SUBJECT: Letter of Non-Object for Addition of 50 KIB-owned Roads to TTP
To Whom It May Concern:
The Kodiak Island Borough is the owner and responsible maintenance party for the
transportation routes listed in Section A and B below. Kodiak Island Borough does not
object to the continued inclusion of routes listed in Section A, nor the addition of routes
listed in Section B to the Sun’aq Tribe of Kodiak’s Tribal Transportation Plan Route
Inventory. KIB is supportive of the Tribal Transportation Program, long range
transportation plan, and the route inventory incompliance with the Tribal Transportation
Program rules as set forth by the Bureau of Indian Affairs and outlined in the applicable
Code of Federal Regulations.

objection. KIB will work with STK to enter into an acceptable maintenance agreement
for use of TTP Funding in compliance with 25 CFR Part 170. Kodiak Island Borough
guarantees that the listed routes shall continue to be public property and shall not be
access restricted or otherwise encumbered by the terms or actions of activities under this
letter.

BAYSIDE FIRE DEPARTMENT EXHAUST SYSTEM
Project Description: Projects Office staff is assisting Bayside Fire Department with procurement and
installation of a vehicle exhaust system for both garages. Currently exhaust fans activate for 15 minutes
when any garage door is opened, but this is inefficient and costly. The new system will connect to the
exhaust pipe of each vehicle and activate when the vehicle is turned on, then automatically disconnect
when the vehicle exits the garage.
Current Status: Projects Office staff worked through the design process with Bayside staff and Jernstrom
Engineering from Anchorage, and the Architectural/Engineering Review Board (ARB) approved the design
documents on February 5, 2019. The project was issued for bid on February 8, 2019, and bids are due on
March 19, 2019. Construction is expected to be complete by late spring 2019.

BOROUGH BUILDING EXTERIOR PAINTING
Project Description: This project is for painting the exterior siding, doors, and window frames of the
Borough Building, with an alternate bid to paint the exterior of the Maintenance Building (old Learning
Center).
Current Status: The ARB reviewed the design documents on February 5, 2019, and questioned the lack of
siding repair or replacement. Staff has had multiple discussions about the best way to address this without
exceeding the approved budget. The current approach is to bid the painting portion of the work, and
solicit quotes from local contractors for a limited scope of siding replacement and repair. This work will
be issued for bid in late March 2019.

CHINIAK TSUNAMI SHELTER AND LIBRARY
Project Description: The original Chiniak Tsunami Shelter and Library was destroyed in the 2015 Twin
Creeks fire. The design process for a replacement facility began in 2017. The design is for a single-story
building with a kitchen area, restroom, shower room, and a large open space for community meetings or
providing shelter.

Current Status: Friend Contractors LLC began work at the end of July 2018. Work on the building and new
well house are now complete, with only final punch list items remaining. A generator for emergency
power was placed in February 2019, with testing and startup schedule for March 13, 2019. The only major
incomplete item is installation of the treatment system for the new water well. Water samples were taken
and the recharge rate tested by PND Engineers (PND) in January 2019, and a report summarizing the
results was received in late February 2019. It doesn’t appear that the well will be able to serve both the
tsunami shelter/library and the Chiniak School as originally planned. PND is now working on design for
water storage and treatment system.

KODIAK FISHERIES RESEARCH CENTER & KODIAK HIGH SCHOOL ELECTRIC BOILERS
Project Description: In 2018 KIB entered into joint agreements with Kodiak Electric Association (KEA) and
Kodiak Island Borough School District (KIBSD) for interruptible electric service at Kodiak Fisheries Research
Center and Kodiak High School (KHS). As part of the agreements KEA will reimburse KIB for the costs to
install electric boilers at both buildings, and offer a reduced rate for the power to operate the boilers at
90% the cost of fuel oil. KIB has contracted with RSA Engineers (RSA) to provide design and bid documents
for both new boilers.
Current Status: The ARB reviewed and approved the 95% documents on February 5, 2019. There has been
a slight delay in putting the project out to bid while staff worked with RSA and KIBSD to coordinate the
best way to get the very large boiler into KHS without interrupting existing mechanical systems. The
project will now be issued for bid in late March 2019, with installation scheduled for late summer or early
fall 2019.

KODIAK MIDDLE SCHOOL BOILER ROOM REMODEL
Project Description: This project is for the replacement of the remaining fuel oil boiler at Kodiak Middle
School and related equipment (pumps, domestic water supply, hot water heater, etc.). Jensen Yorba Lott
(JYL) and RSA provided design documents which were reviewed and approved by the ARB.
Current Status: The project was issued for public bid in October 2018, three bids were received, and on
December 20, 2018, the Assembly approved a contract for the low bidder, Bering Industrial Contractors.
Bering is currently working on submittals and ordering materials. Construction is scheduled to start at the
end of May 2019.

LAKE ORBIN CULVERT REPLACEMENT – MIDDLE BAY DRIVE AND CHINIAK DRIVE
Project Description: Projects Office staff has been working with Kodiak Soil and Water Conservation
District and the United States Fish and Wildlife Service to replace several culverts leading to and from Lake
Orbin, in order to aid fish passage. This project is the third phase, replacing culverts at Middle Bay Drive
and Chiniak Drive.
Current Status: The design process for this project was completed in 2017. The ARB reviewed the design
documents on February 5, 2019, and the Assembly is schedule to review the project process on March 7,

2019. Assuming the Assembly authorizes staff to proceed, the project will be put out to bid in March 2019,
with construction scheduled for spring 2019.

LANDFILL BALER BUILDING ROOF AND SIDING REPLACEMENT
Project Description: This project includes replacement of the metal roof and siding at the Landfill Baler
Building with a new insulated panel system as well as other exterior improvements (doors, windows,
canopies, etc.)
Current Status: Friend Contractors LLC started construction in July 2018. As of February 28, 2019,
approximately 85% of new wall panels have been installed. The remaining wall panels will be installed in
conjunction with replacement of the three large garage doors at the entrance to the building in April 2019.
Installation of new roof panels is scheduled to start March 11, 2019 and take approximately two weeks.
The contract completion date has been extended to June 28, 2019.

PROVIDENCE KODIAK ISLAND MEDICAL CENTER CONDITION SURVEY
Project Description: In 2018 KIB entered into a term contract with JYL for design services for projects at
Providence Kodiak Island Medical Center (PKIMC). The first task is to produce a comprehensive
assessment of the hospital facility and its systems, and then provide recommendations for highest priority
Renewal and Replacement (R&R) projects.
Current Status: A team of architects and engineers visited the hospital in early October 2018, and a draft
version of the condition survey report was received in early December 2018. KIB and PKIMC staff have
been meeting and reviewing the draft report and discussing the best approach to begin working on the
current backlog of R&R projects. The pace of this process has been slowed somewhat due to personnel
changes for both KIB and PKIMC.

years has been distributed in the following categories:

15. ASSEMBLY MEMBERS' COMMENTS
Announcements:
The next Assembly work session is scheduled for Thursday, March 28, 2019, at
6:30 p.m. in the School District Conference Room. The Assembly and School
Board will hold a joint work session on Tuesday, April 2, 2019, at 6:30 pm in the
School District Conference Room. The next regular meeting is scheduled on
Thursday, April 4, 2019, in the Borough Assembly Chambers.
16. EXECUTIVE SESSION
A. IBEW Union Negotiations.
Recommened motion: Move to convene into executive session to
discuss matters involving negotiations with the IBEW which qualifies for
executive session per KIBC 2.30.030(F.1.d) matters involving
negotiations with labor organizations representing borough employees.
ROLL CALL VOTE ON MOTION.
Recommended motion: Move to invite the Mayor, Assembly, Manager,
Finance Director, and the Borough Clerk's staff into executive session.
VOICE VOTE ON MOTION.
After the vote, Mayor Rohrer recesses the regular meeting and convenes the
executive session.
Upon returning from the executive session, Mayor Rohrer reconvenes the
regular meeting and announces:
The Assembly discussed IBEW Union Negotiations
No action is to be taken as a result of the executive session.
The Assembly may make a motion if necessary. The Assembly
must state the motion and vote outside of executive session.
