EXXON VALDEZ OIL SPILL
Present: Bob Brodie, Linda Freed, Jim Sellers, Wayne Coleman, Buzz Kuby, Mike
Goodwin, Dick Hensel, Cmdr Dennis Maguire, Jerry Hammond, John Hopkins, Larry
Nicholson, Paul Burke (arrived late), Ray Voley, Matt Miller, and Donna Smith.
DICK HENSEL (F&G): Slow moving weekend. One field excursion to Tugidak. Our
crews are continuing with surveying booms across salmon steam outlets. Four or
five out of 66 are causing blockage. One man detailed with demobilization
beach inspection.
LINDA FREED (ACTING KODIAK ISLAND BOROUGH MAYOR): Request from Fish & Game to
have a representative go out with crews.
HENSEL: That has been resolved .with seats available or special interest in a
special area.
COMMANDER DENNIS MAGUIRE (USCG): Also with Coast Guard. In a number of areas
we want Fish & Game. The second inspection of demobilization is moving
along --weather permitting. In the process of doing inspection, we are doing
Type A and if we know subsurface oil, it's coded on document and gets
reassessed for Type B. Rear Admiral Ciangalini is coming in on the 16th.
(Handed out proposed itinerary).. He is Admiral Robbins' relief.
JERRY HAMMOND (NATIONAL PARKS): I have a question for Exxon about Chignik
south of Aniachak. Also the helicopter was taken off the Arctic Salvor, and
none there for emergencies.
MAGUIRE: I asked them about that, and it is to be only temporary.
HAMMOND: Radio system down for a few days but should be back up. One of the
catcher vessels reported in Aniachak area that they had picked up 60 dead
birds. They saw a dead otter but couldn't get a hold of it. So, there is
still activity going on down there. Also, did talk to Senate Appropriation
committee.
BOB BRODIE (CITY OF KODIAK MAYOR): Senator Stevens has asked to meet with the
mayors at the Oiled Mayor's meeting on August 24th.
JIM SELLERS (GOVERNOR'S OFFICE): It seems to me that when we start adding the
dead bird numbers up, there are a lot more.

Apparently the log boom at Kitoi is about to be dismembered. Our understanding
is it's clean. Some folks in town have asked if logs are available for
firewood. We will ask Exxon to stack them here and let people have them to use
for firewood.
LARRY NICHOLSON (ADF&G): I don't think it would be a problem.
FREED: I'll have Bud look into it.
SELLERS: Port Lions has considered them for bridge. Also, they want gravel
from incinerator.
FREED: That's a good idea but the gravel will be used at the Borough landfill.
They also would like incinerator moved, and I told them to talk to all the
agencies involved.
JOHN HOPKINS (DEC): The people in Port Lions are not happy with the
incinerator in Vikoda. We aren't sure where it will be moved or even if it
will be. "Correct -It" is not going to be used. It failed miserably in Prince
William Sound. I think DEC knows and if Exxon were here, I think they probably
know too. It appears to cause more problems than the original oil spill. We
are, of course, looking for alternative ways. Exxon's vacation means. we need
to find alternate methods of finding funding relative to cleaning up the spill.
What we will be doing about cleaning up after Exxon? Will bags be used, booms
in, garbage, etc? Will we need .a Type C clean up? The Island of Tugidak, we
feel, will be well cared for. We were there yesterday and there's oil in the
substrata and it goes down--redeposit of oil on top of oil on top of oil on top
of oil. I hope we don't have to do Type B. Staff met and are gearing up
instead of down --winter monitoring, getting communities involved during winter,
monitoring status, etc.
FREED: KIS and City are in process of working through grants. They will be
sent to Exxon and asking for response within ten days.
HAMMOND: We anticipated on Saturday morning to have video on biomediation. If
it is coming here, we would like to take a look at it. Also, would like to
look at Type B cleanup.
DISCUSSION on geotextile bags, how they will be used, and whether there is
permission to use them. WAYNE COLEMAN is to work with Bud Cassidy to have
briefing for Shoreline Committee on Saturday.
NICHOLSON started discussion on incinerator and moving it to Melina: Still
having reoiling.
FREED: Olga/Mosier Bay people are worried about oil.
NICHOLSON: We went through that three or four months ago. Fred Byars went
down and told them what they could do. That one is winding down, and we
haven't seen a problem there yet.
SELLERS: Tugidak needs to be resolved. The impression I got is that there is
impacts --moderate, they don't warrant a cleanup team out there, and the locals
