04/13/1989 Regular Meeting Part 2Oil Spill Response Team April 13, 1989 @ 6:00 p.m. SELBY: Have we received helicopter report? :'Soy9 eo RICK 39ML: No. C130 did one. SELBY: Any significant change? & -tK o BSI.: I doubt it, not from the C130. Mr. Madden is on an amphibious flight. THOMAS: I am sending typar boom to Cordova in the morning and hope they get good results from it. I am seeing what is available to ship to make more boom. I have found another manufacturer of absorbant boom. An order of booms, pads, and snares is coming tonight. No sea boom. Some anchors and chains, too. Mr. Clean III is on its way (a request Mr. Burford made). It is 180' oil boat that stands off station in Santa Barbara Island and carries boom and is a skimmer vessel. GOULD: Where is Jim Wade? THOMAS: He went flying. BRODIE: What has been your decision with skimmer and putting it on charge. THOMAS: I don't know what decision he had made. If we take it on barge, we are at mercy of getting tug to tow it. I am apprehensive about that. SELBY: The idea is to deploy it tomorrow with mother ship and tie it up. We need Coast Guard report to have better idea where to put it. I£ we know there is oil coming in, tow it to Discovery or if on this die of Marmot, to take it there. So, after morning flight report, we will decide. You have Ouzinkie Native Corporation request for log boom. THOMAS: Jim Wade is working on that. With the thing I am working on, this may give us some area where the boom is requested and there isn't trees. This may help us out. Oil Spill Response Team 1 4/13/89 @ 6 p.m. 03930 GOULD: I would recommend that you deal with what the Ouzinkie Native Corporation is requesting directly with them. Issue a PO straight through them. I think their needs need to be addressed. SELBY: Particularly since we can't get boom here. THOMAS: Like I said, I was suppose to get snares, pads, and boom. SELBY: Again our concern is we have no usable sea curtain boom on deck and it's been three days now. If we can't get it, let's let them go ahead and put some together. THOMAS: Everything is coming in to Valdez and the operations of the Coast Guard and Exxon dispensing this out to areas where needed. Beyond my control. SELBY: I understand, but we need you to talk to the powers -to -be that we need boom here. THOMAS: I told them of the slick here so they better be ready. BRODIE: If you can demonstrate that some is arriving, there would be less pressure on you for $25 a foot log material. BYARS: Can we get Coast Guard here to put pressure on Anchorage office? 30 0 B I will pass it on. THOMAS: There is a Coast Guard man who sets next to operations people and they are working together. I am sure Coast Guard knows as well as Exxon. BRODIE: As long as Exxon can convince them these people need it. tppyyo HCL: I have SpeedMarked order we have to our office in Anchorage. I am sure the Captain will want to do something more. BYARS: I flew whole southern and western part of Island looking at the interests that Linda Freed and Larry Nicholson had. I will compile a list of how much boom it will take. SELBY to BYARS: Will you get ahold of setnet folks and talk about what we have down with other folks and what can or can not be depended on so they can get ideas of where to focus efforts. BYARS: Sure. %t" " y: I heard that Fish and Wildlife have mobilized mammal cleaning stations. GOULD: Good, we have bird stations ready. THOMAS: Fish and Wildlife talked to me about getting a helicopter down here Oil Spill Response Team 2 4/13/89 @ 6 p.m. 03931 for them for sea otters. SELBY: We still need resolution on contract for skiffs. I asked for it two days ago and still have no response. We really need to get it resolved. We would like answer ASAP. THOMAS: I hope we come through with no accidents --maybe a only a few hurt feelings. SELBY TO BANE: Did you get your information to Linda Freed. BANE: Yes. KEVIN RYAN (Fish & Wildlife): Sampling crew is to go to Shuyak and could pass along anything to crew. I there anything you would like them to do? They are headed to Big Bay. SELBY: Coordinate that with Bruce Erickson from DEC when he gets back from flight. He is going back to take more samples. Need folks going on beach together and on choppers. RYAN: Armory is for birds. Gibson Cover National Marine is for sea otters. Might be some need for some larger boats in addition to smaller vessels. No body touches sea otters until experts are here because people get hurt plus stress mortality rate of sea otters. The oil is starting to show up. MIKE GOODWIN: Department of Natural Resources has designated me for all State tidelands. I have a memo I will show you. SELBY to RYAN: Is Gibson Cove a sure thing? RYAN: I think so. I will let you know in the morning. GOULD to BANE: Could you put someone with Ian Fulp on vessels. BANE: We have had some people working with him, especially if you get into small vessels. RAY VOLEY: Where have beaches with oil been seen? SELBY: On Barren it isn't confirmed --not sure if defined or not. Sheen around Big Fork Island is definite. Norman Lee found it.
