RE: School Bond Projects
Summary
In October 2014 Kodiak Island Borough voters approved a $10.2 million bond package to finance renewal
and replacement projects for school facilities. The 28 total projects included in the bond package were
grouped into nineprojects and given a three-year completion schedule. Only one of the original projects is
still under construction, the remainder have been completed.

Because the first several bond projects were completed substantially under budget, staff was able to work
with the Alaska Department of Education and Early Development (DEED) to redirect excess bond funds to
AGENDA ITEM #2.b.
add two projectsusing the same bond funds. The added projects arethe Main Elementary Walkway
Replacement and Kodiak Middle School (KMS) Boiler Room Remodel. The project at Main was completed
in early 2018, and the KMS project is currently in design and scheduled for construction in summer 2019.

Staff recently worked with the Kodiak Island Borough School Districtto update the Districts’ Six-Year
Capital Improvement Plan(CIP). Some of the projects on the CIP list could be completed using the
remaining bond funds, pending DEED approval. Projects the District has identified include North Star
Elementary Siding/Paint, Chiniak School Water Treatment, and Main Elementary Siding/Paint.To redirect
bond funds to these other projectswould require submitting project applications to DEED, similar to the
process that was followed for the Main Walkway and KMS Boilers projects.

The Western Federal Lands Highway Division of the Federal Highway
Administration (FHWA), in partnership with the Native Village of Ouzinkie (NVO)
proposes to extend the Anton Larsen Bay Road for approximately two -miles to a
planned parking area and boat launch near Crag Point. The road extension and boat
launch would provide better access to goods and services, including emergency
services, offered in Kodiak to those in remote locations including Ouzinkie,
Port Lions, and remote logging camps.
The purpose of this public scoping meeting is to inform the public and interested
stakeholders of the environmental assessment process being undertaken and for the
project team to gain a better understanding of the range of issues to be addressed and
the extent of their effect on the human environment.

Talking Points for Extending Anton Larsen Bay road:
1. Safety — When bad weather and medical emergency in winter, can still get to Anton Road — even if
Coast Guard can't fly.
When in small vessel and weather is bad, Spruce Cape is perilous. Going into Anton is far
less risk.
2. Village support: Less expensive and quicker to travel to Anton for food, fuel and other support
goods and services for those living in Port Lions, Ouzinkie and the norther part of Kodiak and
Afognak Islands.
Facilitates village meetings, athletic events and school support in that you can plan
same day travel even if the weather is bad.
3. Recreation: Access to significant recreation areas
Facilitate pickup of fishermen and hunters by village guides/outfitters
Open up additional areas to hiking.
4. Commercial Support: Provide much quicker access to Koniag Quarry
Allow less expensive and quicker transportation of goods for KEA at Terror
Lake
Allow less expensive and quicker transportation of goods for KRAA Katoi
Hatchery
Facilitate less expensive and quicker transportation of goods from Port
Lions and Ouzinkie commercial enterprises and to Port Lions and Ouzinkie
for support entities like KANA, ANTHC and KIB.

The Water distribution system is leaking, in all the rural villages around Kodiak Island, and need
replacement. We know this due to a show of hands today, at the Kodiak Island Borough Rural
Leadership Forum, that I am attending this week.
Larsen Bay is what I know best. The Larsen Bay water distribution system is failing. Larsen
Bay cannot find any major leaks. Larsen Bay has dozens of small seeping leaks that are getting
worse. Most of these leaks are the curb stops, (both individual residential curb stops, and zone
curb stops) and connecting saddles, that are leaking, because of deterioration, through
electrolysis of unlike metals.
The water operator, is running the water treatment plant, at about 125%, to keep up. He tells me,
that the current rate of deterioration, within 2 years, the water treatment plant, will not be able to
produce enough water to keep up.

Older (eastern) Larsen Bay 2 to 3 million dollars ($2,000,000 - $3,000,000)
All of Larsen Bay 5 to 6 million dollars ($5,000,000 - $6,000,000)
The longer we wait, the higher these prices will be.
