Re: Case 90-045. Request for a variance from Section 17.20.030.A.4 (Area
Requirements) of the Borough Code to permit the construction of a thirty
by seventy (30 x 70) foot four-plex on a lot which is 270 square feet short
of the minimum required lot area of 8,000 square feet in a R -3 --
Multifamily Residential Zoning District. Lot 9E, Block 6, Miller Point
Subdivision First Addition; 4063 Rezanof Drive East.
Dear Mr. and Ms. Larsen:
The Kodiak Island Borough Planning and Zoning Commission at their meeting
on August 15, 1990, granted the variance request cited above, subject to the
following condition:
1. A revised parking plan shall be submitted to the Community
Development Department for approval prior to issuance of zoning
compliance.
THIS APPROVAL DOES NOT ALLOW ANY CONSTRUCTION TO BEGIN.
Zoning compliance and/or a building permit must first be obtained. Please
contact this office for further details.
An appeal of this decision may be initiated by any person or party aggrieved by
filing a written notice of appeal with the Borough Clerk within ten (10) days of
the date of the Commission's decision. The notice of appeal must state the
specific grounds for the appeal and the relief sought by the applicant.
Therefore, the Commission's decision will not be final and effective until ten
(10) days following the decision.

Friend Contractors, LLC estimates the labor, equipment and materials to complete the scope of work
outlined below. All work will be conducted in a manner that meets all pertinent and current Kodiak
Island Borough building codes. Work will be performed on the property located at 4063 Briggs Ct.
A recent high -wind weather event caused damage to both slopes of the roof. The age, brittleness, and
previous patching of the roof will not allow an effective repair. Friend Contractors recommends
replacing the entire damaged slope.
Friend Contractors will provide the following:
Demo and disposal:
• Demo3he oW roofing
• Dispose of all waste material
Materials:
• Two rows 3' Ice and water shield around eves and rakes of roof to meet building code
• New roof penetration jacks
• New ridge vent
• Malarkey Legacy Algae blocking 50 year architectural shingles.
o Hand tabbed shingles (with APOC sealant) to prevent wind damage
o Using hot -dipped galvanized or stainless roofing nails for longevity
• New custom flashings throughout
o Most roofing is installed with store-bought light -gauge flashing that prematurely
deteriorates in Kodiak's aggressive climate. Friend Contractors uses only custom-made
24 gauge painted flashing that perfectly fits each application.
Labor:

• Replace flashings with new
• Install new roof penetrations
• Install new hand -tabbed roofing
• 5 man crew, approximately 6 days to complete

is demolished. Rot repair is billed on a time and materials basis ($84/hr. Carpenter, $58/hr.
