Assembly Special Meeting
April 26, 2018
A special meeting of the Kodiak Island Borough Assembly was held on April 26, 2018, in the
School District Conference Room of the Kodiak Island Borough Building, 710 Mill Bay Road.
The meeting was called to order at 8:40 p.m.
Present were Mayor Dan Rohrer, Assembly members Julie Kavanaugh, Andrew Schroeder,
Rebecca Skinner, Scott Smiley, and Matthew Van Daele. Also present were Borough
Manager Michael Powers and Deputy Clerk Laurie.
SCHROEDER moved to excuse Assembly members Crow and Symmons who were absent
due to personal leave.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
CITIZENS COMMENTS
Judi Kidder stated that the clerks play a very important role and they do a great job.
CONSIDERATION OF MATTERS IN THE CALL FOR THE SPECIAL MEETING
1. EXECUTIVE SESSION - Borough Clerk's Performance Evaluation.
VAN DAELE moved to convene into executive session to discuss the Borough Clerk's
Performance Evaluation, a subject that qualifies for executive session as a matter that may tend
to prejudice her character or reputation.
Mayor Rohrer noted for the record that the Borough clerk has the right to request that her
evaluation take place in a public meeting. Clerk Javier was out of town but had previously
agreed to allow the Assembly to discuss her evaluation in an executive session.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Kavanaugh, Schroeder, Skinner,
Smiley, and Van Daele.
VAN DAELE moved to invite the Mayor and Assembly into executive session.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
After the vote, Mayor Rohrer recessed the regular meeting and convened the executive session.
Upon returning from the executive session, Mayor Rohrer reconvened the regular meeting and
announced that no action would be taken as result of the executive session.

ADJOURNMENT
VAN DAELE moved to adjourn the meeting.
VOICE VOTE ON MOTION TO ADJOURN CARRIED UNANIMOUSLY.
The meeting was adjourned at 9:40 p.m.
