09/18/2018 Regular Meetingt KODIAK ISLAND BOROUGH PARKS & RECREATION COMMITTEE 0 E 19 P018 MINUTES September 18, 2018 Regular Meeting 6 p.m. -K113 Conference Room CALL TO ORDER CHAIR SALTONSTALL called to order the regular meeting of the Parks and Recreation Committee at 6 p.m. ROLL CALL Requested excusal was Helm Johnson. Committee members present were Patrick Saltonstall, Ben Millstein, Steve Paulson, Paige Simeonoff, Bobby Bassham, and Shane Thompson (late). Excused member was Helm Johnson. Absent ex -officio members were Dennis Symmons, Ron Bryant, and Corey Gronn. A quorum was established. Community Development Department staff present was Daniel Mckenna-Foster. COMMITTEE MEMBER MILLSTEIN MOVED to excuse Helm Johnson. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY APPROVAL OF AGENDA No motion made to approve the agenda as presented. MINUTES OF PREVIOUS MEETINGS Regular meeting of August 28, 2018 COMMITTEE MEMBER PAULSON MOVED to accept the minutes. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY AUDIENCE COMMENTS AND APPEARANCE REQUESTS Betty MacTavish stated she wanted to make sure the committee was aware of the soil remediation farm. On public land use by the softball field on Dark Lake, children play softball, ride their bikes, ride four -wheelers, and the mobile homes from Jackson's are there also. They are talking about putting a soil remediation farm there. She has been given many stories; it was only going to be the diesel contaminated soil that's at the junior high school and will be moved over there. She was told that it will be covered but Engineering & Facilities told her it will not be covered. There are different individuals around that community that are fearful of water contamination going into their properties, lowering property values, and those types of things. She is really concerned about the health of the kids. Cory Gronn has been doing so much work to the softball field at Dark Lake. It's also a concern thatwhat happens with the soil remediation is bacteria is inserted into the soil and it's fluffed up. There is concerns about it being in the air and water contamination, no other sites were considered. The landfill is not in compliance because of ammonia levels but there is land there that they could remediate the soil. The Department of Environmental of Conservation said they would not approve of using the area they considered assumed to be expediency because there are no trees there, it's flat land, it was contaminated soil, but her premise is if it was contaminated soil back behind Safeway let's get the soil in good condition rather than re - contaminate it. This process will take 3 — 5 years if it's put there. DEC said they would not approve the permit from the borough if there were citizens objecting to it and we do have citizens objecting to it. We presented before the Planning and Zoning Commission and now she is just here to inform the committee of what is happening. DEC said there is no hurry taking that soil from the junior high because it's covered and if it's in compliance with the plastic if it's done correctly to DEC standards, it could take 1 '/3 years to make that decision. MacTavish' concern is DEC suggested that the borough look into different areas outside of the main area by our softball field. The Coast Guard has a soil remediation field established and they have been working with different spills. Our island currently has twenty spills so when they tell me it's going to be ten dump truck loads taken to the Dark Lake field, what about the other twenty. She has heard it's going to be a permanent site. Scott Arndt stated there is a Planning and Zoning Regular Meeting on Wednesday when the commission will be hearing this case. OLD BUSINESS A. Parks & Recreation Comprehensive Plan (review vision statements, Borough lands inventory, schedule and location of October 23, 2018 recreation summit, survey, advertising wording). Discussion of vision statements, ball fields, parks, the survey, Termination Point & trails, and what they will talk about at the recreation summit. Consensus to add the CIP List to the recreation summit agenda. Multiple discussions at one time. B. Discussion about CIP List (review committee text and talk about how projects actually happen). Multiple discussions at one time. Committee member? left the meeting. NEW BUSINESS A. Letter to the Borough Lands Committee regarding the importance of recreation. Discussion COMMUNICATIONS A. They give up to $250,000 and minimum award is $25,000. It is due November 9th, but it also requires matching funds. Discussion COMMITTEE MEMBER MILLSTEIN MOVED to accept reports. Patrick Saltonstall is very happy and he' excited about Recreation Summit now. He's really happy we're going to have the latest Lands Committee agendas on our agendas too.
