04/09/1989 Regular Meeting Part 2Oil Spill Response Team April 9, 1989 @ 6:00 p.m. SPOTTER TEAM OF FRED BUYER AND LARRY NICHOLSON reported a deflector is needed at Big Bay which is a park service critical area. Log boom is in at Paul's Bay. Move other one into Portage. Paul's has 18". At Paul's Bay it's in place but not tied down. Paul's Bay has 1,700 ocean in place and 2,000 boom will be in place at high tide tomorrow. There are two barges in Danger Bay. Kitoi has boom in place at inlet. Talk of putting other log boom in --making two in place. Third section getting close to arriving. At Litnik, put two deflector booms on either side of island --will take 2,000' of 18" boom. At Spruce Island and Doctor's River, it is possible to deflect with 2,000'. Castle Rock is too open to have anything done. Katmai Creek can use 200 to 300'. Put it right at inlet of creek. Rest of village would be extremely difficult to deflect --too open. Balika Basin could use 500 to 1,000' backed up into cove. Soldier Bay --no. In Icon Bay, a small boom could be put across --but actually a maybe. In Monk's Lagoon, put 500 to 1,000' at outlet of creek. COAST GUARD: Wolford is overnighting in Danger Bay and will tow log boom to Kitoi. Barbara Cove and Settler's Cove has a possibility of deflection with 1,500 to 2,000'. SECOND SPOTTER TEAM W/PETE PROBASCO: Creeks around Chiniak and Women's Bay are too open to do anything with. 1 4/9/89 @ 6:00 P. 011 Response Team Meeting 0395! Discoverer Bay could have a deflection boom as well as a log boom. Settler's Cover has some deflection boom but can move it out completely. Barbara Cove could use deflection boom. JEFF STEPHAN: Suggested a plane go to Old Harbor tomorrow to see what they are proposing. Their biggest concern is Midway Beach out of Sitkalidak Harbor and the village. Priorities: (1) Midway (2) Barking Bay (3) Ocean Bay where creek comes in (4) Port Habron (5) Rolling Bay (6) Natalia Bay (7) sea lions at Seal Bay (8) MacDonald Lagoon for ducks (maybe deflection boom) JEROME SET.BY: How much boom do we have on deck? PAGE: Several plane loads --6,000 booms, expecting 3,000 more. 3,000' of 24" curtain that arrived on Northern Air Cargo 3,000' of 18" harbor boom with anchor, line, pads, etc. Expecting one more shipment. A C130 is coming in with foam and typar. He suggested looking at having boom on fishing vessels and ready to deploy. At this point, looks like small sections of oil. If boom is already deployed and not need, it would take time to take it out. If amount is calculated for sensitive areas, have it ready with boom plan. GORDON GOULD: Can we have boom staff on vessel? JEFF STEPHAN: We could staff a couple of boats with 18" and 24" boom. The Walter N could go with 10,000' of boom. BUD CASSIDY: 3,000' went on Barb M to Kitoi. 2,500' to 3,000' going in tonight. CAPT. BLACKETT: Storis can get to Ouzinkie in about one hour. JEROME SELBY: Boom to be in northern villages and be ready to go into water. JEFF STEPHAN: Smaller vessels can be used for tendering boom. Scenario: 3 vessels --one with boom and two ready to drop stuff or pull hook and to go elsewhere if needed. LINDA FREED AND JEFF STEPHAN to coordinate with villages. Oil Response Team Meeting tj 4/9/89 @ 6:00 p.m. 03955 JEROME SELBY: Are we also talking about taking 300' of harbor boom to defend Katmai Creek. CAPT. BLACKETT: Stacking enough boom on vessels to drop off at different areas. GORDON GOULD: Will need good communications as to where boom is. JEROME SELBY: Tell them not to put boom in water unless they are told. CAPT. BLACKETT: Need expert to help with deployment. Storis will go to Kitoi and unload what is loaded and come back to be reloaded. Fishing boats can be loaded at Coast Guard Base unless a crane has to be used. JEFF STEPHAN: To get out to warehouse to see boom. FRED: Boom weighs 1 1/2 pound per foot. JEROME SELBY: Two boats at Port Lions with 1,000 to 1,500' for a total of 3,000'. Ouzinkie needs one boat. FF STEPHAN: Will know which vessel has which boom. Two vessels with boom will go to Port Lions, drop off 1,500' of boom to two boats to work the boom, and then the vessel with the boom will go to Ouzinkie with boats to work it. LINDA FREED: Ouzinkie has 1,500' of absorbent boom. GORDON GOULD: Get it on boats and ready to go. FRED: Curtain boom goes down first with absorbent boom behind it. LINDA FREED: Will have someone in Ouzinkie put absorbent boom on hold. She is to get contract for them to sign. TOM BUFORD: Small boat would also be needed. DISCUSSION: Litnik needs a big boat to pull 2,000' of boom. 3,000' for Port Lions and Ouzinkie 2,000' for Settler's Cove 1;000' for Monk's Lagoon Boom loading tomorrow --one boom in Port Lions and one in Ouzinkie on contract. 900' for Litnik. Total of 5,000 feet. Get boat to carry. One boat to drop. Will be stationed Oil Response Team Meeting 3 4/9/89 @ 6:00 p.m. 03956 in Ouzinkie for communication on when to drop it. The next of the boom coming in should go down to docks to be loaded and ready to go. Another vessel in Kotoi. 3,000-6,000' standing by in Kodiak with all 18" and 24" boom manageable (ready sometime tomorrow). TONY DRABACK: Log boom at Paul's Bay. Back up tomorrow to put boom in Peranosa. Sea curtain already in place. Oil containment at Paul's. Nothing in place at Kitoi. Peranosa asks if there is more absorbent boom coming --4001. What do they do when the boom is full of oil? CAPT. BLACKETT: Put in into barge. Barges can hold 1/2 million gallons of oil. Absorbent can be put on deck. TCNY DRABACK: What about seiner towing oil containment booms and sucking it into barges. They don't feel sea currents will keep it that well. PAGE: Mark V will handle a lot of debris. Have one now and one coming. JEFF STEPHAN: 51' and 86' bcats in Paul's and Peranosa with winches. Seems it is enough and don't need anothfx. Vin, boat there can be smaller. CAPT. BLACKETT: Skimmer will be placed where it looks like oil is coming. The weather is too nasf.y for the skinbuer now. PAGE: Kitoi would bL a good place and it would be centrally located. JEFF STEPHAN: Kitoi has 38' and 39' boats there now. 48' is on call. Walter N can be pulled in and loaded with boom. TONY DRABECK: Weather getting too rough to move boom. PAT CARLSEN: Kitoi just called. They don't want absorbent; they want sea curtain. Sea curtain is sitting here. JEROME SELBY: Suggested leaving absorbent in at Kitoi in case they needed it. TONY DRABECK: only 400' of non -deployed absorbant in Peranosa. No absorbent boom at Portage. JEFF STEPHAN: At Kitoi, hold 3,000' on Barb M and go to Danger Bay for it to be trucked to Peranosa.
