RESOLUTION NO. FY2019-09
A RESOLUTION OF THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH RATIFYING
AND CERTIFYING THE RESULTS OF THE MUNICIPAL ELECTION HELD ON OCTOBER 2,
2018
WHEREAS, the Kodiak Island Borough held a Regular Election on October 2, at which time
candidates for the following offices were voted on:
Borough Assembly
Two Seats, Three Year Terms
School Board
Two Seats, Three Year Terms
Bay View Road Service Area Board
Two Seats, Three Year Terms
Fire Protection Area No. 1 Board
Two Seats, Three Year Terms
Monashka Bay Road Service Area Board
Two Seats, Three Year Terms
Service Area No. 1 Board
Two Seats, Three Year Terms
Womens Bay Service Area Board
Two Seats, Three Year Terms
The election was also held for the purpose of voting on the following proposition:
PROPOSITION NO. 1
Shall the following proposition be approved?
An Initiative Proposing A Ballot Measure Which If Passed By The Voters, Would Enact Section
3.25.030 Of The Kodiak Island Borough Code Of Ordinances. Section 3.25.030 Will Provide For
Limitations On The Maximum Allowable Tax Revenues For The Kodiak Island Borough. The
Borough Will Be Able To Levy Or Impose Only The Same Amount Of Taxes For One Fiscal Year As
The Borough Levied Or Imposed For The Preceding Year, Except That The Borough Can Increase
The Amount Of Taxes Levied Or Imposed (a) To Adjust For Inflation; (b) To Take Into Account New
Buildings And Land Coming Onto The Tax Roll; (c) Make New Payments On Bonds; (d) Pay For
Services Approved By Voters; (e) Pay For New Legal Judgments Entered Against The Borough; and
(f) Pay For Expenses In Emergencies.
WHEREAS, the Canvass Board of the Kodiak Island Borough appointed by the Kodiak Island
Borough Assembly met on October 10, and tallied the votes as follows:

BOROUGH THAT the Assembly finds that the Municipal Election of October 2, 2018, was
validly held and hereby ratifies and certifies the results of the election:
Section 1: In the Borough -wide election for Assembly, James
Turner, and Dennis
Svmmons,were elected to three year terms each.

Section 2: In the Borough -wide election for Borough School Board, Judy A. Carstens and
Kelly Bell were elected to three year terms.
Section 3: In the Bay View Road Service Area, there were no candidates for the seats. The
seats will be filled by appointment by the Borough Assembly.
Section 4: In the Fire Protection Area No. 1, Paul VanDyke and Aaron M. Griffin were
elected to three year terms.
Section 5: In the Monashka Bay Road Service Area, there were no candidates for the seats.
The seats will be filled by appointment by the Borough Assembly.
Section 6: In the Service Area No. 1, Paul Hansen and Jay Baldwin were elected to three
year terms each.
Section 7: In the Womens Bay Service Area Board, David G. Conrad, and Billy Ecret
were elected to three year terms each.
NOW, THEREFORE, BE IT FURTHER RESOLVED BY THE ASSEMBLY OF THE KODIAK
ISLAND BOROUGH THAT the election was validly held and that the clerk is directed to deliver
to each person elected to office a certificate of election.
