EXXON VALDEZ OIL SPILL
LINDA FREED (ACTING KIB MAYOR): My concern is interagency shoreline committee
document. Dave Parker seems to think DEC will sign.
MEETING SCHEDULED AT 9:30 A.M. TOMORROW ABOVE TONY'S.
WAYNE DOLEZAL (FISH & GAME): Will have list ready for re-signing tomorrow.
RICHARD FORD (USCG): Seems to be public interest. Can we keep copies for
them?
FREED: I would like to do that after we fax it off to Admiral Robbins. We can
tell them it hasn't been approved by Admiral Robbins, but we feel it will.
FORD passed out list of the type of information that will be showing the
cleanup activity. There is a cleanup problem in Ouzinkie. The people used
soap as dispersants and made a bigger mess. So, we are telling them to just
pick up the oil. If people call, tell them definitely not to put stuff on oil.
FREED: There is stuff that has not been picked up in Ouzinkie.
FORD: The problem there was a boat from Port Lions came, and Ouzinkie feels it
should be an Ouzinkie boat.
FREED: If you can work on that.
FORD: We have been working on it. They were very productive today.
FREED: The Emergency Services Council authorized additional funds to State
Parks to give them the latitude here as well as Shuyak.
JUDY BICKNER (STATE PRESERVATION): lTcheologist will be coming next Tuesday to
start a presence in Kodiak.
GIL BLINN (PARKS): We did approve Exxon use of five -wheelers on beaches
because they are there. We will take a look at the impact. We are in the

process of hiring a long-term biological technician for summer to be out on the
coast.
DAVE PARKER (DEC): We are real close to getting Lash temporary storage site
for oil wastes. Then just get site ready and start storing. DEC was
authorized to hire 13 people for Kodiak--non-permenant positions for the
duration of the project. Also, looking for additional office space.
I checked on beach clean up phase 1, 2, and 3 type stuff and our agency will
have to review it further. Again, that will have to be signed off by the guys
in Valdez.
FREED: When I talked to Bob Flint, I told him we would start whether he signed
off or not.
PARKER: We will reach terminal stage of cleanup before they would, and they
aren't thinking how clean is clean.
DOLEZAL: Introduced Matt Robis.
PARKER: We have two people coming in and hopefully we can have them up on the
stage at Friday's meeting.
DOLEZAL: Fish & Game helicopter found moderate to light hits near Peranosa.
Mousse and sheen in Tonki and the bank and streams up to within 25 meters of
Halls River has been moussed.
TONY DRABECK: I thought that had already been cleaned once.
DOLEZAL: I don't know if they had cleaned vegetation. Emphasis should be
getting vegetation off beaches; it's full of stuff.
BRODIE: Jim Wade called and said he couldn't be here. They have three of
their people coming in for fisheries meeting tonight. I am going to Anchorage
tomorrow for Mayor's meeting. Emergency Services Council has requested Parks
to arrange for their contract stress management team to come to Kodiak for a
few days and be available to the agencies. They deal will the fire season
stress every year. We will make it available to every agency if you feel your
people are wearing thin.
FREED: I think we need to get out our priority list for the need for four or
five more crews and have it ready for Friday.
