A RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH AUTHORIZING
THE MANAGER TO SUBMIT AN APPLICATION TO THE ALASKA DEPARTMENT OF
TRANSPORTATION AND PUBLIC FACILITIES FOR USE OF TRANSPORTATION
ALTERNATIVES PROGRAM FUNDS FOR THE SARGENT CREEK -RUSSIAN RIVER AREA
PARKING IMPROVEMENTS PROJECT AND AUTHORIZING THE MANAGER TO SIGN
ASSOCIATED PROJECT AGREEMENTS
WHEREAS, federal monies are available under a Transportation Alternatives Program,
administered by the Alaska Department of Transportation & Public Facilities (ADOT&PF), for the
purpose of creating and promoting the planning and development of transportation facilities and
programs in Alaska; and
WHEREAS, the Kodiak Island Borough has received a request from ADOT&PF to nominate
projects for inclusion in the Alaska Transportation Alternatives Program as outlined in ADOT&PF's
application packet for 2018-2020; and
WHEREAS, the Kodiak Island Borough is participating as an eligible project sponsor in the
ADOT&PF Transportation Alternatives Program; and
WHEREAS, the Kodiak Island Borough acknowledges availability of the required local match
of 9.03%; and
WHEREAS, the Parks and Recreation Committee, Planning and Zoning Commission, and
Borough Assembly have recognized transportation improvements in the area of Sargent Creek
and Russian River as a priority to enhance safety and recreational opportunities; and
WHEREAS, improved pedestrian and vehicle facilities in the area of Sargent Creek and
Russian River have been identified as a top priority by the public through a Parks and Recreation
Comprehensive Plan Update survey; and
WHEREAS, the Planning and Zoning Commission included a West Rezanof Drive Pedestrian
Improvements Project in its Capital Improvement Projects Priority Lists for FY2018-2022 (P&Z
Resolution No. FY2018-01) and FY2019-2023 (P&Z Resolution No. FY2019-01); and
NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH THAT:
Section 1: The Borough Manager is authorized to submit and sign an application to
ADOT&PF for Alaska Transportation Alternatives Program funds.

Section 2: The Kodiak Island Borough hereby assures ADOT&PF that sufficient funding for
the local governmental agency matching contribution for the Sargent Creek -
Russian River Area Parking Improvements Project is available.
Section 3: The Borough Manager is authorized to execute an agreement with the State
promising to provide the funding commitments identified within the project
application for the project.
