel available to make the Kodiak and Aleutian Chain run c.Replacing the Tustumena is necessary to provide more reliable, safe and energy efficient ferry service between Kodiak and the mainland d.The Legislature set aside $244 in 2017 to replace the M/V Tustumena. The replacement project is already underway, the new vessel is designed, and the funds should remain available to replace the Tustumena e.Kodiak is an island community accessible only by airplanes and boats, and the ferry provides an important service to get people, goods and vehicles between Kodiak and the mainland f.Kodiak is home to the country’s largest U.S. Coast Guard base, and base personnel use the ferry during transfer season to move households to and from Kodiak Island g.Currently there is not a regular shipping route from Kodiak to Anchorage and the ferry is the only consistent way to move freight from Kodiak to the mainland h.Using the ferry to ship freight is also much more economical and shipping prices would undoubtedly increase drastically without AMHS 5.K-12 Education Funding a.The Kodiak Island Borough School District faces a $6.2M shortfall if the Base Student Allocation is reduced as proposed in Governor’s FY2020 education budget b.The Borough’s local contribution to KIBSD is capped by state law ($11.3M in FY2019) c.Using FY2019 numbers to illustrate: In FY2019 the Borough contributed $9.9M, and additional contributions to the District would be limited to only $1.5M, leaving a significant gap between expected and actual revenue, assuming BSA was cut d.Sudden and significant drops in funding are very difficult to deal with and respond to effectively, whether at the school district or borough level 6.University of Alaska Funding Kodiak Island Borough – Alaska State Budget Talking Points Page 2 of 3 AGENDA ITEM #2.c. a.The Kodiak College campus is an important asset to the Kodiak community and provides post-secondary education within the community b.Kodiak College falls under the auspices of UA-Anchorage and offers in-person classes as well as a range of distance and e-learning opportunities 7.Changes to Medicaid Reimbursement Rates a.The Kodiak Island Borough constructed the Elder House long-term care facility in 2014 to better provide care for individuals with significant chronic illness or disability who can no longer provide for themselves and want to remain in the Kodiak community b.Reductions to Medicaid reimbursement rates could have a significant detrimental impact on continuing operations of the long-term care facility Kodiak Island Borough – Alaska State Budget Talking Points Page 3 of 3 AGENDA ITEM #3.a.
