Assembly Special Meeting
October 12, 2018
A special meeting of the Kodiak Island Borough Assembly was held on October 12,
2018, in the Borough Conference Room of the Kodiak Island Borough Building, 710 Mill
Bay Road. The meeting was called to order at 3:30 p.m.
Present were Mayor Dan Rohrer, Assembly members Julie Kavanaugh, Andrew
Schroeder, Rebecca Skinner, and Scott Smiley. Also present were Borough Manager
Michael Powers, and Borough Clerk Nova Javier.
SMILEY moved to excuse Assembly Members Crow, Symmons, and Van Daele who
were absent due to personal leave.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
CITIZENS COMMENTS
None.
CONSIDERATION OF MATTERS IN THE CALL FOR THE SPECIAL MEETING
1. EXECUTIVE SESSION - Evaluation of the Legal Counsel Applicants
SKINNER moved to convene into an executive session to discuss evaluation of the Legal
Counsel applicants, a matter which might include a discussion that could potentially
prejudice the reputation and character of the applicants.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Kavanaugh, Schroeder,
Skinner, and Smiley.
SKINNER moved to invite the Borough Mayor, Assembly, Borough Manager, and the
Borough Clerk into executive session.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
Mayor Rohrer recessed the special meeting and convened the executive session.
Upon returning from the executive session, Mayor Rohrer reconvened the special
meeting and announced that instructions were given to the Manager on how to proceed.

SMILEY moved to adjourn.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
The meeting was adjourned at 4:37 p.m.
