SECTION 211 OWNER PROVIDED MATERIAL DISPOSAL SITE
Article 211.1 Description
This work consists of providing all materials and performing all work necessary for Owner
Provided Material Disposal Site preparation and unusable material disposal, including clearing
and grubbing, subgrade preparation, construction of perimeter drains, placement of unusable or
surplus material, preparation of a site-specific Storm Water Pollution Prevention Plan and the
installation and maintenance of temporary erosion and pollution control measures.
The following is the Owner provided material disposal site for unusable material or surplus
material originating from other items of Work including but not limited to: Section 202, Clearing
and Grubbing; Section 203, Excavation; Section 206, Trench Excavation and Backfill; and
Section 207, Removal of Structures and Obstructions.
Pillar Mountain Reclamation Fill Site:
• Location — Approximately 1.5 miles from downtown Kodiak adjacent to Pillar Mountain
Road
• Access — Pillar Mountain Road
• Approximate Total Site Disposal Quantity — 57,300 CY
• Total Available Area for Disposal of Waste or Excess material — 4 AC
Unusable or surplus material shall be inert construction or demolition material and may include
land clearing waste, excavated dirt, rock, soil, stumps, wood waste, bricks, mortar, Portland
cement type concrete, and crushed asphalt pavement in accordance with Section 209, Disposal of
Unusable or Surplus Material and Alaska Department of Environmental Conservation
regulations for Solid Waste Management 18 AAC 60. If material does contain hazardous waste
do not dispose of the material in the owner provided disposal site.
The owner provided disposal site will be actively used over several construction seasons. The
disposal site will be considered closed once the final volume listed above and the final grades
indicated on the Pillar Mountain Reclamation Fill Site drawings, see attached, have been
reached. A project specific interim grading plan shall be provided as part of the Contractor's
disposal plan, see Article 211.3 Construction for additional requirements.
Article 211.2 Materials
All materials shall be in accordance with Section 204, Classified Fill and Back Fill; Section 210,
Furnish Filter Material; Section 702, Furnish and Install Pipe; Section 808, Geotextile, and
Section 811, Topsoil.

Submittals: Submit product data and samples for each type of material specified including the
following:
• Woven Geotextile: Woven geotextile is used for reinforcement and separation. The
woven geotextile shall be Mirafi HP370 or an approved equal.
• Non-woven/Permeable Geotextile: Non -woven geotextile is used for separation and
filtering. The non -woven geotextile shall consist of Mirafi 160N or an approved equal.
• Perimeter Drain: Perimeter drain pipe must be constructed from Corrugated Polyethylene
Pipe (CPEP), or perforated High Density Polyethylene Pipe (HDPE), and conform to the
requirements of Section 702, Furnish and Install Pipe. The pipe shall be perforated in
accordance with Detail 700-3, Subdrain.
• Impermeable Membrane: Impermeable Membrane used for perimeter drain shall consist
of Miradrain 5000, or approved equal.
• Compost: Compost shall be City of Kodiak compost produced at the City owned and
operated Biosolids Composting Facility and shall possess no objectionable odors or
substances toxic to plants, and shall not resemble the raw material from which it was
derived.
• Ditch Lining: Ditch lining shall use stones that are sound and durable, are no larger than
8 -inches in greatest dimension, and not more than 50 percent by weight passing the 3 -
inch sieve as determined by ASSHTO T 27.
Article 211.3 Construction
A. General: Work shall comply with provisions of Section 202, Clearing and Grubbing;
Section 203, Excavation; Section 204 Classified Fill and Backfill; Section 206, Trench
Excavation and Backfill; Section 207, Removal of Structures and Obstructions; Section 209,
Disposal of Unusable or Surplus Material; Section 210, Furnish Filter Material; Section 803,
Erosion and Pollution Control; Section 304, Temporary Erosion and Pollution Control;
Section 702, Furnish and Install Pipe; and Section 808 Geotextile.
B. Laws: Conduct operations within the disposal site according to all applicable State, county,
and federal laws including mining and fire laws. Provide, operate, and maintain wildland
firefighting equipment appropriate for the current fire levels on-site at all times during all
material source/disposal site operations.
C. Permits: Copies of the Kodiak Island Borough issued Zoning Compliance permit and the
material disposal site narrative for the material disposal site are available for inspection at

the Project Manager's office. The Contractor shall examine and become familiar with all
documents. Operations within the material source/disposal site shall conform to the
stipulations and conditions of these documents and to all the requirements of the
development plan and these Special Provisions.
D. Preconstruction Conference Meeting: Before occupying material sources/disposal sites,
attend a preconstruction conference at the disposal site with the Engineer, the owner and
their representatives.
Coordinate material disposal site use with the Engineer. The material disposal site project
boundary shall be as shown and as staked. Do not operate beyond the material
source/disposal site Project boundary or no work area(s) as shown and as staked unless
otherwise directed.
E. Site Development Plan & SWPPP: Prior to placement of unusable material prepare and
submit a proposed Disposal Plan and obtain written approval. The disposal plan shall
include proposed phasing/sequencing of material placement within the disposal site,
proposed schedule including anticipated start of disposal grading activities and final
stabilization, equipment to be used, site preparation and maintenance activities, site security
and control, site-specific Storm Water Pollution Prevention Plan (SWPPP), and a proposed
project specific interim grading plan. The interim grading plan will provide final grades
achieved by disposal of project specific unusable materials, indicate disposal limits, top and
toe of fill slopes, and final erosion control measures.
Develop a site-specific SWPPP including a Temporary Erosion and Pollution Control Plan
for the disposal site according to Sections 803, Erosion and Pollution Control, and 804,
Temporary Erosion and Pollution Control and submit it to the Engineer at least 5 days prior
to the preconstruction conference. Prior to proceeding with disposal install storm water silt
fencing and straw wattles as shown on the contract drawings and as needed to control
runoff. Do not allow any materials, including sediments, aggregate or crushing by-products
to enter waterways or wetlands.
F. Disposal Site Operations: The following apply during material disposal site operations:
• Prior to placement of disposal material, the site shall be prepared by clearing and grubbing
and by removing surficial organics and loose overburden materials.
• Construct a perimeter drain along the toe of existing excavated rock slope, as indicated on
the drawings. Perimeter drains shall be per City of Kodiak Standard Detail 700-2 Fin Drain
Detail, or an Engineer approved equivalent.
• Place the disposed material per the configuration and slopes indicated on the Pillar
Mountain Reclamation Fill Site drawings. Depending on the amount of material to be

disposed, the final elevations on the drawings may not be reached, it is still required that
the material is placed at the slopes and in a similar configuration shown on the drawings.
• Disposed materials shall be placed in 12 -inch lifts and compacted using heavy equipment,
a drum roller, or track vehicle. Compaction shall be sufficient to allow for standard fleet
vehicle access/maintenance at the site.
• The disposed material shall be brought up from the bottom in uniform horizontal layers,
with the top of each layer graded to enable surface water to drain readily. Disposed material
shall not be deposited by dumping loose material down slope faces.
Break all tree stumps apart, stump -grind the root -ball apart, and incorporate into the
disposal soil lifts to be compacted. Stump pieces too large for incorporation into a 12 -inch
lift shall be individually placed into a shallow excavation in the disposal material and
vibrated into a loose lift of disposal material using a large vibratory plate on an excavator.
Once firmly seated, compact the loose lift around the stump, taking care to avoid creating
voids due to the stump's geometry, and subsequent lifts should be placed in a similar
fashion until fully buried.
Large vertical piles of tree stumps or multiple lifts of stumps are prohibited. Lifts of
compacted disposal material without stumps at least as thick the underlying stump layer
should be placed over significant stump placement areas. A layer of geotextile such as
Mirafi HP270 or similar can be placed above the disposal material lift overlying a
significant stump layer to encourage bridging of voids and reduce sinkhole propagation
into overlying layers.
• Construct rock or compost and seed lined ditch at the locations show on the plans or as
staked. Place and spread ditch lining materials so that the finished face is reasonable
uniform and conforms with the lines and slope shown on the plans or as directed.
• Place final cover as indicated on the Drawings and per the applicable special provisions.
• Spread the compost evenly on the designated areas to the depth (after settlement) shown
on the Drawings. Do not place the when the ground or compost is frozen, excessively wet,
or in a condition detrimental to the work. Maintain areas covered by compost until
subsequent seeding is accomplished.
• Construct permanent storm water management features as directed herein and on the
drawings.

• Place only material that is identified as acceptable for this site in the disposal area as shown.
Maintain a minimum 10 -foot wide buffer strip between the toe of the disposal area and the
property boundary. Smooth and contour the disposal area to form side slopes no steeper
than 8H:1 V.
G. Disposal Site Clean-up and Vacating: Before vacating the material source/disposal site the
following apply:
• In addition to other areas within the site disturbed by the Contractor's operations, stabilize
the disposal area by surface roughening, seeding, mulching, and tackifying, as directed.
• Remove all Contractor owned, supplied or created structures, noncombustible debris, and
equipment from the material disposal site.
• Remove any solid waste and hazardous material from the site and dispose of properly.
• If a spill or dumping has occurred or if a spill or dumping is suspected to have occurred,
the Engineer will sample and test underlying material after all contaminated material is
removed to assure compliance with DEQ regulations and to make sure that no material
residue has been left behind. If test results show that material residue remains, perform
additional cleanup measures according to DEQ requirements.
• Attend a post -work meeting at the material disposal site to evaluate material disposal site
rehabilitation work with the Engineer.
Article 211.4 Measurement
No measurement of quantities will be made for work performed under this Section.
Article 211.5 Basis of Payment
No separate or additional payment will be made for work performed under this Section. Payment
will be included in payment made for the appropriate items under which this Section is required.

SECTION 811 TOPSOIL
Article 811.1 General

Article 811.2 Materials

B. Compost: The City of Kodiak has compost stockpiled at their Pillar Mountain Water
Treatment Facility. Compost can be used where stated in the contract documents or upon
written approval by the Engineer. The compost will be available at no cost to the
Contractor for use on this project.
Article 811.5 Method of Measurement
Add the following to the end of the Article:
Compost shall be measured by cubic yard and include all coordination, transporting, handling,
storing, and placement. Stockpiling and rehandling of compost during the stripping operations or
during placement are incidental. Compost repair, maintenance, and replacement are incidental.
