Excused was Steve Paulson. Ex -officio members present was Corey Gronn. A quorum was established. COMMITTEE MEMBER JOHNSON MOVED to excuse Steve Paulson. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY Community Development Department staff present was Daniel Mckenna-Foster. APPROVAL OF AGENDA COMMITTEE MEMBER JOHNSON MOVED to approve the agenda. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY MINUTES OF PREVIOUS MEETINGS Regular meeting of: • February 27, 2018 COMMITTEE MEMBER JOHNSON MOVED to approve the minutes. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY AUDIENCE COMMENTS AND APPEARANCE REQUESTS OLD BUSINESS A) Termination Point TMOs and Clarification Mckenna-Foster said this is just to clarify what we talked about last month about what these terms mean. Discussion B) Parks & Rec Comp Plan: Inventory and Needs Assessment Mckenna-Foster said this is an overview of the recreational facilities that have been identified. It's primarily in the urban area and we're looking at the number of facilities, the units per population, and our parks classified by pocket parks/neighborhood parks. The point of this is to determine what our baseline needs to be. Discussion Multiple sidebars taking place during discussion. Kodiak Island Borough Parks and Recreation Committee March 27, 2018 Regular Meeting Minutes Page 1 of 3 Denise May came to the meeting to talk about her parent's graves at the cemetery. She wants to know who is going to help rebuild the beautiful gravesite that her brother built in her parent's honor. EX -OFFICIO MEMBER GRONN told May that his department is going to fix it the way it was and she should come see him. EX -OFFICIO MEMBER SYMMONS stated he would be happy to help fix the graves. May stated the borough is island wide, and she didn't hear anything about the villages and what kind of recreation might come in. Recently, Afognak has been developing as a whole with both the native village of Port Lions, native village of Afognak, and Afognak Native Corporation, we've come together looking at economics for the community and bringing some of our people home, particularly in Port Lions. One thing that came out of their last meeting in the public group of the community of Port Lions was "we need to start thinking of ourselves as a recreational destination" so Port Lions is starting to think that way too. How do we sell ourselves as a recreational destination? What can we do to improve our community to make it that? Having said that, your statement kind of fits within that and we are part of the borough so how do we get involved, how do we become a piece of this. If you would like someone to help from Port Lions, she can help find the right person to help. EX -OFFICIO MEMBER SYMMONS suggested that he and Mckenna-Foster talk to her after the meeting to send her in the right direction. C) Killarney Hills Master Planning Process: Feedback Mckenna-Foster said this is a memo that we sent out to all agencies and organizations in the borough. We would like some detailed information about the Killarney Hills parcel from the Parks and Rec Committee. If the committee has anything else that you would like to add it would be helpful. During discussion there were multiple sidebars taking place. EX -OFFICIO SYMMONS suggested that the committee invite the Resource Management Officer to the next P&R meeting for her input and the committee give her their input. NEW BUSINESS A) 2011 Urban Trails Plan Review Mckenna-Foster stated this was requested at the meeting last week. He included the executive summaries, implementation actions, and some of the other stuff to point out there is a lot more to this plan than TMO's. Discussion COMMUNICATIONS A) April 18, 2018 P&Z Regular Meeting Agenda Discussion of P&Z cases. COMMITTEE MEMBER JOHNSON MOVED to accept communications. VOICE VOTE ON MOTION CARRIED UNANIMOUSLY AUDIENCE COMMENTS None COMMITTEE MEMBER'S COMMENTS Cory Gronn said he looked at borough codes and Robert's Rules of Order, and technically an ex - officio is a regular board member however, the borough's resolution identifying this committee identifies him as a non-voting member. He looks forward to working on the Comp Plan. He's adamant about this Comp Plan because he thinks it's important for his work at the city, so we can adopt it as well. He wants to see a plan that we are going to see through and utilize. ? won't be here next month, he has a work trip. He asked if there were any suggestions on what you want us to do between meetings. This is the first time he's been involved in something like this, it's a learning experience. He's glad to be here. Dennis Symmons said to call him if there is anything that he can do for the committee. He asked that the committee keep him in the loop even when he's not here at the next meeting. He reminded the committee that the assembly took those lots off the market. Six people came to your assembly and asked if the assembly really has to sell these lots and the answer was no, we don't, and they came off the market. Paige Simeonoff said are we coming up with a vision and maybe some survey questions that we'd like to use. If we start doing TMO's again, we should all be walking the trails that we're doing TMO's on. Patrick Saltonstall thinks the committee should do urban trail TMO's next. Helm Johnson thanked everyone for coming and asking what you can do to help and be involved. ADJOURNMENT COMMITTEE MEMBER BASSHAM MOVED to adjourn.
