04/15/1989 Regular Meeting Part 1Oil Spill Management Team April 15, 1989 @ 11:45 a.m. BRODIE: We seem to be entering another phase. It has already impacted some fisheries. Exxon is getting more people in here now. We are going to turn over labor and vessel management to Exxon. The Borough Assembly Chambers is getting too small for Exxon. WADE: We are looking now for space. BRODIE: We will still require someone as a representative of importance at this command post. PAGE: What I would propose is we all move --Coast Guard too. SELBY: I think that it is two step, if it looks like a six month type of thing. But short-term, obviously more space is needed. Exxon will be moving out and the command post staying here. PAGE: In the long term, we will all move to one building. The Management Council's roll is diminishing. Their representative can be with us. BRODIE: We will shift many of those telephone numbers in the Chambers directly down to where you will be. BRODIE: How was it decided on VICO rather than a local hiring agency? TOM WILSON: It was decided in Valdez, and they would be for contract work. VICO is doing labor force, equipment, and vessels. We are still working with them to see how everyone works with them. We are going to make sure everyone is comfortable. Will know tomorrow when they will be able to set up. CORDELL ROY (National Park Service): Overflight of Big and Sukoi Bays found bears digging and eating clams on oil contaminated beaches. PAGE: The helicopters this morning didn't see any oil on beaches, but they will start putting down on beaches and walking them. SELBY: I wonder if we need to get DEC over here to get tests. BRODIE: That or us contract laboratories. BRODIE to WADE: We are going to do this. WADE: All those priorities have been listed. BLACKETT: Make it clear now to get people lined up to do testing. BRODIE: And establishing regular testing plan. WILSON: Dr. Mackie of Exxon is working with NOAA to see what involves. SELBY: It has to be coordinated with ADEC. PAGE: NOAA may be right people to push button because they got the grant. 4 SELBY to PAGE: Will you coordinate that? PAGE: Yes, we should be able to handle this. I will see Bruce Erickson and the NOAA rep. WILSON: Should get procedures to make sure we are doing it right. BRODIE: Would like to start this process no later than Monday. If it is washing up on the beaches, we need to know they are contaminated immediately so we can let the villagers know. SELBY: What is the status on the small boat contract? WADE: We have a contract in hand but haven't had a chance to look at it. I think insurance is covers by bare -boat charter and operator. Should have more by 6 o'clock meeting.
