EXXON VALDEZ OIL SPILL
LINDA FREED (ACTING KODIAK ISLAND BOROUGH MAYOR) introduced NOREEN THOMPSON
(CITY OF KODIAK DEPUTY MAYOR).
JAY BELLINGER (KODIAK NATIONAL WILDLIFE REFUGE): Dead birds are considered
hazardous waste that need long term storage. This needs to be worked out.
Cleanup crews in Puoa Bay are doing a good job of staying away from refuge.
WAYNE DOLEZAL (ADF&G): Flight crews going to southwest corner of Island. In
process of test fisheries radio checks.
Introduced DICK HENSEL, who will be working for Department in habitat
activities.
JERRY HAMMOND (NATIONAL PARKS): Crews on Anichiak are trying to relocate some
hits. It appeared some hits they had seen a few days before had floated away.
Also, they reported a dead whale that bears were feeding on. Had a discussion
with Mike from SCAT team that is working in Kapia Bay. He asked me to remind
everyone to stay below high water line because of artifact sites. Feather
worms living and working inside mousse at Anichiak.
COMMENTS: Probably a good biological assistance.
HAMMOND: SCAT team reported inspection north of Cape Douglas found a very
heavy hit. Are trying to put repeaters on Raspberry --winds are high. Working
with DEC to follow up on incinerator barge.
TOM CALLAHAN (NOAA): We are helping in Chignik Bay on surveillance. Working
on subsistence effort. My supervisor, John Robinson, will be in town tomorrow
to talk with Ouzinkie, Port Lions and in Kodiak.
DOLEZAL: Did Ensure run tests on biological samples, and are we getting
anything back?
FREED: They are running the tests now. I think they started the work a week
ago Friday and will take two to three weeks to complete. Draft report shows no
hydrocarbons in samples taken.
EXPLANATION OF TESTING METHODS AND INFORMATION IT GIVES.
JACK RICKNER (EXXON): Activity has picked up after rough weather. Rock
washing unit is going, and it looks like it is doing a good job. Puoa Bay has

a lot of bear activity in area of beach cleaning effort. We sent a certified
bear guide over there to protect us and evaluate the situation. If it looks
like there is too much bear activity, we will pull them off and go back in when
it decreases. We hope to have his evaluation this evening.
FREED: We did get copies of boat contract from John Peavey. I believe it will
be a discussion point in the community.
LT. MADDEN (USCG): Admiral Kimd will be in at 9:30 a.m. tomorrow with
entourage from his staff. We now have a Coast Guardsman on the Dominion in
Chignik area to coordinate efforts with ADF&G fishing boats and the Dominion.
We are looking at finding a method of berthing if we move more down there.
Monitors out doing additional video taping of rock washing.
DOLEZAL and MADDEN to get together on berthing issue.
MADDEN: Exxon put on another aircraft to spot for the skimmers.
ARNIE SHRYOCK (DEC): Upon returning, I am a little dismayed to find some of
the information we asked for early on we still are not getting.
SHRYOCK to RICKNER: A daily status report of where crews will be working a
daily basis.
SHRYOCK: The state has a interest in knowing what work is being done, and we
want to be there as it's being done. On the proposed incinerator in Kukak Bay,
our air quality man in Anchorage hasn't heard of it.
WAYNE PURDOM (EXXON): This incinerator was put on list to help out with all
Alaskan cleanup. We are generating a lot of waste in Kodiak. We are looking
for sites and Kukak looks like a good site. We have not started to talk to
people.
FREED read fax from William Byrd that leads one to believe public hearings will
be held soon.
JENNIFER ROBERTS (DEC): The public hearing is scheduled for 7:00 p.m. in the
High School Auditorium on July 21. An ad will be running in the paper. We
will be handing out draft permits.
DISCUSSION ON SITES IN KODIAK AND NEED TO DEAL WITH THIS MATERIAL AT AN
ACCEPTABLE SITE.
RICKNER: When an agency visits our sites that we are cleaning up, our office
would like the report delivered to them instead of those in the field.
