EXXON VALDEZ OIL SPILL
LINDA FREED (ACTING KODIAK ISLAND BOROUGH MAYOR): The mayors are attending a
Mayor's Meeting in Anchorage.
Introduced WAYNE COLEMAN, oil spill liaison for the City of Kodiak.
TODD BAXTER (NOAA): ISC has extended shoreline numbering sector system to
Unimak Pass. Involved on and off with subsistence fishery issue. Looking at
the amount of progress by Exxon and distribution of spill.
MIKE GOODWIN (PARKS): Nothing to report.
DICK ENSEL (ADF&G) introduced Ken Middleton: This weather is permitting
conditions whereby we can cover Kodiak Island beaches very well with beach
surveys. It appears hits are fewer and of less density. There are incidents
of new hits on the northeast and southeast shores of Afognak. Two helicopters
out in Chignik and Kodiak. We heard that Exxon is looking to identify sites
for incinerators. If at all possible, we would like an update.
FREED: There will be a public meeting.
JIM WADE (EXXON): Two sites mentioned. Early on we were told one of two
sites. One to serve both Homer and Kodiak. The other site was at Kukak Bay on
the Katmai Coast. We have not had any input in this. On the site at Kukak
Bay, the contractor may have suggested input.
FREED: We had a fax from Exxon Valdez stating that Kukak Bay was being
considered.
WADE: Contractor is working with Exxon Valdez to obtain permits. We have
asked that before any decision is made, we be consulted and it discussed here.
FREED: The ad said the public meeting is July 21 from 7 to 9 o'clock. Did not
list any sites.
JERRY HAMMOND (NATIONAL PARKS): Arnie

FREED: All local we send to DEC in Anchorage.
WADE: I understood the incinerator had been tested and approved by DEC. This
was the incinerator that had been considered. I got that from our waste
management people in Valdez over a month ago.
KEN MIDDLETON (ADF&G HABITAT): I heard it hadn't been tested, and the vice
admiral is trying to speed up the process. That was about six days ago.
WADE: Isn't it a standard type incinerator? Maybe I can get more information
for you.
FREED: At the last meeting I was at, DEC hadn't issued permits.
FREED to HAMMOND: It might be worthwhile to contact DEC for locations.
HAMMOND: We would like to see the proposal. We assume hearing is on Kukak.
SUNDET: I can get a proposal.
HAMMOND: Did spend time today revising and updating assessment mapping
procedure. I went to DEC to double check color coding.
BAXTER: ISC meeting is going to be looking at bringing everyone's maps
up-to-date on Saturday morning.
HAMMOND: We are just about to complete radio system. They reported that crews
had arrived at Cape Douglas.
SUNDET: Arnie will be back Saturday morning. We are continuing overflights,
and we have beach assessment crews out. Is a joint assessment crew in Chignik.
COMMANDER PHIL SMITH (USCG): We are doing a rotation pattern of personnel to
cut down on new learning.
FREED: Jim Sellers with the Governor's Office is trying to put in a 40 person
camp for state people.
