Authorize Reimbursement of Actual Moving Expenses Of The Director of
SUBJECT:
Engineering and Facilities Not To Exceed The Equivalent of One Month's
Salary.

RECOMMENDATION:
Authorize the reimbursement of actual moving expenses of the selected applicant for the
position of Director of Engineering & Facilities, not to exceed the equivalent of one month's
salary.
DISCUSSION:
It is the desire of the Kodiak Island Borough to attract qualified applicants to employment
positions in our departments. To do that, we offer competitive pay and benefits. One of the
benefits to attract applicants who may be considering relocating to Kodiak is reimbursement
Facilities is a vital position to the overall success of the department and the services provided
by the Borough. The position was vacated April 27, 2018 due to the retirement of a long-term
employee. The vacancy was advertised; applications were accepted and reviewed; and the
field narrowed from ten applicants to four. Interviews were conducted, an offer was made to a
qualified local candidate, and the offer was declined. An offer was then made to the next
qualified candidate, and the offer was accepted. The out-of-state candidate inquired about
reimbursement of moving expenses which we would like to offer to help offset some of the
costs associated with relocating to Kodiak.
Borough policy states in Section 1105 Moving Expenses for New Employees, that the
Borough Manager may offer reimbursement of moving expenses upon approval of the
Assembly. New employees who are assisted with their moving expenses are required to sign
a Transportation Agreement prior to employment which stipulates that the employee will
reimburse the Borough for all or part of such expenditures in the event he or she voluntarily
leaves Borough service, or is discharged for cause, within a period of two (2) years according
to the following schedule: 100% - Less than twelve (12) months; 75% - Twelve (12) for less
than eighteen (18) months; and 50% - Eighteen (18) but less than twenty-four (24) months.
We therefore request approval of reimbursement of moving expenses for the new employee
ALTERNATIVES:
Do not authorize reimbursement of moving expenses for the new Director.
FISCAL IMPACT:
$8,486.00

B. EXECUTIVE SESSION - Borough Manager's Performance Evaluation
Recommended motion: Move to convene into executive session to discuss the
Borough Manager's Performance Evaluation, a subject that qualifies for executive
session as a matter that may tend to prejudice his character or reputation.
ROLL CALL VOTE ON MOTION.
Recommended motion: Move to invite the Mayor and Assembly into executive
session.
VOICE VOTE ON MOTION.
After the vote, Mayor Rohrer recesses the regular meeting and convenes the executive
session.
Upon returning from the executive session, Mayor Rohrer reconvenes the regular
meeting and announces:
The Assembly discussed the Borough Manager's Performance Evaluation and
No action is to be taken as a result of the executive session
• The Assembly may make a motion if necessary. The Assembly must state the motion
and vote outside of executive session.
ROLL CALL VOTE ON ANY MOTION.
4. ADJOURNMENT
Recommended motion: Move to adjourn the meeting.
