ORIGINATOR: Meagan Christiansen RECOMMENDATION: The motion is on the floor which is to "Move to authorize the manager to execute Contract No. FY2019-02 with Discover Kodiak for Destination Marketing and Tourism Development Services in the amount of $75,000." DISCUSSION: This is the annual contract with Discover Kodiak for destination marketing and tourism development services. This was postponed from the July 5th regular meeting of the Assembly. The Assembly requested that language in the contract be changed to reflect current efforts and requested that data reporting be added. ALTERNATIVES: FISCAL IMPACT: The contract amount of $75,000 was approved in the FY19 Tourism Development Fund budget OTHER INFORMATION: The Director of Discover Kodiak and KIB staff have reviewed the contract and agreed upon changes to accurately reflect the name and description of activities of the program. DESTINATION MARKETING & TOURISM DEVELOPMENT PROGRAM AGREEMENT THIS AGREEMENT is entered into by and between the Kodiak Island Borough (Borough) and Discover Kodiak (contractor) for the purpose of setting forth the terms and conditions pursuant to which the contractor shall be contracted to provide destination marketing and tourism development activities for the Kodiak Island Borough. Section 1. INTENT OF AGREEMENT. The contractor is hereby contracted to provide destination marketing and tourism development in the Kodiak Island Borough. Section 2. SCOPE OF WORK. The contractor will work with the Discover Kodiak Board of Directorsto accomplish the following tasks: a.Produce collateral marketing materials, including the DiscoverKodiak VisitorGuide b.Maintain and staff the Kodiak Visitor Center c.Work with the Alaska Travel Industry Association to ensure Kodiak is represented in their ongoing national and international marketing programs d.Continue work with the communities in the Kodiak Island Borough to determine the role tourism does and can play in the community economies e.Work with the Kodiak Chamber of Commerce to transform the visitor industry into a significant component of the Kodiak region’s economy f.Continue development of the kodiak.org website to improve its usability and visibility to visitors, potential businesses,and residents g.Work with Kodiak College, the Kodiak Island Borough School District, Kodiak Area Native organizations, and other organizations to encourage entrepreneurship and assist small business development in the visitor industry h.Maintaina travel press kit to be available on the kodiak.org website i.Continue work with the airline industry and the Alaska Marine Highway System to maintain and improve access to the Kodiak region Page 5 of 384 Discover Kodiak Contract (Postponed from July 5 meeting) AGENDA ITEM #2.b. KODIAK ISLAND BOROUGH STAFF REPORT AUGUST 30, 2018 ASSEMBLY WORK SESSION SUBJECT: Sunday Operation of the Kodiak Island Borough Landfill. ORIGINATOR: Phil Kovacs RECOMMENDATION: That the Kodiak Island Borough Assembly authorize staff to proceed with increasing staff at the Kodiak Island Borough Landfill by two personnel to allow for a seven day a week operation each year for a limited duration to be determined. DISCUSSION: At the request of the Kodiak Island Borough (KIB) Assembly (Assembly), staff looked into the logistics of Sunday operation of the KIB landfill (Landfill) as a measure of providing more convenience to Borough residents. There are three options for operating the Landfill on Sundays: 1) Shift the day that the Landfill is normally closed from Sunday to a designated weekday. 2) Hire additional personnel to allow for the operation of the Landfill seven days a week for a limited duration of the year to be determined (for example from June 1 through August 31). 3) Hire additional personnel to allow for the operation of the Landfill seven days a week. It is likely that the implementation of any one of the above options would not require an amendment to the Service Contract for Residential and Commercial Refuse Collection and are defined as weekdays and Saturdays, a discussion with the waste collections contractor (Contractor) has indicated that the Contractor employees would not be asked to work Sundays if either the Landfill was closed on a weekday or in operation seven days a week. Considering Option 1, if the Landfill was closed on a weekday, the Contractor would likely condense 6 days of solid waste collection into 5 days. In order to accomplish this and still complete the daily collections route before the cut-off time of 3:00 pm at the Landfill, the Contractor will need to increase the fleet of collection vehicles as well as personnel. This would result in an increase in cost for the waste collection operations that would ultimately be passed onto the City of Kodiak and K monthly solid waste collection rate. For Options 2 and 3, extending the operation of the Landfill to seven days a week will require increasing the Landfill staff by at least two more personnel and the promotion of an employee from Baler I to Baler II job designation. The financial impact to the annual Landfill salary budget resulting from the staff increase was estimated by assuming a base salary for each additional employee that was median between the lowest and highest salaries of the non- supervisory personnel. The median base salary was increased to account for Federal Insurance Contributions Act (FICA) tax (i.e. social security and Medicare), group insurance compensation contribution. The lowest base salary of the current employees at the Landfill was also increased in a similar fashion to account for taxes, insurance, and benefits so that a Kodiak Island Borough Page 16 of 384 Discuss Potential Landfill Operation on Sundays AGENDA ITEM #2.c. KODIAK ISLAND BOROUGH STAFF REPORT AUGUST 30, 2018 ASSEMBLY WORK SESSION range could be developed illustrating the potential financial impact to the Landfill operating budget. Regarding Option 2, finding qualified personnel that have the necessary skillset to perform the duties required for the Landfill operation will be challenging. Employees that currently work at the Landfill have received the necessary training while on the job over a period of several months. For a Landfill employee to achieve the necessary skillset to perform the duties in the baler building and operation of heavy equipment may not be feasible if the employee is hired for a short-term duration. As such, Option 2 may not be a logistically feasible option. For a seven day a week operation for three months (Option 2), the estimated increase to the Landfill operating budget would be in the range of $39,178 to $52,989. For a permanent implementation of a seven day a week operation at the Landfill (Option 3), the estimated increase to the operating budget would be in the range of $151,096 to $206,343. These estimates include the step increase from the promotion of the current employee from Baler I to Baler II job designation. The Sunday operation of the Landfill would comply with the definition of a standard workweek as set out in the Agreement Between Kodiak Island Borough and International Brotherhood of Electrical Workers Local Union 1547. Additional compensation for requiring a Landfill employee to work Sundays is not anticipated. It should be noted that the cost for the additional personnel can be partially offset by the savings resulting from not filling the Environmental Specialist position in the Engineering and Facilities (E/F) Department that has been vacant for several years. ALTERNATIVES: a) That the Kodiak Island Borough Assembly authorize staff to proceed with increasing staff at the Kodiak Island Borough Landfill by two personnel to allow for a seven day a week operation; OR b) That the Kodiak Island Borough Assembly authorize staff to proceed with shifting the closure of the Kodiak Island Borough Landfill from Sunday to a designated weekday; OR c) That the Kodiak Island Borough Assembly provide staff with an alternative direction that will allow for the operation of the Kodiak Island Borough Landfill on Sunday. FISCAL IMPACT: The recommended option is estimated to increase the annual operating budget for the Kodiak Island Borough Landfill by $39,178 to $52,989. Alternative option (a) is estimated to increase the annual operating budget for the Kodiak Island Borough Landfill by $149,225 to $204,472. Alternative option (b) is estimated to increase the monthly solid waste collection rates for the City of Kodiak and Kodiak Island Borough residents. The financial impact to the monthly solid waste collection rates cannot be ascertained at this time. Borough Assembly members along with State Senator and Representative secured funding. $3.3 million was appropriated in a state General Fund allocation through GARVEE bonds. Money resides with DOT. PROBLEM STATEMENT: Identified by the PTA and the Borough Assembly as a hazardous route of travel for school children presently walking along Otmeloi Way to attend North Star Elementary School. Walking traffic competes with vehicular traffic for space on this road way. The travel area is dark during winter months or during inclement weather. ISSUES Area is ripe for residential development. Need for separated and safe walking path to school. Need for street lighting. Money is with DOT and requires meeting DOT procurement requirements to bid the project. DOT procurement requirements difficult for local Borough staff to meet. Borough staff busy with existing projects ($80 million school and $32 million landfill expansion). OPTIONS Borough feels that the issues along Otmeloi Way are important to address. Should money be “swept” and re-appropriated, it should be allocated to Kodiak projects There are other life-safety projects found on the adopted Borough CIP. These include: a.Borough landfill lateral expansion and water treatment plant; b.Ouzinkie water distribution lines; c.Monashka Bay Water and Sewer Feasibility, Planning and Design; and d.Akhiok Sewer Upgrades. The road is roughly horseshoe shaped, connects with Rezanoff Drive Gjsf Monashka Bay Road on both ends, and is a well-used access to the school Tubujpo students famil, those participating in community activities hosted at the school . The State and Borough were both interested in transferring ownership of the roadway from the state to the borough, however the Borough requested that the roadway be brought up to Borough road standards prior to ownership transfer. In SFY06 an appropriation of $3.3 million was awarded to DOT&PF for the Otmeloi Way Rehabilitation Project. The scope of this project was to reconstruct approximately one mile of Otmeloi Way including grading, drainage, paving separated pathway. The Borough was concerned that the appropriation would not be enough to cover the cost of the project and requested a reconnaissance study be performed to refine the details of need and cost related to the scope of the project. The study was completed March, 2012; it indicated that the costs to perform the project in whole would be significantly greater than the $3.3m appropriated. The project has been at a standstill since the study was completed. Should the monies be in danger of re-appropriation, it is the Borough request that funding go to other Kodiak based projects listed in the Kodiak communities CIP resolution. However, if Otmeloi Way improvements are constructed by the State of Alaska and the Kodiak Island Borough takes ownership of the roadway, then Service Area No. 1 will be providing road maintenance and the owners of the properties fronting Otmeloi Way will contribute to Service Area No. 1 road maintenance programs via a real property tax assessed by the service area. Summary Information: Otmeloi Way is a State of Alaska owned roadway located in the Monashka area near North Star Elementary School. In 1994 KIB requested that the State improve Otmeloi Way in conjunction with the Otmeloi Way water/sewer extension project. In response, the State proposed to participate if the Borough were willing to accept full ownership of the section of roadway after the improvements are made. Adoption of Resolution 97-05 declared willingness to accept maintenance and operation responsibility for Otmeloi Way when it is improved to KIB road standard. In FY06 the State granted $3.3 million to KIB for the Otmeloi Way Rehabilitation Project which was intended to provide for improvements to the road to bring it up to Borough standard. With this grant, the State DOT has been performing work for the project including a reconnaissance study, environmental review, and design. It has been determined that $3.3m is not enough to cover the cost of preconstruction and construction activities for improving the road which includes realigning, grading, drainage improvements, paving lanes, installing a sidewalk and lighting. The project (which has been on the State Transportation Improvement project. Currently, the environmental review is complete and design is approximately 75% complete. for this project. Most of Otmeloi Way lies within Service Area No. 1 so that section of roadway would fall within their maintenance responsibilities under Borough ownership. There are five properties on Otmeloi Way that are outside the service area boundary. This boundary change is being proposed to include these properties in the service area so that if the improvements are constructed then all properties owners will pay the road service area tax to maintain roads within the service area, including Otmeloi Way. An ordinance placing a proposition on the ballot must be adopted not later than 53 calendar days before the election, which is August 12, 2016. The State will not proceed with construction of the project without Borough assurance of a transfer of ownership and maintenance responsibilities. KIB does not have road service powers, so if KIB were to take ownership of the roadway without the boundary change, there is no means of maintaining or paying for maintenance of the section of roadway that falls outside the current boundary; therefore, staff is recommending that approval of the boundary change is needed prior to commitment of ownership transfer so that all property owners along the roadway participate in the maintenance cost. Also included in this proposed boundary change is Tract B Mill Point Alaska Subdivision which is Borough owned land that may be considered for development. This land is contiguous to properties that front Otmeloi Way and it is possible that Otmeloi Way could be utilized for access when developed. Rather than undergoing the boundary change process again if this land is slated for development, staff is proposing to include it in the current proposition. Dear Kodiak Island Borough Assembly Members; I would like to thank you for your time and attention regarding my comments and concerns regarding the Otmeloi Way road project. I am a resident on Otmeloi Way and have been advocating several points regarding the planning design of this project by the State of Alaska, Department of Transportation in Juneau AK. First of all, let me stress my most important point is that I want to see Otmeloi Way paved. I personally desire a dust free environment for my own personal health as well as the safety of the residents who drive on this street, the pedestrians who use Otmeloi Way, and the children who need a safe way to walk to and from North Star Elementary School. These points are very much desired by many of the residents in this neighborhood. My points of contention come from various factors surrounding the scope of design intended and drafted for this road project. The scope of design projected and assigned to the SOA project manager and engineers for this project are grossly excessive, inflexible and unnecessary, given the usage of this road in relation not only to KIB District 1; but the residents themselves who reside directly on and adjacent to this road project. I personally was not satisfied with the response I received following the presentation from the SOA/DOT design staff from Juneau in April 2016, as well as the defined impact this would have on other property owners, so I asked for assistance from Representative Stutes; to which she arranged a meeting via teleconference with the DOT design project manager in Juneau and several property owners on Otmeloi Way from her office in Kodiak, AK on August 2, 2016. KIB Assembly Members Skinner & Symmons attended along with (2) representatives the Kodiak DOT staff and (5) of the property owners and/or representatives adjacent to our property. The report given to Rep. Stutes from the project manager, Chris Goins, in Juneau only referenced me personally, so I will share with the assembly members my direct points of contention. 1. The state road itself is currently encroaching significantly on our private property. Our surveyor, Robert Tarrant (retired), notified us of this encroachment upon completing the as-built required to close on our new construction house in 2006. As the years have gone on, the road has further encroached onto our property given the extensive potholes and degrading condition of the roadway directly in front of our property and the evasive footpath of travel drivers made to avoid those areas. Throughout the years, we have brought this to the attention of our Kodiak DOT team, they are well aware of it and we were always assured, when the road was paved, it would be fixed. I was then, and am still okay with that solution and now is the planning stage for these remedies. To add aggravation to a sore subject, the SOA/DOT implemented a drainage plan and ditched alongside Otmeloi Way, which further encroached into our property (which we used to use). Our local DOT staff was courteous enough to add a second culvert to allow us access to a portion of our property we once used and what little we had left following the ditching project, in order to access our boat storage and parking on the lower level of our property. I understand this is not the norm, and I would like to reiterate that I greatly appreciate and recognize the efforts of our local DOT Kodiak maintenance team. My opposition to this scope of design rests significantly on the idea that the roadway will not be completely removed from our property and that we will not effectively have a say in that. I am not comfortable with anyone, any entity, or engineer re-drawing where the center line of the road sits in relation to private property. The road is plotted legally in black and white in this area and that is where it should be. In layman terms, the design teams proposed nice aerial photographed pencil drawing of where the new pavement ends but where the new supporting ditch will end in regards to the additional elevated 4 feet of fill that will encroach upon my property is a lose-lose situation for us as well as my neighbors across from us (with the attempted selling point that I will gain property back). We will lose not only addition usable property to excessive fill as foundation to the scope of this design, but I will lose the legal point to where my property line begins. Redrawing the center line of the roadway is a slippery agreement to make without adequate knowledge of land developments and the adverse effects upon us, and I would rather recapture what is legally mine. I have paid property taxes for my complete property and have not been compensated for those losses at all despite the fact that my property tax increases. 3. The scope of this design assigned to the SOA/DOT design team requires specifications far overreaching what is necessary to accomplish what is desired by some the residents of Otmeloi Way and surrounding streets accessed through Otmeloi. Currently, this design cannot allow for sidewalks less than 10 feet wide. Is that really necessary? Sidewalks. Yes. Minimum 10 foot sidewalks (which I might add where graciously reduced from 11 foot sidewalks) need for something that elaborate. The adverse affect on property owners would be significant, and could jeopardize the passing of the adoption of this roadway into KIB Service District 1. There are many other ways to implement adequate sidewalks for all pedestrians to traverse safely without making them a minimum of 10 feet wide from the beginning of Otmeloi (the Bayside Fire Department) to the end (Monashka Bay Rd). With this design, there is no flexibility with those regulations. 4. My other understanding is this particular scope of design involves the overall elevation of the roadway from beginning to end. As this design requires; the entire roadway must fall within a certain percentage of uniform elevation from beginning to end. To accomplish this feat, requires the DOT design team to reduce portions of the road in certain areas (essentially making the roadway lower than it currently sits) and filling in other portions of the roadway to build it up. Obviously, building it up requires more expensive fill and will adversely impact the property owners who fall inside those areas. What goes up goes out as well and I can guarantee you I will not be the only one unhappy with this development. On the other side of the spectrum, what goes down, makes a steeper grade in the property meeting the new roadway (driveways)and has the potential of detrimental impact to homes and structures with the blasting that may be required to reduce the grade. There are very specific driveways that will have significant impacts of functionality if this particular scope of design is adhered to. Again I ask the obvious question; are there other ways to develop this paved process without locking the entire roadway into such a stringent set of requirements that cannot be adjusted? Another point of contention with this project has to do with the safety of the Peninsula intersection meeting Otmeloi Way. Straightening the road, and placing it where it is actually plotted to be, would eliminate the dangerous intersection that presents itself currently because the road would actually be straight. With the currently proposed design, the only way to accomplish creating a safe intersection involves raising the road from its current elevation up an additional four feet, keeping a portion of the new road curved on (my) private property, encroaching supporting fill outward into even more of my private property as well as the neighbor directly across from me. The best case scenario involves the ratio 1:2 for every foot you go up, you need to go out (2) feet in supporting fill. In other cases, it was explained as a possible ratio of 1:4 for every foot you raise the road up, you must go out an additional (4) feet to support that increase. This was not explained to all the property owners who will be affected of before this project begins especially those residents with slopping topography to begin with. 6. Lastly, there are the mentioned street lights. I respectfully ask if maybe the cart is coming before the horse with this particular project. No one has voted to have street lights put in, which when you are in a KIB service district, is something that has been done in the past. I personally appreciate the fact that my entire neighborhood opposed to paying for that service. My comment regarding this particular subject is to let the voters decide if this paving project is something that works for them considering the significant issues noted above with this particular scope of design, as it is not flexible to meet the needs of the neighborhood without imposing additional unnecessary requirements and negatively impacting many residents on this state road. Future street lights can be designed into a more reasonable plan that passes with the voters in KIB District 1 if (or when) that time comes. However, if Otmeloi Way improvements are constructed by the State of Alaska and the Kodiak Island Borough takes ownership of the roadway, then Service Area No. 1 will be providing road maintenance and the owners of the properties fronting Otmeloi Way will contribute to Service Area No. 1 road maintenance programs via a real property tax assessed by the service area. Summary Information: Otmeloi Way is a State of Alaska owned roadway located in the Monashka area near North Star Elementary School. In 1994 KIB requested that the State improve Otmeloi Way in conjunction with the Otmeloi Way water/sewer extension project. In response, the State proposed to participate if the Borough were willing to accept full ownership of the section of roadway after the improvements are made. Adoption of Resolution 97-05 declared willingness to accept maintenance and operation responsibility for Otmeloi Way when it is improved to KIB road standard. In FY06 the State granted $3.3 million to KIB for the Otmeloi Way Rehabilitation Project which was intended to provide for improvements to the road to bring it up to Borough standard. With this grant, the State DOT has been performing work for the project including a reconnaissance study, environmental review, and design. It has been determined that $3.3m is not enough to cover the cost of preconstruction and construction activities for improving the road which includes realigning, grading, drainage improvements, paving lanes, installing a sidewalk and lighting. The project (which has been on the State Transportation Improvement project. Currently, the environmental review is complete and design is approximately 75% complete. for this project. Most of Otmeloi Way lies within Service Area No. 1 so that section of roadway would fall within their maintenance responsibilities under Borough ownership. There are five properties on Otmeloi Way that are outside the service area boundary. This boundary change is being proposed to include these properties in the service area so that if the improvements are constructed then all properties owners will pay the road service area tax to maintain roads within the service area, including Otmeloi Way. KIB does not have road service powers, so if KIB were to take ownership of the roadway without the boundary change, there is no means of maintaining or paying for maintenance of the section of roadway that falls outside the current boundary; therefore, staff is recommending that approval of the boundary change is needed prior to commitment of ownership transfer so that all property owners along the roadway participate in the maintenance cost. Also included in this proposed boundary change is Tract B Mill Point Alaska Subdivision which is Borough owned land that may be considered for development. This land is contiguous to properties that front Otmeloi Way and it is possible that Otmeloi Way could be utilized for access when developed. Rather than undergoing the boundary change process again if this land is slated for development, staff is proposing to include it in the current proposition. Currently there is $3.3 million appropriated for the project. It was money that was appropriated by a previous state legislature. We were fortunate to not have the money swept up by the legislature as they did for so many other projects around the state. As you might know, the project appropriation is not enough to complete the project. Because of the need for additional money, the state DOT will include the project on the State’s STIP (State Transportation Improvement Plan) list (see attached). STIP projects are also funded through Federal transportation appropriations. During my discussion with DOT it became clear that an obligation by the Borough to take over ownership of the road right of way and future maintenance is not required until federal money is requested. Because there is $3.3 million in place for the project, that agreement is not needed for about a year. That gives us a year to know more about the design of this project, the overall project costs as well as educate the public (service area residents) about the responsibilities of maintaining the road and how this will affect their service area mill rate.. With that in mind I will be recommending the ordinance to place on the fall ballot those additional lots to be included into the service area be postponed until next year’s ballot. In the meantime, the state of Alaska will utilize the existing appropriation to perform the required design and environmental evaluation for the project. Executive Summary Otmeloi Way is a state-owned and maintained facility in the Kodiak Island Borough, serving local residents and providing access to North Star Elementary School. Otmeloi Way provides access to the surrounding neighborhood through connecting side streets. Daily traffic on Otmeloi Way is projected to increase from 490 in 2010 to 700 in 2035. The Department of Transportation & Public Facilities received a general fund appropriation to rehabilitate Otmeloi Way. A Borough project description includes realignment, grading, drainage, lighting, paving, and a separated pathway. The Borough has indicated they will take of ownership of the road from the state when a rehabilitated project is completed. (Refer to 3/16/06 Borough letter, Appendix A.) Otmeloi Way is a two lane road, unpaved except at its east end. The existing road width is about 26 feet, somewhat wider near its ends. Grades approach 14% in some areas; there are sharp curves. Segment crash rate analysis indicates a substantive safety performance problem. Within those segments there are discrete or overlapping geometric elements that do not meet current minimum design standards for the existing posted speed limit of 25 MPH. with a range of scope have been developed and compared in this study. Alternative 1. Pave the road with no additional improvements in alignment or profile. The design speed would remain below the posted speed limit of 25 MPH. Alternative 2. Improve the alignment, profile, and typical section. Curves would be flattened and grades decreased to improve sight distance and increase the design speed to 30 MPH. Alternative 3. Also designed for 30 MPH; additionally, a separated shared use path would be constructed parallel to Otmeloi Way on its south side. A Kodiak Island Borough Project Description includes realignment, grading, drainage, lighting, paving, and a separated pathway. (Refer to 11/2/05 Todd VanHove email, Appendix A.) The Department proposed to transfer ownership of the road, along with the $3.3 million, to the Kodiak Island Borough for the design and construction of the project. The would be needed. An amendment was signed by both parties in 2009. Context Otmeloi Way is a two lane road, unpaved except at its east end; the current Central Region Highway Log Report indicates it is paved. The existing road width is about 26 feet, somewhat wider near its ends. Otmeloi Way provides access to four named and improved side streets; two of these, Mallard Way and Lakeview Drive, provide alternative through connections to Rezanof Drive and East Monashka Bay Road. Peninsula Road provides access for 29 separate parcels including three on Lakeview Drive. Otmeloi Way also accesses an un-named side street near its east end and two platted but un-built side streets. According to the Kodiak Island Borough, tFuture Special Planning Area of Otmeloi Way would be accessed from Otmeloi Way via the undeveloped Heitman Way and Kraft Way (refer to Figure 2.) These streets (unbuilt at the time of this writing) are platted in terrain with existing grades of 30%. One unsigned curve near the Peninsula Road intersection has a radius of 100 feet and does not meet the criteria for the existing posted speed of 25 MPH. Grades approach 14% in some areas. Between 2000 and 2005, the Borough population dropped by 2% to 13,638 and the City of Kodiak population dropped 3.9% to 6,088. ROW has not been surveyed. Additional right-of-way would be required to improve the curves and grades on Otmeloi Way. Right of way would be required to construct a separated path. The Peninsula Road ROW is not contiguous with the Otmeloi Road ROW, beginning about 300 feet south of the Otmeloi ROW. Peninsula Road crosses four private parcels to reach Otmeloi Way. Right of way would be required to improve the Peninsula Road intersection. Utilities Borough water and sewer lines are located under Otmeloi Way and side streets. Kodiak Electric Association power poles are in place along the south side of Otmeloi Way. Telephone and cable are also on the poles according to the electric utility. Potential Development Areas Within the Community Approximately 300 to 500 feet north of Otmeloi Way is a Borough-owned 35 acre parcel designated as a ., would provide access to this parcel from Otmeloi Way, according to the Borough. Regardless of any changes to Otmeloi Way, development of Heitman Way may be challenging due to existing terrain. Hazardous Waste Sites A search of the Department of Environmental Conservation Contaminated Sites Program database found Oberg Rental, 0.4 miles from Otmeloi Way on Lakeview Drive. A petroleum-contaminated well was reported in 1990. Cleanup was completed and the site was closed in 1994. (Source: http://dec.alaska.gov/spar/csp/search) No other sites close to Otmeloi Way were found in the DEC database. In 1994, the City of Kodiak commissioned a study to analyze the risks associated with hazardous materials storage and transportation in Kodiak. The report, Analysis of Hazards (Arthur D. Little, June 10, 1994), contains information on specific facilities in and around Kodiak. (Source: http://www.city.kodiak.ak.us/emergencyprep) The report was not available at this writing. Cultural & Historic Sites Fort Abercrombie State Historical Park is about one half mile to the north, on Miller Point. The park includes the historic ruins of a World War II coastal defense installation, as well as recreational facilities. Monashka Bay Park is located at the intersection of Otmeloi Way and Monashka Bay Road. North Star Elementary School is on Mallard Way, near the intersection with Otmeloi Way. None of these resources would be affected by the Otmeloi Way rehabilitation project. Snow & Icing problems According to National Oceanic and Atmospheric Administration (NOAA) records, Kodiak records an annual average of 77.5 inches of snowfall per year, with measurable snow falling every month from October through May. Kodiak records sub-freezing temperatures on the average at least once a month from September through May. From December through March, Kodiak records sub-freezing temperatures at least 20 times each month. The normal daily mean temperature is above freezing from March through November, and the frequent freeze-thaw may contribute to slick roads and deteriorating pavement. Availability of Construction Materials The Kodiak Island Borough Comprehensive Plan states that granitic rocks in the high peaks and ridges are significantly harder than the sedimentary rocks that make up most of the island, and are more suitable for aggregate and construction material. The Borough Comprehensive Plan has identified two gravel sources close to the City of Kodiak: Vista View to the north, and Green Mountain to the southwest. The 1987 USGS Kodiak (D-2) SE quad sheet shows two gravel pits in the project area; one is now the location of the school, and the other is a commercially-zoned lot at the intersection of Otmeloi and Rezanof. /³¬¤«®¨ 7 ¸ 2¤¢®­­ ¨²² ­¢¤ %­¦¨­¤¤±¨­¦ 2¤¯®±³Ǿ 0±®©¤¢³ .®ȁ ΔΘΑΐΕ - ±¢§ ΑΏǾ ΑΏΐΑ 0 ¦¤ Ε Page 120 of 366Page 118 of 235 Page 138 of 384 Historical InformationOtmeloi Way UpdateHistorical Information AGENDA ITEM #2.d.AGENDA ITEM # 1.AGENDA ITEM # •. Geology, Soils, Vegetation, Erosion, Drainage, Wetlands, & Natural Hazards According to the Kodiak Island Borough Comprehensive Plan, the Kodiak Islands are underlain by marine sedimentary and meta-sedimentary rocks and i ntrusive granite and diorite. Receding glaciers left bedrock covered by a thin discontinuous blanket of clay rich till and small moraines. The till has very low permeability and is generally poorly drained. On steep valley sides, the till is unstable when saturated. Volcanic ashes constitute the principal component of the local soils and directly overlie impermeable bedrock. These ash-rich soils are moderately permeable and in most places where they overlay impermeable rock or till they form perched aquifers which are commonly poorly drained. High rainfall and leaching of minerals has created a soil acidic in nature. Moderate to large amounts of rainfall support a heavy annual growth of vegetation in soils that are typically rocky, organic, or volcanic. These soils support coastal spruce on lower slopes, and tall brush, grass, and moist tundra at higher elevations. Erosion potential is high primarily due to slope and soils. Small ponds and lakes, common through the glacially carved topography, are found on both sides of Otmeloi Way. The Kodiak Island Borough Comprehensive Plan states that earthquakes are the greatest natural hazard risk in the Borough. The highest risk for earthquake damage is in the City of Kodiak and surrounding people, buildings, and infrastructure are located. Steep slopes in the Borough have significant slope failure potential, particularly where they are underlain by highly fractured rock, or covered by unconsolidated glacial sediments. Slope failures are particularly common where steep slopes have been undercut by excavations for roads or other material removal. Landslides and erosion frequently clog culverts and wash out roads after heavy rain storms. Tsunamis resulting from earthquakes are also a hazard, particularly in low-lying areas. Issues identified, Problems to be solved Geometry AASHTO Exhibit 3-41, Minimum Radii (Low-Speed Urban Streets,) lists a minimum radius for 25 MPH of 135 to 165 feet, depending on superelevation. The horizontal curve near the Peninsula Road intersection has a radius of approximately 100 feet, and at the existing posted speed limit of 25 MPH, does not meet the criteria for Low-Speed Urban Streets. There are two additional horizontal curves with radii of 175 and 200 feet, meeting the criteria for 25 MPH, but not for 30 MPH, and one additional horizontal curve that meets the criteria for 30 MPH only with a .04, or greater, superelevation. The acute angle Peninsula Road intersection with Otmeloi Way is located in below-standard horizontal and vertical curves. Due to terrain between Peninsula Road and Mallard Way, several existing driveways also approach Otmeloi Way at an acute angle. Heitman Way and Kraft Way, unbuilt Borough-planned side streets platted in steep terrain, have geometric implications as well; revisions to the alignment or grades on Otmeloi Way to accommodate driveways on the south side will increase grades for Heitman Way and Kraft Way, making future development of these streets difficult. /³¬¤«®¨ 7 ¸ 2¤¢®­­ ¨²² ­¢¤ %­¦¨­¤¤±¨­¦ 2¤¯®±³Ǿ 0±®©¤¢³ .®ȁ ΔΘΑΐΕ - ±¢§ ΑΏǾ ΑΏΐΑ 0 ¦¤ Ζ Page 121 of 366Page 119 of 235 Page 139 of 384 Historical InformationOtmeloi Way UpdateHistorical Information AGENDA ITEM #2.d.AGENDA ITEM # 1.AGENDA ITEM # •. Segments of Otmeloi Way are at grades ranging up to 14%. Per AASHTO Exhibit 5-4 Maximum Grades for Local Rural Roads, and the Alaska Preconstruction Manual, 10% is permissible in rolling terrain. Preliminary sight distance evaluation indicates that stopping sight distance at the station 10+55 crest vertical curve does not meet minimum standards for 25 MPH. Minimum K value should be 12.0, current K value is 8.9. At the station 13+18 sag vertical curve, headlight sight distance does not meet minimum standards for 25 MPH. Minimum K value should be 26, current K value is 12.3. A 30 MPH design speed would result in additional sight distance problems. Crash data Crash data show seven crashes on Otmeloi Way between 1994 and 2008. Five involved single cars; two involved two cars. No injuries resulted from three crashes. There were a total of five injuries in the remaining four crashes; none were major. Two crashes happened at or near the intersection with Lakeview Drive; otherwise there is no pattern by location. Three vehicles were in a ditch, one in an embankment. Alcohol and unsafe speed were reported to be factors in two crashes; unsafe speed in another. Snow was reported on the road surface in two crashes; a dry road surface was reported in four crashes. Four crashes occurred in daylight, one after dark on a lighted road. The weather was reported clear in four crashes, cloudy in two crashes, and rainy in one. Four crashes were reported on curve and grade or hill; three were reported on straight road and grade or hill. Four crashes occurred while traveling straight ahead, two while turning left, one while passing. For a rural local road, this rate is 1.372 crashes per million vehicle miles (10 year average, 1999-2008). The crash rate for the segment from Monashka Bay Road to Rezanof Drive is above average and above the FHWA established upper control limit (UCL.) Accident rates above the UCL indicate crashes are an issue for these segments and not due solely to chance. Segment crash rates indicate a substantive safety performance problem. Within those segments, there are discrete or overlapping geometric elements: curves and/or roadway widths that are not adequate for the design speeds. (Refer to Appendix E for Crash Rate Analysis.) Safe Routes to Schools North Star Elementary School is located at the intersection of Otmeloi Way and Mallard Way. Bicycles & Pedestrians There is an existing shared use pathway along the west side of Rezanof Drive. It extends past Otmeloi Way to Abercrombie Drive. Public Involvement There has been no public involvement to date on this project. There has been agency interest in construction of a bicycle path along Otmeloi Way. The Alaska Division of Parks and Outdoor Recreation facilitated a bicycle path discussion in 2005 involving the Kodiak Island Borough, the Kodiak Island Borough School District, the City of Kodiak Parks and Recreation Department, the Alaska Department of Transportation & Public Facilities, and the National Park Service. Draft Purpose and Need The purpose of this project: Improve the mobility of people on Otmeloi Way and adjacent roads. Improve safety for motorized and non-motorized traffic. Accommodate projected traffic growth The need for this project: Otmeloi Way is currently narrow and unpaved, with 14% grades and 20 mph curves. Crash rates indicate a substantive safety performance problem. North Star School attracts motorized and non-motorized traffic to the area in addition to local residents. The pedestrian traffic is largely elementary school students. Not all horizontal or vertical curves meet sight distance criteria for the posted speed limit. Daily traffic is expected to increase from 490 in 2010 to 700 in 2035. Alternatives The following assumptions have been made in developing three preliminary alignments: Design Speed of 30 MPH is assumed for Alternatives 2 and 3. Because Alternative 1 is unchanged from the existing alignment, the design speed is limited by the existing horizontal and vertical curves. The 30 MPH design speed was selected as a conservative approach. While reduction in design speed could yield reduced costs, access and constructability issues would persist. Terrain is assumed to be rolling. Drainage will be by culverts and open ditches. There will be no storm drains. Slopes are assumed to be 1:1 for cuts and 2:1 for fill in all cases, due to the presence of rock. Lighting is assumed to be an option in all alternatives due to the presence of existing power poles along the road. Pathway is assumed only in Alternative Alignment 3. This information is related to the issue of pavement thickness on the Otmeloi Way project. asphalt section, which is not a standard engineering practice in and of itself. The vast majority of pavement failures are nearly always correlated to the integrity and quality of the base and sub-base materials, both placed and naturally occurring. These materials support the asphalt, which is a flexible structure. Any thickness of asphalt placed on poorly compacted materials, poorly drained road prisms, poor quality materials bases, and so on, will fail prematurely. Pavement thickness will not make the pavement section stronger. Asphalt is designed to be flexible, not rigid. Evaluation of the sub-surface materials was an important component during the design phase of the Otmeloi project. Geotechnical investigations characterized the subsurface materials and their condition by drilling adjacent and into the roadway prism. Engineering properties for these materials were determined and used to make recommendations for the sub-base, base course, and asphalt structural section, in addition to any other structures (i.e. retaining walls) that may have been required for this project. It should be noted that pavement failures can occur if the improper asphalt mix design is developed, or if the asphalt producer makes and places a product that is out of specification. The asphalt mix design would be developed by our AK DOT&PF Southcoast Region Materials Laboratory, which is one of the few AASHTO accredited Page 322 of 366 Page 340 of 384 Otmeloi Way Update AGENDA ITEM #2.d.AGENDA ITEM # 3. laboratories in the State of Alaska. In addition, our specifications and acceptance testing are rigorous in this respect, essentially eliminating failure of pavements associated with the development and installation of sub-standard pavement mixes. The pavement structural section has been designed using best engineering practices, and will be installed in accordance to those specifications used in the construction used to build similar infrastructure across the State of Alaska. Given the high standard of engineering design and construction that have and will be used on this project, a thicker asphalt section provides no advantage, and increases the cost of the project Mr. Goins added to Mr. Trousils narrative with the following: I will add drainage of the soils and water in the road base was considered in our design. Otmeloi Rd. has two very distinct areas where upwelling occurs in the road. To avoid premature failure in these locations the design is placing a special drainage base to ensure water can escape from the base of the road without leading to failure at the surface. It is our belief the addition of asphalt pavement beyond the design will provide no additional benefit given the design efforts and analysis taken. There is one minor exception to this I have found and can offer. If the Borough prefers there is an option to place centerline recessed pavement markings. These markings would be placed within grooved pavement making them less likely to be destroyed by snow plows. This recession in the pavement would require the depth of the asphalt section to be 2.5- inches thick. Lastly, to answer the other two questions. Q#1: What is the current line item budget for the project? A: All remaining funding for the project leaves a balance of approximately $2,624,000. A: The additional cost of 2-inches of asphalt would add approximately $335,000 to the cost of construction. Staff responded by thanking DOT&PF for the information provided and clarified that the request identified above as Question #1 was for receipt of the actual line item budget in spreadsheet format. Given that this site does not have exceptional circumstances such as the presence of historic buildings, endangered species, etc. DOT&PF does not feel that design waivers from federal standards are warranted. 2) Can the project focus more on improving the intersections at Mallard Way and Peninsula Drive? DOT&PF was puzzled by this question. The project intends to address some issues at Peninsula Way. However, from a traffic and safety engineering perspective, the issues at this intersection have much more to do with vertical site distance than horizontal site distance. More significant reductions in elevation variation were considered here. But, given the selected design speed of 25 MPH and the potentially significant impacts to property owners, only moderate elevation changes are being made. At Mallard Way, appropriate upgrades will be made to ensure optimal conditions for users of the roadway and the multi-use path. 3) Are there additional traffic calming measures that can be implemented to further enhance safety? In addition to the narrowing of the travel lanes to 11 feet, DOT&PF will be installing crosswalks, school zones signs, school zone lights, and multiple speed limit signs. 4) Can the road be moved into the existing right-of-way? location and placing it within the right-of-way is possible. However, even with the driving surface placed squarely within the existing right-of-way, a portion of the toe slope will still be on the property at 3653 Otmeloi Way. Additionally, existing driveway access for the three properties across the street will need to be movedlikely resulting in the creation of additional right-of-way or access easementsand a large retaining wall will need to be built. Due to the additional right-of-way acquisition and size of the retaining wall, project costs will increase. One benefit to moving the road would be increased site distance (though it should be noted that the currently proposed site distances meet FHWA standards for a 25 MPH design speed). A second benefit would be that the owners of 3653 would have increased use of their property, as the road currently encroaches into their front yard. urrently proposed alternative right-of-way purchasing process. 5) Organic matter beneath the existing roadway should be removed before a new roadway is constructed.
