EXXON VALDEZ OIL SPILL
Bob Brodie (City of Kodiak Mayor) and Jerome Selby (KIB Mayor) are in
Anchorage.
RICHARD FORD (COAST GUARD): Found a lot of mousse from one end of the Island
to the other and, in some places, we haven't had it before. (Gave report).
New sightings of mousse at Raspberry, Kuprianoff, Uyak, Kuklich, Chief Point to
east of Rocky Point, Seven Mile, Halibut Bay, Low Cape up Alitak, and on
Trinity Islands on north side. On east side, there have been reports of sheen
and tar balls around Spruce Island. 150 tar balls picked up. Sightings of
sheen and tar balls on Buskin but not confirmed. Sheen at Castle Cape and
Devils Bay. Nobody I know of flew Katmai side. On good news, the skimmer at
Shuyak is pumped and ready to go. Second Navy skimmer is at Kuprianof and
being readied to go. Essayons has loaded and now ready to go back to work on
Cape Chiniak.
JACK RICKNER (EXXON): Our plans are to leave two teams and pull one to Katmai
Bay and deploy a fourth to Afognak.
JAY WELLS (NATIONAL PARKS) gave a report on the bird pickup.
JAY BELLINGER (KODIAK NATIONAL WILDLIFE REFUGE): Yesterday got go ahead to
re -deploy the Lynn J from a boom boat back to a wildlife boat. It's mission is
to check out Semidis. So far, no sign of oil.

JAY (NOAA): I was on the Hallo Bay overflight with the SCAT team, and I was
impressed with the approach to assessing the beaches. I don't think we will be
restricted by their work --the bottleneck will be cleanup crews.

WAYNE: Drat completed for interagency shoreline. At conclusion of this
meeting, we can go over it.
RICKNER: We got calls in to three village VPSOs about typar. Port Lions said
it depends on application. The corralling of the oil mouse has to be done with
extreme care. The skirt floats up when towed too fast. Larsen Bay said it
does work when fastened to log boom. Ouzinkie said he would test today. I

wouldn't say it was a report that is saying it's the best thing to do. One of
our consultants said it makes good material for calm waters but not choppy
waters.
HERMEN BUEKER (CITY OF KODIAK): I think the Mayors were talking about using it
in back bays where water is smooth.
RICKNER: The question I have is regarding bladders for fuel. I believe it was
a communication problem. The person I talked to said it is not anything they
had considered. They had something like that for Valdez and they wanted to
know if we could use it. I told them it would be a problem with the bears.
WELLS: We have a permit for fuel caches. We do need cultural clearances.
RICKNER: Do we need to initiate those.
WELLS: No, we will be ready whenever you are.
RICKNER: I talked to Jim Nall. He didn't come in today. He indicated he has
requested Arctic Salver be put back in here and in Straits. Would help with
communication and has a helicopter pad. I have a question regarding the
temporary storage at Bells Flats. I was told verbal permit was rescinded after
we put boom and materials in. Why wasn't it on approved list? The landowners
agreement should be signed tomorrow, and I have authorized grading to start and
have arranged for core samples. After written permit, we will start putting
materials down. In the meantime, we still have empty containers and can I
start unloading boats there.
BUEKER: The site you are on is zoned residential? I would have to check with
Jerome and have someone get a hold of you.
RICKNER: We haven't put any additional stuff there. We stopped using it after
we got the word but there is stuff there. When Jim Nall gets here, we want to
get him on a helicopter with the Coast Guard and get out to sites. He told me
he would be here two or three days. You will have an opportunity to talk to
him.
BUSKER: Dennis Kelso of DEC is coming tomorrow. Senator Murkowski is coming
June 2.
