04/25/1989 Regular MeetingOil Spill Management Council April 25, 1989 @ 5:00 p.m. Kodiak, Alaska MADDEN: C130 still airborne since 8:00 a.m. doing entire shoreline from Montega Straits south. H3 left for Akhiok with boom and a member of the strike team to look at large area of mousse in Straits. Overflight at first did not see anything except for a new sheen --being investigated as not Valdez oil. It is still out and has been redirected to the north side of Afognak. Ruff 'n Ready reported prop wash was bringing a brown mess to surface --possibly krill. Tomorrow they go to Chignik and do an overflight from Cape Gull to Chignik and down past with a H3. C130 will be north of Kodiak. Report of mousse and sheen southwest of Barren Islands. More boats have been directed to set boom in Seal Bay and Delphine Bay. Nothing is being put in Big Bay because nothing has been reported there. Late reports of mousse in various areas on the north side of Afognak from Fish & Game. So, we are moving resources and trying to out -guess where it is going. Park Service has given us reports of sheen in different areas --visibility was poor until late today. WADE: Have been concentrating efforts again today on cleanup plan so we can get back to work at Big Fort Island. The Admiral will be here tomorrow. Still working on getting additional boom. FISH & GAME: We made flight to Tannerhead where an oil slick had been reported. Nothing there. Small thin sheen but likely coming from three vessels nearby. JAY: Report in from Ten Bears, and he reported west shore of Big Tonki Bay has scattered oil impact on beaches; also, Seal Bay, Moose and Delphine Bay impacted. They picked up 12 dead birds and saw more. Scattered windrows off Peranosa. MADDEN: It is possible the birds are drifting down from Big Island with the oil. GOULD: How is the communication system working? MADDEN: If we start putting out more boats and resources, we will have to do something to increase our coverage. If the weather clears and our communications don't improve, we need to look at something more. WADE: We did deliver supplies to three villages for training program. Will begin tomorrow. SELBY: ENSUR have completed six sample sites on the road system and will do subsistence areas in Port Lions and Ouzinkie tomorrow. FISH & GAME: If they pick up any land otters, we would like to see them. MADDEN: Admiral Robbins will be here tomorrow. SELBY: Our 5 o'clock briefing will be at 3:30 p.m. with the Admiral at the Command Post.
