04/14/1989 Regular Meeting Part 1Oil Spill Response Team April 14, 1989 @ 11:45 a.m. SELBY to WADE: Have you talked to your people to get additional draggers to attack mousse? We need six vessel contractors to attack mousse. WADE: I don't see a problem but need to ask Valdez. These are boats equipped with nets? SELBY: Yes, are more of effective boats we have up there. WADE: Lt. has recommended sending you another boat with tow. Will delay things for a little bit until provisions can be acquired. One additional vessel is going on tow and on other will follow. SELBY: We told Fish and Wildlife they have a green light on critter pick up. Do you have a problem with that? BYARS: Valdez said to do the stuff it takes. A man is coming to be involved with skiff contracts. SELBY: It won't happen this minute, but they will start flying, and we told them to go ahead and pickup critters. GOULD: Lt. Madden said one more criteria needs to be on list of vessels --readiness. The list is length, location, qualification of skipper, and readiness. WADE: Boats standing by with boom could be deployed to other areas. Since we know it is coming, we can go ahead and utilize boats. SELBY: We need two vessels to go to Shuyak to clean up mousse there now. Coordinate with Bruce Erickson. GORDON: Can we handle that by getting green light for Bruce when he determines the beach needs to be cleaned up? WADE: When you get into actual clean up, you need DEC approval and Coast Guard involvement and under supervision of someone. SELBY TO ERICKSON: Can you send along an advisor. Oil Spill Response Team 1 4/13/89 @ 11:30 a.m. 03924 MADDEN: We could. SELBY: What I am asking for is approval in advance of Coast Guard and Bruce to clean beach. When Bruce and Lt. say we are ready, will Exxon sign contract. WADE: I don't want to send someone out to clean up beach that has no knowledge. BYARS: Word from Valdez is a VICO representative will be here to set up hiring of local labor when we do get into beach cleanup. GOULD: Will VICO take our list and make payroll? BYARS: Yes, that is they way they have done it in Valdez. SELBY: Make it clear with VICO that they are to hire local people. We welcome it here to handle manpower, but we do not want a bunch of imports. BYARS: When VICO gets in, we will get it coordinated. BRODIE: Ernie called. The governor is flying around Valdez and Homer but won't be here. Incident Management people are withdrawing from Homer. DASH: Those people will be working for me and inventorying park service. They have not dealt with any booming for days now. BRODIE: Larry Nicholson called and they have expended advance and need authorization for more. SELBY: Will get that with another PO that is part of our $500,000 memo of agreement. Port Lions is getting staples from the logging camp and taking one of lead guides in logging camp to Port Lions to supervise log boom in Port Lions. GOULD: Leo Walters from Exxon is here and will be setting up. He is a claims officer for everything we have expended to get this thing going. SELBY: Exxon is working on Ouzinkie contract? WADE: It has been turned over to our public affairs officer, and he will get back to us with the information. BYARS: Dan Jones, Exxon's community relations officer, is on route here. MADDEN: Morganthau will be in port here tomorrow night. Supplies and crew that need to go out can be sent out on her --except fuel. Platform coming in to carry stuff back out. BRODIE: We haven't had much communication with that fleet to see what their needs are. Oil Spill Response Team 2 4/13/89 @ 11:30 a.m. 03925 SELBY: They are in communications with the Morganthau. BRODIE: If they have a shopping list, we need to get with business in town to get it delivered. MADDEN: I will follow up on that. GOULD to ERICKSON: We are giving you green light to handle Shuyak. Coordinate with Coast Guard. ERICKSON: We will determine what needs to be done. GOULD: They won't need to come back to us as long as you work off priority list. DISCUSSION ON PUTTING BOUNTY ON OIL. THOMAS: I have sent two nets to Cordova and a boat is lined up to try it by purse seining it and then pump it out of seine. I also got a lot of material last night. Suppose to send more. I have some snares and will be requesting more. WADE: Absorbant works better in lighter oil. Snares work in heavy oil. BYARS: Met with setnetters at Olga Bay to discuss needs and concerns and they are going to Base to work at what they could use in their operation. They have people they can mobilize. They have local boats in the area. SELBY: Typar at Kitoi needs more lead line. BYARS: How deep is this stuff going? The deeper it is, the harder it is for the nets to stay down. DISCUSSION ON WEIGHTS NEEDED TO HOLD NETS DOWN IN WATER. WADE: Where do you want skimmer? SELBY: Right at mouth of Kitoi. Park it in front on hatchery. Put some of PCV pipe with typar fishing net and take it to Katmai Bay. SELBY to MADDEN: How available would a cutter be?
