Office of the Mayor Kodiak Island Borough, Alaska DECLARING APRIL 2018 MONTH OF THE MILITARY CHILD WHEREAS, Alaskans are deeply grateful for the many sacrifices made by our servicemen and women to protect the security and freedom of our great nation; and WHEREAS, we also appreciate the special courage, strength, and sacrifice of the children and families of members of the military who provide support, endure long periods of separation, and move residences frequently; and WHEREAS, today, thousands of Alaskan children currently have at least one parent serving in full time or active duty status in the armed forces. The children of military men and women face unique challenges and need our support to help them succeed in the absence of their enlisted parent(s); and WHEREAS, the Month of the Military Child was established in 1986 to pay tribute to military children for their incredible resilience, commitment, sacrifices, ability to deal with life changing events, and unconditional support of our troops; and WHEREAS, observance, and All Alaskans are encouraged to wear purple, the color symbolizing all branches of the military, as a visible way to show support and thank military children for their strength and sacrifices. Office of the Mayor Kodiak Island Borough, Alaska DECLARING APRIL 2018 SEXUAL ASSAULT AWARENESS MONTH WHEREAS, sexual violence is primarily a crime of power and control, regardless of age, ethnicity, race, gender, or economic status; and WHEREAS, sexual assault is one of the most horrific and widespread crimes in our society today; and WHEREAS, for young people who are victimized, these criminal acts can be cruelly traumatic, and force them to forgo the most special times in their lives - their childhood. One in four females and one in six males will be sexually assaulted before the age of 18; and WHEREAS, eight of ten women may experience sexual violence by an intimate partner in their lifetime; and WHEREAS, one in five women will be sexually assaulted in her lifetime and, each year, it is estimated 25,000 American women will become pregnant following an act of sexual violence; and WHEREAS, sexual violence is an even bigger issue in Alaska, where the rate of reported rape is 2.5 times greater than the national average; and WHEREAS, we must work together to educate our entire population about the causes and what can be done to prevent sexual assault. Perpetrators must be held accountable for their actions. As a society, we must fight sexual assault by striving to increase public awareness of the devastating pain and suffering caused by these crimes. NOW, THEREFORE, I, Daniel Rohrer, Mayor of the Kodiak Island Borough do hereby proclaim April 2018 as: Sexual Assault Awareness Month and encourage all residents to support local activities and programs, which assist victims, and to learn more about the pervasiveness to sexual assault in Alaska so we may eliminate this heinous crime. Office of the Mayor Kodiak Island Borough, Alaska DECLARING APRIL 2018 CHILD ABUSE PREVENTION MONTH WHEREAS, Kodiak children deserve to grow up in a safe and nurturing environment to assure they reach their full potential; and WHEREAS, Alaska has one of the highest child abuse rates in the nation; and WHEREAS, the effects of child abuse and neglect are realized throughout the community. Addressing child abuse challenges us to work together and involve the entire community in preventing child abuse and strengthening families; and WHEREAS, all citizens have a responsibility to help families nurture, support, and protect their children to ensure that all Kodiak children are safe from abuse and neglect; and WHEREAS, all citizens should be aware of the impact of child abuse and its prevention within the community, and be involved in supporting parents to raise their children in a safe, nurturing environment; and WHEREAS, effective child abuse prevention programs succeed because of partnerships created among social service agencies, schools, religious and civic organizations, law enforcement agencies, and the business community. Jensen Yorba Lott (JYL) completed the design for a new insulated panel system as well as other exterior improvements (doors, windows, canopies, etc.) Friend Contractors LLC is the contractor and is currently working on submittals and scheduling, working closely with KIB staff to ensure there is minimal disruption to landfill operations. Construction is scheduled for summer 2018. BAYSIDE FIRE DEPARTMENT WINDOWS In September 2017 the Fire Protection Area No. 1 Board approved funds to replace existing windows at Bayside Fire Department. Projects Office staff compiled a bid package for this work and it was issued in October 2017. H Construction of Palmer was the contractor and completed installation of the new windows on February 22, 2018. BeforeAfter AGENDA ITEM #17.B.1. CHINIAK TSUNAMI SHELTER AN D LIBRARY Work is continuing to replace the Chiniak Tsunami Shelter and Library that was destroyed in the 2015 Twin Creeks fire. During 2016, staff held several meetings with the Chiniak community to discuss the details of a new building. Jensen Yorba Lott provided design documents that have been reviewed by the Borough’s insurance carrier and approved by the Architectural/Engineering Review Board. The design is for a single-story building with the same square footage as the previous facility. There is a kitchen area, restroom, shower room, and a large open space for community meetings or sheltering purposes. The project was issued for bid on February 20, 2018, and bids are due on March 20, 2018. Staff will be providing an update on the project to the Assembly at the work session on March 8, 2018. Construction is tentatively scheduled for summer 2018. EAST ELEMENTARY INTERIOR RENOVATION This project was included on the list of bond projects approved by voters in 2014, and is for replacement of flooring, cabinets, countertops, plumbing fixtures, and doors at East Elementary. Jensen Yorba Lott is the architect and the design documents were approved by the Architectural/Engineering Review Board. The project was split into two phases: Phase 1 included renovation of existing restrooms and was completed in September 2017. Phase 2 is for hazardous material abatement and installation of new flooring, cabinets, countertops, and doors, and is scheduled for summer 2018. Cornerstone General Contractors is the contractor, and is currently working on submittals and ordering materials. Construction is scheduled to start at the end of May 2018. KODIAK FISHERIES RESEARCH CENTER DIGITAL CONTROLS UPGRADE The components that control the mechanical systems at Kodiak Fisheries Research Center are outdated and no longer supported by the manufacturer. On June 15, 2017, the Assembly approved a contract with Long Building Technologies to provide new controllers and programming throughout the facility. These upgrades will allow building occupants and maintenance staff to more precisely control the heating and ventilation systems, and remove the proprietary nature of the old system, allowing for future maintenance and repairs to be opened up for public bid. Long has also installed additional ductwork to help improve the efficiency of the air handling equipment. This work started at the beginning of December 2017 and is scheduled to be complete in March 2018. KODIAK MIDDLE SCHOOL BOILER REPLACEMENT The two fuel oil boilers at Kodiak Middle School(KMS) are advanced in age and in need of replacement. Kodiak Electric Association (KEA) has offered to reimburse KIB for the cost to install an electric boiler in place of one of the existing fuel oil boilers. On February 21, 2018, KIB entered into a joint agreement with KEA and Kodiak Island Borough School District (KIBSD) detailing the specifics of that reimbursement and a reduced rate for interruptible power supplied to KIBSD to operate the electric boiler. Staff is now working with the contractor for the recently completed KMS Fire Alarm, Controls, and Elevator project to install the electric boiler as soon as possible. Installation of the electric boiler will provide one reliable boiler for the school while design to replace the other boiler and boiler room equipment is underway. Due to the work already planned in the KMS parking lot during summer 2018, this other work may be delayed until summer 2019. Staff is currently working with the Alaska Department of Education and Early Development to redirect excess funds from recently completed bond projects to fund the boiler room work. Brechan Construction LLC is the contractor and is currently working on submittals. Construction is scheduled to start at the end of May 2018. UST REPLACEMENT – MAIN, OLD HARBOR, PORT LIONS This project was included on the list of bond projects approved by voters in the 2014 election, and is for removal of underground storage tanks at Main Elementary, Old Harbor, and Port Lions and installation of new aboveground tanks at Main and Port Lions. The rural communities on Kodiak Island continue to struggle to foster sustainable economic development. This has led to an epidemic of outmigration as young families move to bigger cities to find consistent employment to support their growing families. The outmigration has had severe impacts to some of our villages, including in some where they will be forced to close down their school (K-12) due to a too small student population. With the business incubator concept and workshop components of this project, NVA and NVPL can have significant impacts to the rest of the villages in the Kodiak region, as these two Tribes are known to be successful and to share their knowledge with the rest of the Tribes on Kodiak Island. The Kodiak Island Borough supports the efforts of the Native Village of Afognak and Native Village of Port Lions to strengthen the economic wellbeing of our region. We look forward to being able to support this effort though our Kodiak Regional Workforce Advisory Committee, which is made up of key stakeholders working together to steward the meaningful growth and sustainability of our region's workforce. We will use this forum to share information, glean insights, and connect members of our workforce to new opportunities provided by this ANA project.
