08/28/2018 Regular MeetingKODIAK ISLAND BOROUGH SEP 9 PARKS & RECREATION COMMITTEE MINUTES 28, 2018 Regular Meeting 6p m.- IB Confee p� : ` �9ARGiU _ CALL TO ORDER CHAIR SALTONSTALL called to order the August 28, 2018 regular meeting of the Parks and Recreation Committee at 6 p.m. ROLL CALL Committee members present were Patrick Saltonstall, Helm Johnson, Ben Millstein, Steve Paulson, Paige Simeonoff, and Bobby Bassham. Absent was Shane Thompson. Ex -officio member present was Dennis Symmons. A quorum was established. Community Development Department staff present was Daniel Mckenna-Foster. Others present was Phillip Kovacs, Engineering and Facilities Director. APPROVAL OF AGENDA COMMITTEE MEMBER MILLSTEIN MOVED to amend the agenda to add item 7D Development Plans under New Business. VOICE VOTE ON MOTION TO AMEND CARRIED UNANIMOUSLY There was no vote on main motion. MINUTES OF PREVIOUS MEETINGS A) Regular meetings of June 26, 2018 & July 24, 2018. COMMITTEE MEMBER PAULSON said he will make a motion approve those minutes of the June meeting (he didn't actually make the motion). Other committee members are speaking also. COMMITTEE MEMBER THOMPSON said he makes that motion then. ROLL CALL VOTE CARRIED UNANIMOUSLY AUDIENCE COMMENTS AND APPEARANCE REQUESTS None OLD BUSINESS A) Parks & Recreation Comprehensive Plan (Draft for discussion and review vision statements) CHAIR SALTONSTALL asked how do we incorporate everything that we said at that last meeting that was an invalid meeting. Discussion B) Potential Changes to KIBC 2.120: Increasing the number of voting members (Need to establish bylaws, draft attached) Discussion COMMITTEE MEMBER MILLSTEIN MOVED to postpone indefinitely all changes to the bylaws. D) Potential funding for Saltery Cove trail (Draft memo for review) COMMITTEE MEMBER MILLSTEIN MOVED to approve this memorandum dated August 29, 2018 from the Parks and Recreation Committee to the borough assembly. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY NEW BUSINESS A) Memo to new Engineering Facilities Director Philip Kovacs (draft for review) Mckenna-Foster introduced Phill Kovacs, Director of Engineering & Facilities. We had talked several months ago about working with Engineering & Facilities more due to a lot of work in maintaining and improving recreational infrastructure (inaudible) to show up as (inaudible) even though it is. Hopefully, in the future we can get together about once a year to talk about what E&F's priorities may be and what this committee's priorities may be. Corey Gronn stated he looks forward to working with Kovacs. He's aware that E&F has facilities that you maintain for recreational purposes and those things are being maintained, repaired, and funded but we are over here doing CIP list that maybe not jive. One of the reasons we talked about it is how can we get E&F to kind of mold together with this committee and maybe help answer the circle of funding for these CIP projects and how to help us through those. Gronn welcomed Phil Kovacs aboard. Phil Kovacs stated when he gets a better handle on the budgeting process he will look at the committee's needs to try to see what can be accommodated as best as possible. B) Letter of Support for State Park Trails on Woody Island Mckenna-Foster stated the State Parks is interested in putting a cabin on Woody Island. The State owns the northern part of the island and the borough owns the adjacent property to it. They wanted to talk to us about possibly putting in a trail loop over borough and State property. The Resource Management Department is all about it, it seems like something that this committee would be interested in so this letter is supporting the State in developing recreation out there. The borough doesn't have to do anything except say yes, you can put in a trail on our property. This is State funded, it's their project. Discussion COMMITTEE MEMBER PAULSON MOVED to approve the letter as written to support the Woody Island work. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY C) Sabotage/Tree Cutting on Russian Ridge Trails Mckenna-Foster said someone has been cutting trees. There were a couple of people that wanted to do work on it so the Resource Management Officer allowed them to do it. They're not going to sue the borough, people can clear it out. It seemed that the trees cut were designed to block access. Discussion D) Development Plans Discussion Kodiak Island Borough Page 2 of 3 Parks and Recreation Committee Minutes August 28, 2019 Regular Meeting COMMUNICATIONS A) P&Z Agenda for September 19, 2018 RM COMMITTEE MEMBER MILLSTEIN said his parking variance for the rooftop concept proved to be too expensive. They gave me an encroachment permit but now they have to do a new parking variance even though it's a similar size project because it's technically on a different lot even though the parking is still on the same. Discussion COMMITTEE MEMBER JOHNSON MOVED to accept communications. COMMITTEE MEMBER PAULSON MOVED that we make a change to the next meeting for September 25th to change to September 181" VOICE VOTE ON MOTION CARRIED UNANIMOUSLY COMMITTEE MEMBER MILLSTEIN MOVED to accept reports.
