04/12/1989 Regular Meeting Part 1Oil Response Team Meeting April 12, 1989 @ 1:15 p.m. WADE: No more luck on boom. Valdez is expecting material to come in but hasn't received it yet. The Coast Guard is watching materials and deploying them. I have given up on it. If there is a need for more boom, I will go back and change request. GOULD: Seems if we could deploy more vessels with boom in northern part of Island, they can also be deployed elsewhere from there if needed. I like the effort being made so oil doesn't come here. WADE: The boom we are getting is to be put on vessels. If oil does go where boom isn't, boom may have to be pulled from areas where it is and doesn't look like the oil would hit. GOULD: We need to keep as much of that stuff mobile as we can. WADE: Best to have it where it is and mobile. FREED: Apparently the coast of Katmai is being flown for assessment. They are requesting the assessment to take in Katmai, Bacharoff National Wildlife Refuge, Alaska Peninsula, and Amalik also. DASH: We can arrange it. FREED: Will tell folks in Chignik that the Incident Response Team will work to make sure it gets done. Exxon would like copies of videos that are done. WADE: We are looking at a lot of area. We are having a hard time getting equipment to,lmotect what we have already identified. FREED: They realize this and want just a good record of what is there now. DASH: It is Federal monies buying this assessment but Exxon will be billed later. WADE: Before I say yes or approach those in the command center, I need more information. FREED: I want Federal Government to know there is a lot more land that they Oil Response Team Meeting 1 4/12/89 @ 1:15 p.m. 03943 need to have assessed. WADE: I think the best approach is to take the same route as the initial procurement. GOULD: We are trying to establish an assessment so that if the oil comes, we will know the impact. FREED: Could be a reverse benefit because some areas may not be as important as some think. DASH: If the money is already spent, it would be cheaper to have it done at the same time than have it to do later. RAY BAINE: We have a two phase response --(1) intelligence gathering and (2) protective phase. WADE: Need to check with my folks to see if they have authorized spending funds for this. BAINE: It is my understanding we aren't going to Exxon and asking for this money. It will be decided later who pays. When it comes to protective. measures, they go to the Coast Guard and Coast Guard goes to Exxon. GOULD: Dave Dash needs to look into getting more information and get back to the group at the 6:00 p.m. meeting tonight. WADE: No flights this morning as the weather wasn't good. BRODIE: When the weather is good, need to get Fred Byars in the air to assess. FREED: Fred needs to get to the south end of the Island. WADE: I was instructed that any further request would go through Valdez --Exxon and Coast Guard are coordinating. The areas where the oil is closest is where boom is going to go. GOULD: I agree. We just need to keep boom coming into Alaska. BRODIE: Art you planning to bring in people to handle management tasks? GOULD: ...to back us out if this becomes a long term situation. A different outlook has to be done. It is not much longer we can continue this type of arrangement. The City and the Borough have to run. It's not eminent because we need to keep our guard up now but not over the long term. BRODIE: Right now the extra workers are Borough employees or will need a change to become Exxon employees. WADE: How do you want it? Oil Response Team Meeting 2 4/12/89 @ 1:15 p.m. 03944 BRODIE: We are giving you our concerns if it goes over the long haul. MADDEN: My feeling is to let us manage people and continue having Exxon supply materials. GOULD: We can bring in other people and put them on payroll to handle it. BRODIE: We are willing to work with Exxon on long haul but need some agreement to how to do it. GOULD: Having locals work with villages and organizations is working well. It is a concern to make people feel comfortable with physical evidence. BRODIE: Just ask if they are going to take care of Kodiak and what they want us to do. WADE: Will work on questions and get back to you. GOULD: Work on them as you can but give getting materials to Kodiak your first priority.
