04/11/1989 Regular Meeting Part 1Oil Spill Response Team April 11, 1989 @ 12:30 p.m. SELBY to BLACKETT: Please get the information to me on how many skimmers are working in Prince William Sound. SELBY: Any more boom here? V ao� J -I*: Talked to operation command center trying to get PO for more boom. The director said to determine as best we can what boom is needed to protect critical areas, size of boom, and type of boom. Need to coordinator with them on amount of boom there is. PAGE: We had a discussion two days ago, and there is well over 100,000' of boom needed. Now we need to decide what we would be comfortable with. We can tell the people in Valdez we have a boom plan. We would like to have 30,000' of 24" curtain boom to staff available vessels and deploy if oil should approach. I have been going through Anchorage Coast Guard office and nothing has been done. �t"DE J -IM: If we can come up with boom, Coast Guard to work to come up with people, we can get most sensitive areas protected. Realistically we can't help everybody. PAGE: Still some stuff in route --10,000' has just been put on fishing vessels. If we ask for 20,000', we can start cutting back in asking for boom, and we can emphasize looking for absorbant, barges, and manpower on boats. Also, what we will need on the beaches to clean up. We will ask Exxon for 20,000'. J -IM: If we go out and secure a lot of boom, it is not logical every area will be identified. I don't think I can negotiate to put boom everywhere. SELBY: We have had a heck of a time getting boom here. If we could be assured that if the oil comes down here we would be a priority of getting boom in front of oil, we would be far more comfortable. 0' o* JZX: We will get anything we can get. SELBY: Asked Ernie to track Alpha. PAGE: When fleet gets out, we will have first-hand information on nature of oil. BRODIE: Villages are asking about Exxon picking up costs of expenses to stock rags, bags, gloves, etc. JIM: There are a lot of supplies sitting in Valdez. TOM: Go ahead and get them. FREED: Let them calculate their needs and work out system for villages in general. PAGE: Storis in Kitoi now. Will see how boom shakes out with fishing vessels. Skimmer is manned. NICHOLSON: Asked about heavy duty Goodyear boom. Was suppose to go to Bung Point in Mosier Bay. 800' to Karlin:, 800' to Surgeon, and 3,000' to Uganik. This was information he got from a rep from Chemco. PAGE: Is going to look into Alaska Clean Seas boom. JEROME SELBY: We will keep looking for Goodyear. STEPHAN: Six trawlers have been put together in teams and asked to put aboard shrimp/cod nets, chaffing gear, etc. Hickory Wind 95' Dawn 86' Eagle 80' Sea Mack 87' Defiant 65' Taasinge 75' Will get all six together tomorrow for a briefing. 3,000-6,000' of boom that was going to go on a large vessel to Danger Bay has now been readied for two smaller vessels --the 58' Lady Rene and 51' Mekala Dawn. There is a 24 x 50 barge in Old Harbor with light crane. It could be here Wednesday evening to load. PAGE: Might be better to use barge for collecting. GOULD: Remember there are two barges in Discovery Bay. PAGE: Could use deck barge better than suction barge for picking up nets and booms. BRODIE: Should get an inventory of construction barges in town. GOULD: There is a barge on contract to the city now. gy,,as FJ�F&: Navy is moving boom here for skimmer.
