Assembly Special Meeting
March 29, 2018
A special meeting of the Kodiak Island Borough Assembly was held on March 29, 2018, in the
School District Conference Room, 722 Mill Bay Road. The meeting was called to order at 10:10
p.m.
Present were Mayor Dan Rohrer, Assembly members Kyle Crow, Julie Kavanaugh, Andrew
Schroeder, Rebecca Skinner, Scott Smiley, Dennis Symmons, and Matthew Van Daele. Also
present were Borough Manager Michael Powers, and Borough Clerk Nova Javier.
VAN DAELE moved to excuse Assembly member Schroeder who was absent due to personal
leave.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
CITIZENS COMMENTS
Linda Freed and Scott Arndt commented regarding consolidation of governments.
Bayside Fire Department Chief Rue spoke about the new grant received by the Department.
Patty O'Donnell, Julie Bonney, Bob Bowe, and Judi Kidder commented regarding the PSC
reduction in Chinook Salmon.
Jeff Stewart spoke in regarding the Solid Waste contract.
CONSIDERATION OF MATTERS IN THE CALL FOR THE SPECIAL MEETING
1. Approval Of A Letter Regarding Chinook Salmon PSC Cap Adjustments For The Gulf
Of Alaska (GOA) Catcher Vessel (CV) Non -Pollock Trawl Sector.
SKINNER declared a conflict of interest and excused herself.
MAYOR ROHRER ruled that Assembly Member Skinner was conflicted and excused her from
participation.
SMILEY moved to approve a letter regarding Chinook Salmon PSC cap adjustments for the Gulf
of Alaska (GOA) Catcher Vessel (CV) Non -Pollock Trawl Sector.
ROLL CALL VOTE ON MOTION CARRIED FOUR TO ONE: Crow, Kavanaugh, Smiley, and Van
Daele (AYES); Symmons (NO).
2. Approval Of A Letter Addressed To the City of Kodiak Mayor And Council Regarding
Consolidation.

VAN DAELE declared a conflict. He was excused by the Mayor from participating.
CROW moved to approve a letter addressed to the City of Kodiak Mayor and Council regarding
consolidation.
ROLL CALL VOTE ON MOTION CARRIED FOUR TO ONE: Kavanaugh, Skinner, Smiley, and
Symmons (AYES); Crow (No).
ADJOURNMENT
SMILEY moved to adjourn the meeting.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
The meeting was adjourned at 10:52 p.m.
