05/03/1989 Regular MeetingKodiak Emergency Services Council May 3, 1989 @ 5:00 p.m. Kodiak, Alaska EXXON VALDEZ OIL SPILL LINDA FREED (ACTING KIB MAYOR): Splatters of oil on beach at Ouzinkie. The people want direction on how to clean it up. DICK DORNEY (EXXON): Can't do anything until they get a beach assessment. FREED: Yes, I have talked to DEC. LT. MADDEN (USCG): I talked to Phil Kelley of Senator Zharoff's office. He was concerned about the ability of Kodiak to respond to the tar balls. I told him the holdup. He corrected our problem, and the Alaska Department of Health is suppose to come out with a state health standpoint regarding tar balls. FREED: So we might have an answer for the people on tar balls by Friday. BRUCE ERICKSEN (DEC): Yes, do you have any bright yellow bags? FREED: Yes, have some and will order more. MADDEN: We have guidance for the archeological issue and also whether a beach assessment guideline for picking up mousse and tar balls. Our cutters and the fishing vessel fleet was very active this morning. Vessels headed to Bare Island with additional boom for staging. Report of sheen floating around it. The Russian skimmer is rendezvous with mid -stream streak of oil in Shelikof. The dredges are along side the Plaintree receiving additional boom and going over to the Katmai area on the oil slick there. Everything flew today. The Esseon is going to Katmai area. The Yocona is handling the coordination and passing on to us the information. This is boom that is being towed in open ocean and bringing it to the skimmer. GORDON GOULD (KODIAK CITY MANAGER): The vessels returning to port to be cleaned need to be scheduled better. MADDEN: They were told to come in at a two-hour stage. They are to follow the rules that were set up in the beginning. ERICKSON: That is between myself and Corky (Harbormaster). Basically, they were to wait out in the water until there was room at the dock. BOB BRODIE (KODIAK CITY MAYOR): Is there a spot for them to wait? ERICKSON: We have one designated. GOULD: It is out near Puffin Island. BRODIE: Are these boats coming back to resupply? MADDEN: Yes, and they are carrying out boom. BRODIE: Have we 600' of boom that can be moved to a special project? MADDEN: Yes. FREED: Fish & Game gave us combined resource list, and I will have it for the next meeting. ERICKSON: Hallo Bay has been reclassified from very light to light. The Cape Kuiliak has come from no impact to moderate impact. I may get to Spruce Island tomorrow. Ouzinkie has oil on beach? FREED: Yes, and their concern is that it is an area close to town where kids play. They would like some direction to pick it up, clean it up, and what to do with it. Also, Monks Lagoon is a archeological site. I think they want to use absorbant pads. ERICKSON: I will try to get to Ouzinkie tomorrow. FREED: They also would like someone to stop and talk to them. I will give you the names and numbers of who to talk to. CORDELL RAY (NATIONAL PARKS): There is a need for increased communication for deploying boats to locations. We found catcher boats are not properly equipped for picking up birds. Also, hand cleaner and rain gear and gloves should be equipment they should have before being dispatched. The boats going out to do in -shore cleanup also need protective gear. We certainly request personnel that are barges to be equipped with personal protective gear. FREED: If the barge is going there, it can carry equipment there. DORNEY: We will work on that problem. RAY: The radio communications with the boats needs working on. MADDEN: Also, the Yocona is taking out more equipment. DAN HAMSON (PARKS SERVICE): Would be nice to have some way to track where all the flights are going. MADDEN: We are looking at that at the command center. DAVE DASH: It seems to me there should be one person delegated to coordinate air traffic. BRODIE: We are making the request of Exxon to provide an air transport coordinator. We asked them to provide the council with daily position reports on all contracted fishing vessels, equipment on board, and their duties. We asked them to provide the number of claims filed, denied, pending, and expected processing time. FREED: This is for the Kodiak area claims only. BRODIE: What payment schedule was for contracts and vendors. (Discussion on vessel owners needing to get invoices in to be paid). Vessel contracts with Kodiak boats are to remain the same. Council requests a quicker Exxon response from Kodiak representatives. It requests that Exxon employees return to Kodiak after a leave of absence. (Discussion on Exxon's reorganization and decisions being made). DORNEY: We are reorganizing our structure. FREED: One other thing is we have set up a weekly telephone call with Valdez. It was arranged with Bill Rainey. BRODIE TO DORNEY: We wanted to ask you about your meeting in Chignik. DORNEY: We went with proposal and it was rejected. They came back with a counter, and I think it will work. We aren't changing any of the Kodiak contracts; we are dealing with Chignik. BRODIE: We retain familyship. DORNEY: We are getting help from Bristol Bay Native Association. I think we have matter resolved, and it's satisfactory to them. BRODIE: We will see people from Chignik tomorrow and compare notes. MADDEN: We requested that Exxon maintain control of large vessels going out. Smaller vessels for beach cleanup and bird and wildlife assessment are VECO .contracts. BRODIE: We perceived it that VECO would be handling skiffs. DORNEY: We used VECO for contracting boats in villages. FREED: I think we thought it would be skiffs for beach cleanup and now they are using larger vessels. BRODIE: We sent a letter to Exxon regarding changes in hiring Kodiak vessels. We haven't received any word on original letter. Originally VECO had skiffs and Exxon boats over 26'. Now it sounds like boats going out other than original. Our concern is liability, and we need to look at new contract. We should discuss it at length by Friday. RAY: I had the impression we would permit Exxon to do wildlife contract but boats are under VECO contract. DORNEY: Yes, we are the permittee. BRODIE: As long as we have a chance to look at contracts and agree, their won't be any confusion. RAY TO MADDEN: How is the Homer re -zone of Katmai.
