EXXON VALDEZ OIL SPILL
LT. HANEWICH (USCG): I reported yesterday that one skimmer in use had been
repaired, and I am sorry to say it has been taken out of service today for
mechanical problems. We are currently without skimmers. Two will be
forthcoming in a couple of days. We stepped up some efforts to get more boom
deployed on beaches and some in water in this general area. There is boom at
Buskin River, Pasagshak, and Cape Chiniak. We received reports of additional
oiling at Monashka, and the road crews will be dispatched there tomorrow. A
light report of oil from Mission Beach. I would like to mention that we have
Team 8 getting ready to dispatch, and right now we are uncertain as to where.
We had intended to send them to Afognak Bay but still may be conflict with
Ouzinkie and Port Lions Natives who have indicated they want to do it. We
explained skimmers are down, and we want to move team in that area. Based on
whatever their answer is, that may affect our decision.
WAYNE DOLEZAL (ADF&G): Are Native crews being paid by bag? We are trying to
get areas clean and fishery open. A turf battle will put hitch in get -along.
DISCUSSION ON NATIVE CLEANUP CREWS.
JEROME SELBY (KODIAK ISLAND BOROUGH MAYOR): I would say to stick them in
Litnik Bay. They are convinced no one will clean beach as clean as they.
DOLEZAL: The crews can pick up gross stuff and let the Natives do it with a
fine tooth comb.
JACK RICKNER (EXXON): Let us try to work with them. John and Joe have trip
planned for Ouzinkie. We are sending a vessel up that way. I have already
told them we would respect their rights. I think they are making plans to
personally visit with them tomorrow with and, hopefully, my field supervisor.
Maybe we can iron this out with out too much loss of time.
HANEWICH: We won't lose resource.
BOB BRODIE (CITY OF KODIAK MAYOR): The ultimate decision comes from this
committee. We should say sorry, we understand but these are the reasons why.
If you can do it fine, but Shoreline Committee says yes and local says no...
RICKNER: We should try to negotiate first. It's not you out on beaches.
HANEWICH: Admiral Robbins will make final decision. It does put Exxon on spot
with Villages.

GARY OTT (NOAA): One of the problems is when will we get work done. We have
no mechanism to know when that work will be done.
DISCUSSION ON CLYDE.
BRODIE: We need to respect their rights as much as we can. I don't know why
no one is here, I announced it.
DOLEZAL: I don't know of many places where private property has been affected
by oil. As far as clean up of oily debris, it has been mostly on State
tideland.
HANEWICH: I would like to talk a little bit about system to capture
information, and ways we can make it more useful to Shoreline Cleanup
Committee. I think a little bit of effort on everybody's part, and we could
get thing off ground. Would like to defer it and bring it up last.
DOLEZAL: The Salmon Task Force is meeting at 6:30 at Fisherman's Hall, and I
assume there will be a decision. A helicopter crew found fresh mousse on
northeast side of Tanner Head and spatters of it in Karluk, Red, River, and
Sturgeon with tar balls.
JAY BELLINGER (KODIAK NATIONAL WILDLIFE REFUGE): Always have dead bodies to
report. Dead birds - 13,977 --only change. We are still running a little ahead
of having as many on record at Kodiak as they have totalled in fish and
wildlife spill. About 12,000 total for other three areas. (Told about beaver
salt water ingestion and lung worms in deer.)
JERRY HAMMOND (NATIONAL PARKS): We had assessment from team at south end of
Katmai and found a sizable hit. Are still continuing putting in our summer
supply of,fuel on the Peninsula.

COLLEEN BM (DEC): I did follow up on mussel and clam sampling that Arnie
(Shryock) sent in. Verbally the report was that they found no contamination.
Will fax me a report.
BRODIE: Will you get it to us to distribute to the Villages?
BIRD: Yes, I told them we wanted to get it distributed.
PEGGY PARKER of ALASKA SEAFOOD MARKET INSTITUTE introduced herself: We have
hired a public information officer in Cordova to meet with DEC and ADF&G.
Early on, we thought Prince William Sound would be focus of attention. But, I
am changing my mind while here. We don't have anyone here and it will depend
on what happens at 6 o'clock. My phone number is 586-2902.
OTT: Interagency Task Force meeting at 9 a.m. tomorrow on the top priorities.
RICKNER: We have received reports we are getting additional impact on east
side. We tried to get a boat with boom material and asked Fred (Byars) to take
a look and assess. He has not gotten back. We are taking steps to try and
catch some. We have seven new people, but not vessels. We will put supervisor
with road teams tomorrow. My air office man has requested additional 212. As

Steve (Hanewich) said, skimmer out of commission. It will be taken to Port
Bailey and repairs done on site. The other' skimmers are in Valdez and need
minor repairs. As soon as made, they are headed this way. Run into snag on
net washing station. Trying to get it established at old junk yard at Bells
Flats and have run into zoning problem. We have a meeting at 6 o'clock tonight
and will get additional information on that.
SELBY: Did you get any information on preseason fishing agreement?
RICKNER: That is why Wayne (Purdom) is not here. They are trying to get
information back and forth between Valdez and here. They are working on that.
SELBY: Do they have crew on Chiniak Highway near lagoon?
RICKNER: We sent a pickup truck with a load of boom to mile 36 to
lagoon --booms or snares. They were concerned about outlet being narrow and
fish not being able to move.
DISCUSSION ON DATA SYSTEM.
SELBY: On Veco payments, good intentions went awry. Some part of the
documents Tony flew up from Anchorage have been lost and some people aren't
getting paid.
RICKNER: We had a meeting with Veco this morning.
SELBY: Please check on it tomorrow.
BRODIE: If you could stay on top of $5,000 issue...
SELBY & RICKNER: That has been resolved.
SELBY: Over $5,000 has to be compared with Kodiak bids and Kodiak would have
to have a substantial markup plus transportation before Kodiak bids would be
out.
RICKNER: Our indication is if they are in the ballpark, they will buy it here
and Anchorage would send them a PO number over the phone.
