BLACKETT: Barges were released yesterday to come to Kodiak. Checking to find out where the barges are. GORDON GOULD: 6,000' solvent boom (sausage) will be here today. Shipment was split, and it is being sent out of Anchorage. Put it on a seiner and spot it somewhere. Use behind curtain boom. Proposes to staff it on Afognak on point. TOM BUFORD: Go ahead and deploy it as it pulls up like rope. Booms made of logs will break apart. Paul's Bay is too exposed for a good log boom but leave what is there. Portage and Kitoi log booms should be alright. Only an extremely strong due north wind would hit Portage and Kitoi hard. Norwegian/Danish 10,500' sea boom could be used to deflect as it would take biggest boom. Would need to be deployed with lift. Coast Guard buoy tender would need to be deployed. Manufacturer's representatives are here to show how to deploy it. It would be used in defense of sensitive area --north end of Afognak. BANS: Use boom on each side of skimmer to move oil to skimmer to be picked up. Put it at an angle to current. JEFF STEPHAN: There are a lot of riptides. It would be very hard to deflect oil JEROME SELBY: There will be a meeting placement of log booms. At this point, is needed. Oil Response Team Meeting 1 at 6:00 p.m. this evening to schedule more information on what is dependable 4/9/89 @ 11:30 a.m. 03958 Portage and Kitoi log booms are to be put in --not Paul's. JEFF STEPHAN: Will get seiners and coordinate nets. JEROME SELBY: Port Lions and Ouzinkie are two villages that we are concerned about now. Can boom be deployed today to those areas? CAPT. BLACKETT: Storis is being loaded and will be ready today with experimental boom (36") --too big for villages. MADDEN: 5,500' of 12" boom and 6,000" of 18" boom should be here this afternoon. Will have a list in hand this afternoon. BOB BRODIE: Wants to give village people the boom to use when and where they think it is needed. CAPT. BLACKETT: Put small boom on smaller vessels. Bigger vessels cannot get into Ouzinkie or Port Lions. Decision to deploy 1,000' each to Port Lions and Ouzinkie with Storis tomorrow. JEFF STEPHAN: Will, have two vessels --one for Ouuink.ie and one for Port - Lions --to set the seines. CAPT. BLACKETT: Will get Storis's departure and time of arrival tc villages. JEFF STEPHAN: Larry to overfly with experts to see where maximum protection would be needed. Litnik next place to work on. Kitoi boats can be deployed to Litnik. MADDEN: 3,000' that came in yesterday morning. is on hangar deck. JEFF STEPHAN: How many skimmers? JEROME SELBY: We know we have one for sure to use tomorrow unless the weather is too rough. Can't be used in seas over 51. TOM BUFORDt Seved pallets of boom and solvent material on Northern Air cargo now and more coming on the 6:00 p.m. flight tonight. JEFF STEPHAN: Would like to bring in two fishermen for the Norwegian/Danish boom experts to interview on the currents and tides north of Afognak. TOM BUFORD: Suggested putting each one of them in a plane with the spotters going out. CAPT. BLACKETT: (12:45 p.m.) May not be able to get Storis off until late tomorrow afternoon. Oil Response Team Meeting 4/9/89 @ 11:30 a.m. 03953 JEROME SELBY: At the 6:00 p.m. meeting today we will decide whether to put it on small,fishing vessels and get them deployed. CAPT. BLACKETT: Will have a better handle on what is in by the 6:00 p.m. meeting. JEROME SELBY: Tony needs to be called and told the log boom will not be used at Paul's Bay. JEFF STEPHAN: Will ask Linda Freed to contact villages for boats. Will get ready for two skimmers. I Oil Response Team Meeting 7 4/9/89 @ 11:30 a.m. 03zloty Captain Blackett called at 2:10 p.m. with the following message: Staging oil containment equipment - have 3,000 ft. of boor available here. Flying in another 1,000 ft. of high -seal bom this evening and will be in Kodiak tomorrow morning. Additional boom and two skimmers are staged in Anchorage for use where needed most; can get to Kodiak quickly if needed. Barges: One leaving Ketchikan and due to arrive in Kodiak in three days. One leaving Seattle and due to arrive in Kodiak in six days. This is a rough estimate of arrival times. Leading Edge: Coast Guard has aircraft flying daily checking on the position of the leading edge. Captain Blackett will keep us updated and he will be in attendance at the 10 am meeting tomorrow. Linda Freed reported that: Senator Zharoff has designated Phil Kelly as liaison between City and his office. Would like to be kept up to date. (Phil heard rumor leading edge was already at Kennedy entrance beyond Kenai Peninsula --just a rumor and not confirmed by any source.) State Liaison is Ernie Piper and he will be in Kodiak tonight or tomorrow to answer any questions regarding financial support from the State. State has appropriated $20 mill for state-wide use should Exxon not come through with funds. Katmai National Park personnel is in Seward at Kena.9. National Fjords and will be back in office sometime tomurrow. Villages - Linda would like to know if you want her to contact Village representatives to keep them informed of the situation and solicit their help? Corky called and stated the cost of the anchors would be $8000. Susan Kim called back at 2:15 pm, will try again. 03961
