06/22/1989 Regular MeetingKodiak Emergency Services Council June 22, 1989 @ 5:00 p.m. Kodiak, Alaska EXXON VALDEZ OIL SPILL JERRY HAMMOND (NATIONAL PARKS): We are still trying to find out what is going on at Anichach. Lot of reports of hits and no hits. We are going to try and fly it tomorrow with our own assessment team. Working on setting up radio repeater so we can have better communications with the outside. We are open for suggestions on anything we can do on the radio system. We need a tower here in town with a remote telephone, repeater to Raspberry, and a place on the south end of Kodiak. MIKE GOODWIN (PARKS): Don't see a problem with land -use permit for temporary repeater for them. Our crew is splitting up. SCAT team based off east side. WAYNE DOLEZAL (ADF&G): In regard to Chignik in area of Elephant Head, light sheen with mousse present in organics in an area 1/2 mile from shoreline. Earlier saw large band 4 miles by 10 meters wide they thought could be recovered by skimmer. A lot of sheen in various areas we were thinking of fishing. Last night, crew found one fresh piece at Russian Harbor --peanut butter consistency. DISCUSSION OF ORGANIZATIONAL STRUCTURE OF SALMON TASK FORCE. DOLEZAL: Looks like test boats are still finding stuff. MIKE LEWIS (DEC) handed out summary of Hazardous Monitoring: It's a brief report explaining what we did in getting monitors deployed. We will also be deploying about ten more of them. On seafood inspection, two inspectors in Larsen Bay, one to Port Bailey, and one to Uganik. COMMANDER RICHARD MEYER (USCG): Is anyone doing samples to see if it's Exxon oil? LEWIS: Yes, we are fingerprinting. They go to Douglas Lab, and I haven't gotten any results back. There is a backlog in the labs. I will check on that to see if any updates on fingerprinting in this area. JEROME SELBY (KODIAK ISLAND BOROUGH MAYOR): Are FDA here to supplement you? LT. TOM CALLAHAN (NOAH): Met with Shoreline Cleanup Committee. We feel we have listed main priority areas and are fine-tuning other areas that have been impacted. Will be updating our priority list and putting it on a spreadsheet format to make it more useable. WAYNE PURDOM (EXXON): Jack (Rickner) in Larsen Bay. We have ten teams active now. Teams 1, 2, and 3 at Hallo Bay, 4 at Sturgeon Lagoon, 5 -in port and going to Puoa Bay, 6 and 7 in Larsen Bay, 8 in Puoa, 9 in Shuyak, and 10 at Chief Point (hot water team). Three skimmers arrived from Valdez. We did have a scheduled landing today at Chignik but were weathered out. Will be high priority for us. Early in May, we had stationed 7,000' containment boom and 15,000' absorbant boom. Sounds like there's a real indication there is a development problem there. We are making minor modifications to old Alaska Airline Building and will be moving Command Center about Tuesday. We are looking at berthing vessels and getting other teams trained. SELBY: We have none in Afognak and Terror Bay. PURDOM: Road crew should have been over to Woody Island today. SELBY: It would be interesting to know what kind of stuff they are picking up. BOB BRODIE (CITY OF KODIAK MAYOR): Have you had any luck in replacing boom at Harbormaster dock and oil docks? PURDOM:. Jack is doing that, but we had an emergency call for boom at southeast side of Island. More boom is coming from Valdez. As we get further into season, we will pick it up and send it to Seward and washing it for reuse. We are abandoning our washing station here. MEYER read this morning's report on collection of oiled debris: We understand one incinerator is coming from Washington State. It is reported to be going to Kukak Bay for testing. Today, one of three skimmers is going to Uyak Bay and one in Chiniak. We are missing one crew. Putting it together from the States. Exxon is working on getting support fleet for these vessels. Read schedule for Friday. Mostly the same as discussed yesterday. SELBY: On Hallo Bay, is that complete cleanup? Are we not getting repeat hits on that side? DISCUSSION ON RE -HIT AREAS. HAMMOND: Would be a fisheries expert's decision as to whether it would have to be reworked again. SELBY: On fish grinding, the latest plan is fish will be sorted at tender, fish with no appearance of oil will be taken out and ground and disposed of at 1,000 fathoms. Heavily oiled fish will be brought in and destroyed in another method. They do want a DEC person on vessel to supervisor actual grinding.
