Assembly Special Meeting
February 15, 2018
A special meeting of the Kodiak Island Borough Assembly was held on February 15, 2018, in
the Borough Assembly Chambers of the Kodiak Island Borough Building, 710 Mill Bay Road.
The meeting was called to order at 5:30 p.m.
Present were Mayor Dan Rohrer, Assembly members Kyle Crow, Julie Kavanaugh, Rebecca
Skinner, Scott Smiley, Dennis Symmons, and Matthew Van Daele. Also present were Borough
Manager Michael Powers, Borough Clerk Nova Javier, and Assistant Clerk Karen Siador.
VAN DAELE moved to excuse Assembly member Schroeder who was absent due to personal
leave.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY.
CITIZENS COMMENTS
None.
CONSIDERATION OF MATTERS IN THE CALL FOR THE SPECIAL MEETING
1. Executive Session To Discuss With The Borough Attorney Potential Assembly
Member Conflicts Of Interest, The Subject Of Which Tends To Prejudice A Person's
Reputation And Character.
VAN DAELE moved to waive any and all privileges of confidentiality including the attorney-client
privilege associated to the Borough attorney's communications on conflicts of interest
determination and conflicts management strategy dated February 13, 2018.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Crow, Skinner, Smiley, Symmons,
and Van Daele (AYES).
VAN DAELE moved to convene into executive session to discuss with the borough attorney
potential assembly member conflicts of interest, the subject of which tends to prejudice a
person's reputation and character.
ROLL CALL VOTE ON MOTION CARRIED UNANIMOUSLY: Kavanaugh, Skinner, Smiley,
Symmons, Van Daele, and Crow (AYES).
VAN DAELE moved to invite the Borough Mayor, Assembly members, Borough Manager,
Borough Attorney, and the Borough Clerk's staff into executive session.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY
Mayor Rohrer recessed the meeting at 5:35 p.m. Mayor Rohrer reconvened the special meeting
at 6:10 p.m. and announced that no action was taken as a result of the executive session.

KAVANAUGH moved to limit each assembly member's debate to 3 minutes.
ROLL CALL VOTE ON MOTION CARRIED FIVE TO ONE: Kavanaugh, Smiley, Symmons, Van
Daele, and Crow (AYES); Skinner (No).
ADJOURNMENT
SKINNER moved to adjourn the meeting.
VOICE VOTE ON MOTION CARRIED UNANIMOUSLY
The meeting adjourned at 6:27 p.m.
