FREED: I have talked to folks down south and when Fred went out he wasn't
able to get to Akhiok. Do we want Fred to go out there and get a look and
their priorities.
SELBY: Fred could fly to Chignik and across to Akhiok.
BYARS: I will need someone with me to identify those places.
BRODIE: Maybe we can get someone from Fish & Game.
BYARS: I will coordinate with whomever you think can identify.
SELBY: Yes. The skimmer is in Kitoi?
MADDEN: Haven't heard one way or other.
SELBY: The six new boats authorized are on their way?
WADE: Five signed up now and should be ready to deploy soon. I want to
introduce Dan Jones of Exxon and Tom Wilson of Exxon. They will be part of the
team. They have both worked here in Alaska before.
SELBY: Did we get a small boat contract?
WADE: We are close to finalizing it. Also, introduce Cindy Rohre with
VICO. Another representative will be coming to help with labor contract.
ROHRE: Trying to coordinate contracting for people for clean up and boats.
I am trying to set up food and lodging. I am with Exxon but VICO
subcontractor --a liaison between committee and Exxon. If you have any
questions, come look for me. I don't have PO authorization.
BRODIE: (Passed out a news release).
JONES: It is from Exxon's manager. It's an internal communication.
BRODIE: So you have an additional skimmer coming?

THOMAS: Have Mr. Clean III.
SELBY: Do we have a date of arrival?
THOMAS: It was in Port Angeles yesterday afternoon. About three or four days
running time.
BRODIE: Structures for bird and animal clean up have been identified.
SELBY: Did we get any boom for Katmai Park --the typar nets?
THOMAS: Yes, I have some sources. It will take a few days to get here if we
decide to do it. Closest source is Watsonville, California. We could decided
to put on an airplane.
WADE: Determination made as to how much boom would be needed for -that area?
SELBY: Yes, Linda Freed has it on sheet. Good size sheen off Cape Douglas
still there?
MADDEN: As of 4 o'clock today. Two flights will be trying to relocate it.
Weather calls for wind to pick up and seas building to 10'.
WADE: Boom won't do good in 10' seas.
FREED: Some protected area the boom will help.
BRODIE: What about boom they are making at the hangar?
THOMAS: Should have 3,000' made by now.
FREED: Ideas of putting it in but need flotation.
DAVE HERRNSTEEN: (Pointing to map of Katmai across Shelikoff). I would
suggest getting seiners that know the Shelikoff and deploying them to deflect
oil. You can deploy seine like a boom. There's a small barge Pete Peterson
has. Obviously you aren't going to do whole slick, but good seiners know tides
and currents, and they can deploy a seine. The seine is being built by people
who know it has a chance. Now it's getting critical. It sounds like the best
place to try that technique.
SELBY to WADE: Any problem with that? Send someone out?
SELBY: Need 38' fishing boats to go out there --another six smaller fishing
vessels. Criteria is six guys knowing what they are doing. Get first six
qualified seiners on list.
WADE: Looks like we are going to need more boats.
DISCUSSION ON SEINERS DEFLECTING SLICK IN SHELIKOFF OFF KATMAI.

SELBY: Send six and have two of them work together with seines. Their duty
for now will be just to deflect it. I think we want to get six vessels in here
and get ready, take list with them, and stick with it to deflect it. We aren't
going to stop it but get it deflected.
BRODIE: Will pick up six seiners and equip them with curtain boom and
dispatch them over there.
GOULD: What about slick off Chiniak? Should we do the same thing?
MADDEN: Will have an air craft tonight and tomorrow to tell us where it is.
WADE: Presently four miles from shore.
MADDEN: Winds are westerly but are suppose to shift.
GOULD: We need to monitor Chiniak.
SELBY: They think its dissipating. Let's get a report on that.
MARK KANDIANIS AND DAVE HERRNSTEEN WILL COME UP WITH SEINER LIST.
JACK SHARP OF DES: We are now setting up a Disaster Assistance Center here in
Kodiak for next Friday, Saturday, and Monday from 9:00 a.m. to 6:00 p.m. at the
Senior Center. Mike Webb will be taking my place. Publicity will start on
Monday. People can talk to agency to see if their program connects with Exxon.
MADDEN: The Morganthau is on a search and rescue so won't be back for 30
hours. To use seiners for deflecting is a good idea--corraling ties up boat.
MIKE GOODWIN: What is the plan of action for Shuyak?
BRUCE ERICKSON: Plan was to disperse the snares and rope out and deploy it
with Fish & Game this afternoon, but the airplane couldn't get in so it's being
loaded on a boat and tomorrow will be up there. There are two Fish & Game
employees to help with initial attack. Because the oil is in a one foot wide
area in the high tide line, we are looking at other wave action to get it into
snares. Snares will be hand picked and go into 6 ML bags. We can always make
temporary log containment until bags get there. This is not a job two people
can do, it will have to be manned fairly regularly. Depends on how much oil if
two men can do it.
GOULD: Three vessels in area at Perenosa. Road connects with Kitoi and we
can use flat beds if weather comes up.
KEVIN RYAN: The skiff collection will be from the Barrens south.
KATMAI PARK REP: On tonight's tide, a boat will be leaving from Homer with
various scientist to do pre -damage assessment on Katmai Coast. These people
will be taking soil, water, and plant samples. I hope to do southern coast
soon.
