EXXON VALDEZ OIL SPILL
LT. MADDEN (USCG): There is still oil corralled off Kukat awaiting thejsta
dredges. Helicopter to Cold Bay for four or five day deployment with NOAA team&tr
doing water sampling. Chignik vessels deployed toward Sand Point area. Alaska ,t
Trojan and Yukon Queen are on scene in Katmai area. Overflights aren't back;'
yet.
RAY BANE: We are working with the SCAT team doing assessment on what type of'�
oil and what sort of response may be necessary. We are completing our photon,,,
recognizance over coastline. I will be going over tomorrow to do a personal "a.
recognizance. Two individuals with beach cleanup and if other boats deployed,'r'Aw,t'
we will put our crew on there. Two people on bird pickup crew and will be:,i f:g
sending two' more tomorrow. We are in process of gearing up for long-term.,,
monitoring.`•'
LARRY NICHOLSON (DEPT. OF FISH & GAME): Want to emphasize the gyrations we are {"y
going through trying to come up with criteria of what we will use as we get {'r`
into salmon season. I think I would like to escalate the need to provide u,
backup gear as soon as possible. The quicker we get this stuff in, the better,
because the possibility of contamination is really high.
DICK DORNEY (EXXON): I don't have anything to report on that. :(x
BOB BRODIE (CITY OF KODIAK MAYOR) TO NICHOLSON: I guess you and DEC will be ':•'`
working together on a tender, and the tender's authority to reject fish.
NICHOLSON: That is part of the issue that hasn't been ironed out. We have
people from headquarters, DEC, and ASME coming up with a plan in the Sound.- ;}T,
Hopefully some will be applied here. It will have to be done in an uniform :' ° ,§
manner. r'Y
BRODIE: We just talked awhile ago with Bill Dahl, Monte Taylor, Bill Smith,;„
and Dick Dorney.
DORNEY: I would like to introduce Jack Rickner. He will be the new senior
Exxon representative and will be your contact. John Harrington also came in

last night with several others that will be added to the staff to build it up
to eight people. I will be departing. We did get crews deployed to Katmai. !'
We sent Randy Boyer over by helicopter to get operation underway.!.=
BRODIE: Are you about to resolve helicopter issue?

DORNEY & NICHOLSON: Working on that. The requests have been turned in.

BRODIE: At the meeting, we talked with them. Mr. Smith is a controller. The A:; In
Borough had submitted invoices for $360,000, and they came over with a check '"i
for $300,000. They want to examine the rest to see if they fall under
criteria. That will have to be worked out. Everything on overtime will be
reimbursed, regular hours may not be reimbursed.

DORNEY: That is an issue for a separate claim. 2i

BRODIE: Nobody was here in the Borough to accept the check so it was given
back. If someone signs release tomorrow, a electronic transfer will be made. == `
The issues in the memo were addressed. They acknowledge our personnel:,- ' ^�
notation. The claims will be done by Crawford. The payment schedule is 10 to v ,•4!w;4
14 days after invoice is received; then vendors can expect to be paid.
DORNEY: Does require an invoice.
BRODIE: We will be provided copies of position reports. That was it for
discussion, and they caught a plane back to Valdez. We haven't had a chance to a=�I
go over the Kodiak plan.
DORNEY: Did you get one mailed on May 1.

BRODIE: We got it this morning.
JAY BELLINGER (KODIAK NATIONAL WILDLIFE REFUGE): We are discussing pros and
cons of a Kodiak master plan versus overall master plan. We think we might y
benefit from not being part of overall plan. Our main concern is that we may ' }
get a situation where our area may receive low priorities. We suggest that the • i..."3
Emergency Services Council make their feelings known if they agree with that.
