You are correct, EPA's asbestos regulations do not apply to the demolition of a triplex. You are not required to perform a survey for asbestos, or to submit notification to EPA. After going to the Kodiak Island Borough to obtain a demo permit, they stated that since my building was a tri-plex (three dwelling units), that I needed to have proof of EPA notification. The KIB demo application shows that a "facility" is a four -dwelling unit. As per our conversation, it is my understanding that we do not need to have EPA notification proof. Please let me know if I am interpreting this correctly, and how best to satisfy the Kodiak Island Borough if I am. I am wondering if a simple email trail might satisfy the KIB that I am indeed following proper protocol with the EPA. The following is copy and pasted from page one of the demo application: The definitions of projects that would require this EPA notification procedure are as follows: 1. Facility: Commercial buildings, installations (military bases), institutions (schools, hospitals) and residences with more than four (4) dwelling units. 2. Facility Renovations: Disturbing at least 160 square feet, 260 linear feet or 35 cubic feet of Regulated Asbestos Containing Material (RACM). 3. Demolition: Wrecking or taking out of any load -supporting structural member of a facility together with any related handling operations or intentional burning of any facility.
