04/22 and 4/23 /1989 Regular MeetingKODIAK EMERGENCY MANAGEMENT COUNCIL EXXON OIL SPILL DAILY REPORT APRIL 22 and 23, 1989 A. The next public briefing will be held at the Kodiak Auditorium at 10:00 a.m. on Monday. Radio briefings will continue daily at 10:00 a -m_ all days. B. The substantial oil sheen and mousse continues to hang on the end of the Kenai Peninsula but sheen and mud pies of mousse continue to come ashore on the Barren Islands, Shu - yak Island and Afognak Island. Tar balls were found on Marmot Island and Tonki Cape on Wednesday and table top size mousse were found in these bays and Sand Bay on Thursday. Oil spots have been reported in the lower Cook Inlet and upper Shelikof Straits at Cape Douglas_ Some tar balls were found on Seven Mile Beach midway down the west side of Kodiak Island_ Some tar balls and light sheen were found in Kukak Bay. There have also been reports of some light sheen as far South as Cape Gull in the Shelikof Straits_ Spots of sheen have been reported in other areas but not verified. Planes and helicopters continue to search for oil locations and monitor the Kenai Peninsula. Some birds with oil on them reported from Shuyak Island. Two bird and animal patrol skiffs were hired in Port Lions on Thursday. No substantial change on Saturday. C. The daily weather forecast indicates a high pressure system for Kodiak for Friday and Saturday with light Northwest winds. Saturday the winds will shift to the Southeast with a storm moving in on Sunday which is of concern. D_ Alaska Dept. of Env. Consv_ sampled a small piece of mousse on Shuyak Island and has sent samples to the lab to check for toxicity and oil and water content. Results came back back Wednesday. Indications are that the volatile aromatic are gone from the oil on Shuyak Island. No indication of toxic material was found. DEC and Coast Guard washing and cleanup crew continue work on Shuyak Island. Assistance was offered by brown bears on Wednesday. DEC is taking additional samples in order to analyze the impact on the herring fishery. A helicopter has been provided to DEC by Exxon for sampling and cleaning efforts_ DEC advice to public on how to handle these tar balls has been requested. DEC direction to clean the oil from Shuyak tidal area has been requested and cleanup is underway. Chemical analysis has been requested to determine what toxic material could be in the oil reaching Kodiak Island. Sampling of subsistence beaches for baseline analysis of key subsistence beaches for the 8 communities on Kodiak Island. Sampling of subsistence beaches for baseline chemical data will start as soon as possible_ ENSR Laboratory has been contracted to complete baseline analysis of key subsistence beaches for the 8 communities on Kodiak Island. Their plan has been submitted and approved by the DEC. Sampling began on Saturday. Beach cleanup methods, approaches and plans for disposal are completed and will be included in the overall plan. Disposal of oiled nets and absorbent boom is being -planned and reviewed by DEC. Exxon cleanup plan including Kodiak Island, will be completed by May 1, 1989- E. The Navy Mark V Skimmer remains in Kitoi Bay with a mother ship and two assisting ships. F. The flotilla of twelve Kodiak draggers and 20 boats from Seward attacking the leading edge of the slick to breakup the mousse were having good success between Nuka Island and Resurrection Bay_ A total of 35 vessels have now been deployed from Kodiak_ One vessel deployed to the Southwest point of Kodiak Island to watch for oil at the end of the Shelikof Strait_ Vessels are now patrolling near key herring bays to watch for any indication of oil to warn the herring fleet before any oil gets into a bay where fishing is taking place. A 40 foot landing craft has been contracted to pick up the nets with oil on them. Three thousand barrels of oil were recovered from the water on Thursday. G. Dept. of the Interior has established a command post at the Westmark Hotel to continue planning and defense efforts of Katmai Park. Contact may be made at 486-6730. Pre -impact coast assessments are underway in the park with 4 vessels and nationwide scientists deployed from Homer_ H. It has been reported to the Emergency Management Council that the large 400 ft. Russian skimmer did arrive in Seward, Alaska April 19 to begin collecting oil. This vessel will be positioned at Nuka Bay -Gore Point area to skim on Thursday. Mr. Clean III, a 180 ft. skimmer vessel from California bypassed Kodiak Wednesday to proceed directly to Nuka Bay to skim. 03881 I. Boom is in place at: Kitoi: 18" Harbor boom Absorbent boom 2,000 ft_ Harbor boom 2,000 ft. dredge boom Log boom with nets and typar Portage: 18" Harbor boom Absorbent boom Log boom Pauls Bay: 18" Harbor boom Absorbent boom Log boom Port Lions: 1,500 ft_ log boom completed by village residents. 750 ft. more of log boom completed as of April 20,1989. 1,200 ft. Harbor boom on vessel for quick deployment. 2,400 ft_ of 24" boom will go to Port Lions, Friday. Ouzinkie: 5,000 ft_ of boom loaded on vessel and on standby at Ouzinkie for quick deploy- ment. Log boom constructed and deployed by village residents. 2,000 ft. of 18" boom to be deployed at Ouzinkie, Friday_ Shuyak Island:Boom was placed in the water on Wednesday and Thursday to protect critical areas. Shanigan Bay: Boom was placed on Friday to deflect any oil away from this bay. Izhut Bay: One vessel with 4,800 ft. of Harbor boom is on standby for quick deployment. Katmai Park: Two trawl vessels deployed on Sunday or Monday with 3,000 ft. of boom and gear to break-up mousse if needed. Mobile: 7,000 ft. of boom is on various fishing vessels at strategic locations. An additional 7,000 ft_ of boom arrived in Kodiak on Wednesday and will be de- ployed immediately on vessels. More will be placed at Ouzinkie and Port Lions as well as some in the Akhiok area. J. Local resource agencies (Alaska Department of Fish & Game, U.S. Fish and Wildlife Service, and Alaska State Parks, have completed an island -wide priority protection list. Information was obtained on priority protection areas from land managers and users for the Alaska Peninsula as far south as Ivanof Bay_ Coordination of these priority protection areas along with those identified by villages is continuing. The list is continually being updated as additional information is received and clarified. K_ The boat cleaning station has been set up at Float M in St. Herman's Harbor. Specific instructions for entrance from the south to the boat cleaning station have been provided to vessel owners. L. A team in Kodiak, from the Department of Interior Incidence, Response Team continues to work with and provide assistance to the Emergency Management Council_ M_ Exxon claims manager has established a claims office at 326 Center Avenue. Telephone number is 486-6707. N. Bird cleaning station is at the National Guard Armory and now has three birds in treatment. Ten dead ,oiled sea birds were recovered but no oiled sea otters reported by the field teams. Five oiled birds were found in Katmai. Sea otter cleaning station is at the NMFS Gibson Cove Facility. Exxon consultant, Mimi Wood, will manage the bird cleaning station. Bird rehabilitation staff will be all volunteer. Bird rescue crews will be employed. Only Fish & Wildlife personnel are allowed to handle live sea otters. Teams are on standby. O. The NOAA vessel Miller Freeman was in port Saturday to take on scientists for water samples and other studies_ P_ State Emergency Coordination Center to open a Disaster Assistance Center on Friday, Saturday and Monday, April 21, 22 and 24, 1989 at the Senior Center with State and Federal agencies available to work with people. Anyone who thinks they may be impacted by the oil spill are urged to attend. Q. The ADF&G has closed the herring fishing on the North and West side of Afognak where oil sheen has been confirmed_ R_ Skiffs for bird and animal pickups will be purchased by Exxon and resold to owners at a reduced price instead of lease arrangements_ S. Exxon has hired VECO to handle local hire for beach clean up, animal handlers and other labor efforts_ VECO has set up temporary quarters at the Westmark Hotel, room 307,and is looking for larger quarters. VECO has 53 people em- ployed in Kodiak and the villages as of Friday. Ninety people have completed VECO Safety Training Program. T. Plans for a mobile boat washing station that could move around the Island are in development by Exxon. A proposal by Martec has been received_ U_ Two strike teams of 6 people per team are being formed to be able to respond quickly to a beach impacted by oil. Training will be provided by Exxon_ A team was formed and trained in Port Lions on Friday. V. The Council has requested Exxon to go to each village and discuss the spill, defense plans and cleanup plans in each village. A team did go to Chignik and meet with the commu- nity on Tuesday. The schedule for Kodiak Island villages is in development. Port Lions will be visited on Friday. Some village residents will get training from VECO for quick response. W_ The Council has requested Exxon to fund establishment of an independent lab in Kodiak to analyze the oil samples and fish samples during the summer_ This is being pursued. X.
