ROLL CALL Requested excusal was Committee members present were Patrick Saltonstall, Ben Millstein, Steve Paulson, and Paige Simeonoff. Excused members were Bob Bassham, Shane Thompson, and Helm Johnson. Ex -officio members absent were Dennis Symmons, Ron Bryant, and Corey Gronn. A quorum was established. COMMITTEE MEMBER MILLSTEIN MOVED to excuse Bobby Bassham, Shane Thompson, and Helm Johnson. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY Staff present was Daniel Mckenna-Foster and Jack Maker. Introduction — CHAIR SALTONSTALL gave an introduction • 5 min Overview— Daniel Mckenna-Foster gave an overview 5 min Trends/Observations — Mckenna-Foster gave a report • 10 min. Survey discussion — Mckenna-Foster reported on the survey Phillip ? said that Mckenna-Foster said he was happy with response rate right up until this point with 260 something responses to the questionnaire. He doesn't know if you have anyway of determining how representative those people are of the community as a whole. Does the borough or city ever consider doing door to door canvassing. There's probably a socioeconomic class of people who take online surveys and then there's parts of the community that don't respond to that type of outreach. Social networks weren't tied into media where the survey may be advertised or distributed. He just wanted to know what type of outreach you had considered in terms of people throughout the community being able to weigh in even if they don't take online surveys very often. Kodiak Island Borough October 23, 2018 Parks & Recreation Committee Minutes Page 1 of 3 Mckenna-Foster said in giving a survey, it started out asking for feedback with borough employees. We sent it to NOAA, Fish & Game, Kodiak School District, the Borough, Island Trails, Bells Flats Community Facebook page. We put out paper surveys at Big Ray's, 58°, and Orion's. We put it on Facebook, Kodiak Christian School, Chamber of Commerce, U.S. Coast Guard online bulletin board, the Police Department, and the refuge. 20-30 min. Mapping/CIP prioritization activity — They broke out to allow the public to mark areas on the maps that are of recreational interest. Mckenna-Foster reported on the CIP List ? spoke (inaudible, didn't turn microphone on) of trying to do trail maintenance on all of the existing trails like Barometer, Pyramid, and Sharatine. In the spring it's obvious where the trails are, ITN put signage up, people would look at the Audubon map to see these trails. There is a need in the community to have trail maintenance done on some of the trails. He wonders if there is any nucleus for this because a lot of trails have several different land owners'. Are the State of Alaska, Coast Guard, and other land owners' receptive to trail maintenance and people utilizing their trails? Is there nothing done ever or? Tanisen Peeples said she recently moved here from Juneau which has an amazing, extensive trail network. Most (inaudible) Forest Service land and she worked for a summer with an organization called Trail Mix, who was in charge of building and mostly maintaining trails. She has been on the Kodiak trails and trails can deteriorate quickly. People start widening the trails. With a few pieces of equipment and a few people, it can make a lot of improvements. We need to better the trails and maintain them for the future. Amy Williams, Discover Kodiak Executive Director said the situation we have in Bells Flats with bear viewing this season we could use some assistance in making it safer. She's talking to the appropriate powers about making a seasonal speed limit to try to slow people down. Bear viewing platforms, better parking and signage, and things like that to keep people safe. She would also like a bike path from Bells Flats to town. She's also concerned about is a path that goes from the cruise ship to Deadman's Curve. Larry Van Daele said with regard to the bear viewing platform, there was at least a few years ago potential funding from DOT and also from the cruise ship tax. Work with the Fish and Game folks and DOT for that. It wouldn't have to be a CIP item. In his role of Fort Abercrombie State Parks Citizens Advisory Board Chairman, he talked to several of you tonight and he likes the idea of integrating what we do with the State Parks, not only Abercrombie but the Busking and Pasagshak, into what you are doing. 2 min.
